Members in Attendance:                           
        Chairman David Hall, Vice-Chair John Hebert, Selectmen Paul Maynard, Jesse Limanek & Michael Kenney  
 
        Town Administrator James Smith & Donna Wood, secretary   

Chairman Hall calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Limanek motions to accept minutes from the 04/05/2016 BOS meeting; Selectman Kenney 2nds passes 4-0-1

Arbor Day Proclamation and Sutton Youth Baseball Proclamation read by Selectman Maynard   

Green line Velo Road Race:  Kyle Butler, event coordinator for Green line Velo is present before the Selectmen. This road race is scheduled for Sunday, June 12th from 7AM to 6PM.  EMS as well as Highway and the Police Dept. have been notified. In the past, this organization has donated to the Food Pantry. Vice-Chair Hebert asks if the signboard can be placed at Central Tpk. and Putnam Hill road to notify residents of the road race. Selectman Maynard says to please remember the residents that live along the route. Selectman Limanek stresses to get notifications out to residents so they can anticipate this race. Jesse also askes as far as the roads going to one way only, is it for the full day, Kyle replies yes it is for the whole race. Selectman Limanek motions to approve the Green line Velo cycling race to be held on Sunday, June 12th  between the hours of 7AM to 6PM with detail Police Officers & EMS, road signage in place and a copy of the insurance rider on file in the Town Administrators office prior to event, Selectman Kenney seconds passes 5-0

Jessica Bruno- Police Dept. improvements: Recent improvements have been donated in the Police Dept. by Jessica Bruno; she will come before the BOS at a later date to discuss. TA Smith requests that per MGL Chapter 268A, the Conflict of Interest Law, a motion be made to accept the donation. The BOS all agree that this is good for the officers as well as the town. Selectman Maynard motions to accept the donation of work and material made to the Police Dept. by Jessica Bruno, Selectman Limanek 2nds passes 5-0

Adoption of Layout for Virginia Ave: This was before the BOS at the last meeting; it is on the Town meeting warrant. Town Planner Jen Hager had sent out 3 waivers to abutters, 1 was received back, 1 is in the mail back and 1 resident has not responded. Vice Chair Hebert motions pursuant to MGL c82, sec.’s 21-24 to layout Virginia Avenue as a town way as shown on a plan entitled “Cornerstone Estates Definitive Subdivision in Sutton, MA.” prepared by Lavallee Brothers Inc. dated November 7, 1997, which was referred to the Planning Board for its report as required by law. The aforementioned description and layout plan is hereby forwarded to the Town Clerk for filing and reported to the town for acceptance, Selectman Kenney seconds passes 5-0

Request to support Chapter 70 funding: the Suburban Coalition has requested the BOS to sign a resolution requesting full funding of the Foundation Budget Review Commissions recommendations.   The Sutton School Committee recently signed off on this resolution. This commission was established by the legislature to look into the budget/chapter 70 formula. The BOS are in agreement that uniting with other cities and towns in the Commonwealth to get increased funding for Chapter 70. Selectman Kenney motions to approve Chairman Hall to sign a resolution calling for full funding of the Foundation Budget Review Commission recommendations for Chapter 70 funds, Selectman Limanek second’s passes 5-0

Massachusetts Liberty Bell replica relocation:  Mr. George Warren of Northbridge has requested the BOS send a letter to the Statehouse requesting the MA. Liberty Bell be relocated so it is accessible to the public. After brief discussion the BOS agree it should be accessible to the public. Selectman Limanek says the public should have every opportunity to see history; it should be inside with the murals and other historical objects for the public to see. Selectman Kenney questions why it was on the porch, Selectman Maynard states that after 9/11 the porch was closed off to the public. Selectman Maynard motions to authorize Town Administrator James Smith to write a letter of support for the relocation of the Massachusetts Liberty Bell replica, Selectman Limanek second’s passes 5-0

Authorize purchase of 5 privately paid street lights: At a previous meeting the BOS requested we check into purchasing the street lights that were being paid by residents directly to NGrid. After checking, TA Smith found there were 5 customers paying directly to NGrid. TA Smith is waiting for the purchase price for 5 lights. If the cost is more than $5000.00 it will go before the Board.  Selectman Limanek says residents contributed these street lights for the safety of their neighborhoods, he is in agreement this should be done. Selectman Kenney feels it is good to have uniformity of the whole town.  Vice Chair Hebert motions to authorize the Town of Sutton to purchase 5 privately paid street lights from NGRID, Selectman Maynard seconds passes 5-0

May Town Meeting & Election Warrant: reviewed, no discussion. Selectman Limanek motions to approve the May Town Meeting Warrant as presented, Selectman Kenney seconds, and passes 5-0

TA Update:
  • Brush chipping day at the Transfer Station: scheduled for Sat. April 30th 8 am-noon.  
Gravel Pit: town owned pit off Hatchery road in Wilks. the town tried to sell the land 7-8 years ago, the minimum bid price was set at 2 million. The highest bid came in at 1.5 million. Recent calls have shown an interest in purchasing the material on the site. TA Smith has contacted town counsel to see how to proceed.
Letter to Gov. Baker regarding the Environmental Bond Bill- no questions:
  • Solarize Program with the town of Grafton: TA Smith has been working with the Town Manager in Grafton on a solarize-like program similar to the MA Solarize program. Direct Energy Solar was chosen, they will be at the next BOS meeting to give a presentation.
  
 
Announcements/Round Table/ Correspondence/Business Topics:
  • Selectman Maynard offers a reminder that donations may be made to the Sutton Food Pantry
  • Selectman Limanek says that with the warm weather we have had please be cautious of bikers and joggers
  • Selectman Kenney agrees he has seen more children on bikes, please be mindful of that. Mike also says ticks are out.
  • Selectman Kenney says there is a tree branch on Armsby Road that needs to be removed from the tree; TA Smith will forward information to Highway Superintendent.
  • Chairman Hall  urges drivers to not text and drive
