Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Hall motions to accept minutes from July 19, 2016 Selectmen’s meeting, Vice-Chair Maynard seconds passes 3-0-2 (Limanek & Kenney abstain, not present at the 7/19/16 meeting.    
Selectman Hall motions to accept minutes from August 2, 2016 Selectmen’s meeting, Selectman Limanek seconds passes 4-0-1 (Chairman Hebert abstains, not present at the 8/2/16 meeting.)

Dudley Gendron Post #414 one day outside Beer & Wine: David Karacius, manager of the post is present. Dave states this is the annual barbecue, all proceeds will be donated to the Sutton Fire Dept. Their goal is to reach $10,000. The Selectmen all offer their support and luck for a successful event. Vice Chair Maynard motions to approve the request for a special one day outside Beer & Wine license at the Dudley Gendron Post #414 located at 156 Boston Road for Saturday, September 17, 2016 between the hours of 12 noon to 5pm with a detail police officer on site, Selectman Limanek seconds passes 5-0   

Eminent domain of Virginia Ave. present is Planning Director Jen Hager. Jen states this was approved at the May town meeting which requires a vote within 120 days after the town meeting. Hearing no issues or questions Selectman Limanek motions pursuant to the authority vested in the Board by the vote of the May 9, 2016 Annual Town Meeting on Article 16, that the Board adopt the order of taking prepared by Town Counsel for the purpose of acquiring by eminent domain permanent easements for public way purposes in Virginia Avenue, including a rounding easement area, as laid out and accepted by the Town as a public way, together with an appurtenant drainage easement in abutting property, and to award no damages for this taking, Selectman Hall seconds passes 5-0

Library Trustees update on the proposed library project: Present is Betsy Perry, Library Director; Neal Joyce (OPM); Lisa Cain, Library Trustee and Stu Roberts (Johnson Roberts Architects). Lisa Cain began by explaining to the BOS the two articles they will be placing on the Fall Town Meeting. The 1st article is to approve the schematic design & the location, the 2nd article is to apply for, accept, and expend a construction grant from the MA Board of Library Commissioners. If the application is at the top of the list, Sutton would have until January 2018 to confirm matching funds.  Mr. Roberts presents preliminary schematic drawings for two different locations, Shaw Farm and 16 Uxbridge Road. These buildings will be approx... 17,000 sq. feet with a project cost of 10-12 million dollars (MBLC pays up to 50%) Selectman Hall says the designs are beautiful, Dave questions if they need to determine the site prior to the Fall Town meeting, Betsy replies yes. The Uxbridge Road location is feasible only of there will be sewer and water coming up Boston Road. Selectman Hall replies that sewer & water have been a priority for some time. Vice Chair Maynard asks if safety has been considered with the physical location of the Shaw Farm site. Betsy replies yes there will be cameras and lights, her staff’s safety is important. Paul also asks if this site will have a generator, Betsy replies currently the specs do not show that but thanks to John Couture that will be addressed. Selectman Limanek says wonderful presentation, congratulations getting to this stage. Jesse questions if additional staffing would be required, Betsy replies the staffing would remain as is. Jesse also asks about surrounding towns libraries. Lisa Cain replies Millbury is a 16,500 sq. ft. building, Whitinsville is a 14,500 sq. ft. building and Webster is a 23,000 sq. ft. building. Selectman Kenney says the renderings look great. Mike asks Mr. Roberts how many libraries will be going for this funding, Mr. Roberts said about 9, the top 5-6 will get funding. Mike points out that the Uxbridge Road site does not perc which is why sewer and water are important to that location but there was also some sort of protected species. Both sites have pros and cons, Shaw Farm has some vernal pools. Chairman Hebert says the Library Building Committee has done a lot of work, there is a Sewer Advisory committee recently put together to look into running sewer up Boston Road but that does not include water.  The cost would be about 2 million dollars. John questioned why this is going to the Fall meeting, originally the May town meeting was mentioned. Lisa Cain replies they have to file the application in January 2017. If this project proceeds, it will need a town meeting vote as it would be a debt exclusion over ride.

State Primary warrant: Thursday, September 8th 2016. Selectman Limanek reminds all if you need to register to vote you have until this Friday. Selectman Kenney motions to approve as presented the State Primary election warrant to be held Thursday, September 8th 2016 from 7am to 8pm, Selectman Limanek seconds passes 5-0

TA Update:
  • Fall Town Meeting- October 17 @ 7pm. A draft copy of the warrant will be presented at the Sept. 13th. The town was just notified there will be an additional student attending Norfolk Aggie for $23,500.
  • Selectmen Maynard and Limanek both agree with the importance of vocational trade schools.
  • Police Dept. Design: would like to present funding for the design of the Police Station at the Fall Town Meeting. Plan is to use free cash that will be certified at the Fall Town meeting. TA Smith is working with Dave Lavallee (Andrews Engineering) to figure out the old county layout on Central Tpk. and the M route. Tecton Architects will be at the town meeting.  
  • Selectmen all in agreement to put this on the Fall Town Meeting warrant.
  • Town Admin. Evaluation will be in the BOS packets for the Sept. 13th meeting. Would like the eval done at the Oct. 4th meeting.
  • Strategic Environmental Services- 362 Putnam Hill Road. This is a hazardous waste facility, no hazardous waste is stored on site. John Couture, Matt Belsito, the Board of Health and conservation all attended a meeting at this location.
  • Selectman Kenney asks if there are any changes to this site will they notify the town, TA Smith is not sure as DEP oversees this location.
  • Precinct 1 moving from the ELC to the Middle School/High School Auditorium. This will take effect for the State Primary election.
Announcements/Round Table/ Correspondence/Business Topics:

  • Vice Chair Maynard reads the list of needed items for the Sutton Food Pantry
  • Selectman Limanek recently spent time with the Fire Dept., the Police Dept., the Sr. Center and the Highway Dept. Jesse said what an impressive array of employees that work well together. It was eye opening to see their work in progress.
  • Selectman Limanek reminded all of the Italian dinner at Waters Farm this Saturday 5-7pm
