        Town Administrator James Smith & Debbie Jacques, secretary   

Chairman Hall calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Vice-Chair Hebert motions to accept as presented minutes from the 12/01/2015 BOS meeting; Selectman Limanek 2nds passes 4-0

Villa’s @ Pleasant Valley Bond Expenditure: TA Smith reviews with the BOS that this was a bond called in for Phase 1 of the Villas in 2009. The BOS must vote to approve expenditures of these funds for costs associated with work at the Villas. Before the Board tonight is a request to pay $5070.00 for installation of a missing street light and $4000.00 as a final payment on the As built plan for Phase 1. The remaining $4,453.54 will be forwarded to the condo association to close out this account. The BOS have no issues or concerns with this agenda item. Selectman Limanek motions to approve payment out of the Bond Expenditure Fund for the Villa’s at Pleasant Valley in the amount of $5070.00 for installation costs to replace a street light payable to MacKoul Electric and $4000.00 for the final as-built plans for Phase 1 payable to GRAZ Engineering, Selectman Kenney 2nds passes 4-0

2016 License renewals: TA Smith says in the past there have been a few that do not make it to renewal as they have had issues with inspections or have outstanding tax bills. Tonight all the licenses are in good standing. Kings Campground has requested their store go from seasonal to year round to accommodate the residents in that area.  The list of renewals (attached to these minutes) is read by Selectman Limanek. Vice-Chair Hebert has no issue with Kings Campground becoming a year round store. This is a remote area of town and it will be good to have someone on the property every day to keep an eye on things. Selectmen Limanek and Kenney say this is a fantastic idea. Selectman Kenney says it is amazing that all licensees are in compliance and were renewed tonight. Selectman Kenney motions to approve as read the 2016 License Renewals in the Town of Sutton, Selectman Limanek 2nds passes 4-0

West Boylston & Westborough IMA – nursing services: TA Smith says this is similar to what was before the BOS last meeting. Sutton will be charging $75.00 per nurse for nursing related services. Vice-Chair Hebert says Cheryl is a hard worker and well versed in this work. Selectman Limanek had concerns that Cheryl would be stretched too thin but the majority of work will be done on line reporting to the state. Selectman Kenney asks if we will hire a 2nd nurse, TA Smith says if we need to hire per diem we will. Vice-Chair Hebert motions to approve the IMA for Nursing Services between the Town of West Boylston and the Town of Sutton for the period of January 1, 2016 through December 31, 2016, Selectman Limanek 2nds passes 4-0

Library Designer Selection Committee Appointments: TA Smith says this is to appoint individuals onto this committee for the Library Owners Project Manager & Architect. Jim states this RFQ is currently out for bid. Vice-Chair Hebert says we have to do this to move forward, John is glad Building Inspector John Couture is on this list; he is well qualified and can give good direction. Selectman Limanek says this is a short lived committee and asks if there is funding available for the project manager. Jim states there is still grant money from the state for the Project Manager. Selectman Kenney asks if all these people will be on the committee or just some of them. Jim says they will all be on the committee. Mike is also glad John Couture is on the committee.  Vice Chair Hebert motions to approve as read the Designer Selection Committee for the Library Owner’s Project Manager and Architect, Selectman Limanek 2nds passes 4-0.

TA Update:
  • Goddard Lodge Roof: Plan B Construction was awarded the contract, winning quote was $28,444. They will be starting tomorrow and weather permitting will finish in about a week.
  • LED Street lights-the project is underway, a press event was held December 11th on the common.
Sale of Surplus property through Municibid recently took place. It generated almost $6,000.00. Most was surplus school property.
Highway openings: 2 positions available due to John Marsh leaving to relocate to the Cape and Brian Bickford going out on disability retirement.
Police Chief Dennis Towle was sworn in as president of the Central Mass Chiefs Association.
  • Chain of Lights was held on Sat. Dec. 5th.  
 
Announcements/Round Table/ Correspondence/Business Topics:
  • Selectman Limanek offers congratulations to Sam Whittier for her 1st year as coordinator of the Chain of Lights. She did a fantastic job. Jesse also offers holiday wishes to all.
Selectman Kenney says the Chain of Lights was a great event, great job to Sam Whittier. Happy Holidays to all. Mike also would like to bring to the BOS a resident with concerns of speeding on Hough Road, there are children crossing from the parking lot to the fields, please watch your children.   There was a meeting held last Wednesday at the school to discuss an ice rink at the basketball courts, it will be built shortly.
  • Chairman Hall says the Chain of Lights was fun as usual. Sam Whittier did a great job.
