Chairman Hall calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Vice Chair Hebert motions to accept minutes as read from the 05/03/2016 BOS meeting; Selectman Maynard 2nds passes 5-0
Starbucks Coffee- Common Victualler: Dan Brennan- responsible for permits & licenses in Massachusetts is present as well as the new store manager Hollyanne Robinson (Hollyanne comes in during discussion with Mr. Brennan). Dan Brennan states this is located at 22 Galaxy Pass unit D. There will be a drive thru window, 52 seats inside and 14 seats outside. They are looking to open June 3rd providing all permits and licenses have been approved at the local level. Vice Chair Hebert welcomes Starbucks to town, he feels as long as all permits are obtained from town there are no issues. Selectman Maynard says as long as Police, Fire, Building and the Board of Health sign off he sees no problems. Welcome to town and good luck. Selectman Limanek agrees with previous comments and welcomes them to town. Selectman
Kenney questions if the existing Starbucks in Market 32 and this new store are the same franchise. Hollyanne responds the Starbucks in Market 32 is a franchise owned by Price chopper, this store is a corporate store. Selectman Kenney says congratulations; welcome to town we are here to help if you need us. Chairman Hall reminds them they still have to get the necessary approvals prior to opening. TA Smith replies we will not issue the Common Vic. until they have received all signoffs. Selectman Limanek motions to approve the Common Victualler request for Starbucks Coffee to be located at 22 Galaxy Pass, Unit D. Opening date to be contingent upon approval from the Building Dept., Board of Health and Public Safety Depts., Selectman Kenney seconds passes 5-0
Veterans Agent Carl Bradshaw: TA Smith introduces the 4 town Veterans agent- Lieutenant Colonel, US Army (retired) Carl Bradshaw. The four towns are Uxbridge, Northbridge, Douglas and Sutton. Carl has been on the job now for a little less than a year. Carl introduces himself; previously he worked for the town of Attleboro in this same role. He is retired and quite knowledgeable regarding the post 9/11 GI Bill. He is a disabled veteran and assists other veterans with claims. Vice Chair Hebert welcomes the Colonel and says he is very glad to have him aboard to assist the veterans in our towns (now many of them seniors as well). Selectman Maynard asks the best way to get a message to him, the Colonel replies he has an office in the Town of Uxbridge but also works a few hours a week in Northbridge. The best way to get a
message to him is to call the office in Uxbridge at 508-278-8600 ext. 2017. Selectman Limanek thanks Colonel Bradshaw for the very important work he does by being an advocate for the local veterans. This work is very important and the services he provides are definitely vital. Selectman Limanek says a few months ago he had learned of a Sutton person being deployed, he thought it would be nice to send a letter from the town thanking this person for his service, what type of outreach is there for these individuals. Colonel Bradshaw said he has the ability to send at least 60 boxes a year to those serving overseas, if we know of someone we can request him to ship a package out or family and friends can request through his office number. Selectman Kenney begins by thanking Colonel Bradshaw for his service to the country. Selectman Kenney goes on to say he is thankful for the Veterans Agent lending assistance to veterans to help them with their struggles. It is wonderful what you do.
Chairman Hall welcomes Carl Bradshaw and asks how the town of Attleboro compares to these four towns, he replies Attleboro has approx. 44000 people, the 4 towns here have approx. 43000 total; Sutton has 10 veterans currently receiving assistance. With the veterans from the Vietnam War all turning retirement age now healthcare has become an issue. Chairman Hall says it is comforting to know Colonel Bradshaw is helping the veterans in need.
MRA Sport summer program: Present is Alex Rogozenski. TA Smith says this is the fourth year Alex is coming before the BOS, what started out as the summer solstice triathlon has grown to this year 3 different events. With more events the revenue to the town expands. It is a win win. Alex states that the Sutton Football boosters are the main volunteers, last year MRA donated $2400. to the Food Pantry and the Football boosters. Selectman Hebert says welcome back and says he is proud how MRA has progressed and he is glad everything is in order. Selectman Maynard says again your management of the operation is great and the respect you show to our Marion’s camp. Selectman Limanek says he definitely appreciates Alex coming in but John Hebert’s words are a good endorsement on how you treat the camp. Jesse wishes Alex
all the luck and success. Selectman Kenney thanks Alex and says he has never heard anything bad about MRA. Mike also comments on the endorsement by John Hebert in how the camp is left after the events. Mike asks if the race is open to the public, Alex replies yes it is open until the day before the actual race. Chairman Hall says welcome back, it was pretty rough the first year but this event brings high praise which is a testament to the quality of the event.
One Day liquor license – Unibank: present is VP of regional operations Wendy Brown and the branch manager of the 2 Sutton Unibanks Scott Glazer: This is a request for a one day beer & wine for the grand opening of the 146 North branch to be held on May 26th between 4:30-7:30. The caterer for the event Struck Catering, will provide one TIPS certified bartender. The BOS all welcome the new branch and are happy to hear there will now be 2 branches in town one southbound and one northbound. Selectman Kenney motions to approve the one day Wine &
Malt Liquor license request for the Grand opening of Unibank- Sutton North Branch on May 26, 2016 from 4:30 pm-7:30 pm at 29 Galaxy Pass in Sutton MA. Struck Catering to provide one TIPS certified bartender, Selectman Limanek seconds passes 5-0
TA Update:
- Town Hall Appreciation Cookout: Friday June 3 @ 11:30. The Town Hall will close at 11:00.
- Memorial Day parade will take place Monday May 30th. Please be at the center for 10:45. The flag at the school will be raised at noon
- Driveway to the ELC: currently out to bid, bid opening scheduled for May 26th @ 11amTown Meeting authorized the borrowing for this project.
Borrowing notes: the BOS all signed, amount being borrowed is $1,061,000. At .79% interest.
Ice Cream from center store- free small ice cream to all town employees for work over last year.
Flag pole replaced on the common. Special thanks to Matt Stencel, Chief Belsito and NGrid (Kevin Shaughnessy) for supplying 3trucks to assist in the raising of the pole.
Dirt/cones in parking lot: septic system issues at Town Hall, Jim Malley, Andrews Survey & Chase Harris all involved. The vent pipe had been buried which created no air flow. It has been located and Chase Harris will be doing the work to repair.
Announcements/Round Table/ Correspondence/Business Topics:
- Vice-Chair Hebert and Selectman Maynard drove the M route last week down in the Manchaug Area, the condition of that area is in need of attention. John will contact Mass Highway to request improvements, it is quite deplorable.
Selectman Maynard gives a big thankyou from Michelle at the Food Pantry for the recent Stamp out hunger, thankyou on behalf of the Sutton Food Pantry.
- Selectman Limanek says that the current issue with the septic system speaks volumes of why we need to get septic to the center and the school. Jesse also mentions the recent Night of Arts at the middle school. It was an excellent event. Also a reminder that May 24th is town election. Voting will take place at precincts 1, 2 & 3.
- Selectman Kenney is all for the Town employee cookout, Mike also comments on two town depts. working with an outside agency worked well to get the flag pole raised. Mike also reminds residents of Election Day on May 24th.
- Chairman Hall says that issues like the septic system as well as the new flag pole shows how departments come together to get the job done. Dave also comments on the Little League field day held this past Sunday, John read the proclamation and Dave threw out the 1st pitch.
