Chairman Hall calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Limanek motions to accept as presented minutes from the 10/20/2015 BOS meeting; Selectman Maynard 2nds passes 4-0-1
(Vice-Chair Hebert abstains- absent from the 10/20/15 meeting)
***Public Hearing*** Pole Hearing notice advertised in the 10/8/15 Millbury Sutton Chronicle and read by Selectman Maynard. Chairman Hall opens the Public Hearing. Present from NGrid is Steven Soucy. Mr. Soucy says the addition of this stub pole is to add support to prevent the current poles from leaning. Selectman Kenney asks for clarification on what the pole is. Mr. Soucy responds #10 is the existing pole. Hearing no further comments, Vice-Chair Hebert motions to close the Public Hearing, Selectman Kenney 2nds passes 5-0. Selectman Kenney motions to approve the request from NGrid to install 1 new Solely Owned (SO) Pole and anchor at a point approx. 250’ Northeast of the centerline of the intersection of West Carr & Carr Street continuing approx. 25 feet Northwest and install one solely owned stub pole as
shown on NGrid plan #16697172 Selectman Maynard 2nds passes 5-0
Planning Director, Jen Hager present to give a development & project update (handout attached to minutes). Included are the commercial projects such as Pleasant Valley Crossing with the new Market 32 which opened on Oct. 28th, Atlas Box expansion of their world headquarters on 146, Lorden Propane & Sutton Commerce Park. Residential projects such as Leland Hill Estates, the Villas and Forest Edge. For special projects Jen discussed Shaw Farm with the trails as well as the farm house which will be demolished after a small asbestos removal, Marions Camp and the current bid out for replacement of the Goddard Lodge Roof and Manchaug Village Mass Historic Grant for nomination of the Village of Manchaug to the national Register of Historic places. Jen also updated the board on the Blackstone St. Bridge
which is scheduled to be replaced in FY17. Vice-Chair Hebert said nice update; we really appreciate all of your efforts. Selectman Maynard says very well presented. Selectman Limanek says excellent he appreciates her update. Jesses says all you have to do is drive around the town to see the improvements. It is an exciting time to live in Sutton. Selectman Kenney asks if there are any non competes in regards to the restaurants at Pleasant Valley Crossing, Jen responds that if there are she is not privy to those arrangements. Chairman Hall thanks Jen for her updates and says congratulations on the grant to have Manchaug Village nominated for a historic village and agrees that the Blackstone St. Bridge is in need of major repairs. Jen replies she is happy with the states assistance in this project.

TA Update:
- Community Compact: Sutton has submitted a Community Compact application. We have applied for the Long Range Planning/Forecasting and Budget documentation. Chairman Hall signed the application on behalf of the BOS
- FY17 budget process & capital plan- Capital Plan information will be handed out to dept. heads this week and is due back Dec. 16th.
- Jingle Jaunt Road Race- scheduled for Dec. 12th 10:30am. Proceeds will benefit a food distribution project in Haiti and the Mike Chizy Food Pantry.
Market 32 Open House was well attended. Market 32 raised over $12,000. which was split 3 ways: Mike Chizy Food Pantry, Sr. Center and the Sutton Youth Soccer.
- BOS Meeting Calendar: We have state and Fed. Elections next year that cause us to change a few meeting from the usual 1st & 3rd Tuesdays. Please review as well as Sept, do we want 1 meeting?
Announcements/Round Table:
Vice Chair Hebert says 1 meeting in Sept. should be fine, it is usually a quiet month. The Villas had a few minor issues recently with erosion but Mr. Burns took appropriate steps and the issues have been resolved.
Selectman Maynard says the soft opening of Market 32 was phenomenal. It was well attended and the donations have helped out good town agencies.
Selectman Limanek agrees with Selectman Maynard about the soft opening of Market 32, Jesses went on to say the staff was excellent and they gave so much back to the community. It was a win win. Jesse also had a few concerns about the Community Compact as several individuals at a workshop he attended last month had spoken of some issues.
Selectman Kenney is very pleased with the Market 32 opening. There were years of anticipation, this will be a positive influence in our community. Mike was also at that same workshop as Jesses and in regards to Community Compact and questions who would be the decision maker, TA Smith says that is only an issue if it is a regional group, Sutton would be alone.
Chairman Hall says Market 32 is a beautiful market; they marketed the soft opening very nice. Dave also thanks the community for supporting the charitable effort by Market32. Chairman Hall says they chose carefully where to be involved with Community Compact.
TA Smith speaks of Market 32s grand opening and apologizes for Jesse & Mike not being emailed about the Grand opening time (all were aware it was a 7:45 ribbon cutting but they were asked to be on site by 7:30). The email list Market 32 had reflected the previous Selectmen. Chairman Hall did forward the new contact info to Market 32.
Correspondence/Business Topics:
Vice Chair Hebert feels the flow of traffic on 146 has really improved
Selectman Maynard says the BOS are have received a letter from the Historical Society, Paul reads the information for a play which will be taking place this weekend and reads the Food Pantry needs.
Selectman Limanek thanks all that replied to his question on the Sutton Site in regard to making Trick or Treating on a Saturday. Vice Chair Hebert says it has always been on the traditional day. We should keep it that way.
Selectman Kenney mentions the passing of Paul Lavoie. Mike also thanks the town on behalf of the Lions Club for use of Marion’s Camp for their Halloween event.
Chairman Hall says the annual Lions Club Youth speech contest will be held on Nov. 17th @ 6pm. These students are models of our future.
