Members in Attendance:                           
        Chairman David Hall, Vice-Chair John Hebert, Selectmen Paul Maynard, Jesse Limanek & Michael Kenney  
        Town Administrator James Smith & Debbie Jacques, secretary   

Chairman Hall calls the meeting to order at 6:15 pm followed by the Pledge of Allegiance. Chairman Hall  motions to enter into Executive Session under M.G.L., c30A, Sec. 21 #3 and enter back into regular session for the sole purpose of adjournment, Selectman Limanek  seconds, passes  5-0     6:16   Roll Call Taken

Vice-Chair Hebert motions to accept minutes from the 9/1/2015 BOS meeting; Selectman Maynard 2nds passes 5-0
 
 **Public Hearing** Delio Gas Inc. Selectman Maynard reads the notice as advertised in the 8/20/15 Millbury Sutton Chronicle. Chairman Hall declares the public hearing open. Present is Dave Lavallee of 57 Purgatory Road (Andrew Survey) and Paul Delio (owner) of 2 Pinehurst Circle Millbury. TA Smith informs the BOS this is to add a 30,000 gallon propane tank to the existing site which currently has a 30,000 gallon tank bringing the total to 60,000 gallons. Vice-Chair Hebert says this is a good, quality tax base for the town and the Fire Dept has trained for issues at this site. Selectman Maynard thanks Paul Delio for adding to the business in town, Paul Delio has gone overboard with all the safety procedures intact.  Selectman Limanek says this location is ideal for this type of business, there are no residents in this area, and Sutton and Millbury in the past have had training together at this site that is fantastic. Selectman Kenney thanks Mr. Delio for adding to the business in town, good luck. Chairman Hall adds with Fire Chief Belsito we are in good shape. Selectman Maynard motions to close the Public Hearing, Selectman Limanek seconds passes 5-0.  Vice-Chair Hebert motions to approve the request by Dileo Gas Inc. in accordance with MGL Chapter 148 §13 to add one additional 30,000 gallon above ground propane tank at the previously approved location of 124 Providence Road (Route 122A) bringing the total amount of stored propane to 60,000 gallons Selectman Maynard seconds passes 5-0

Dudley Gendron Post #414 one day outside Beer & Wine: Present is Dave Karacius of 294 Boston Road. Dave states this is a yearly event, some of the proceeds go towards scholarships for high school students.  Vice Chair Hebert says this is always a great day for the legion and have never had any issues. Selectman Maynard is a member of the post and says this has been going on for many years. Selectman Limanek is looking forward to the event and is anticipating good weather. Selectman Kenney says fantastic to know the proceeds go back in to the community by way of scholarships. Chairman Hall mentions paperwork currently at the ABCC for the transfer of bar manager is still outstanding. Selectman Kenney motions to approve the request for a special one day outside Beer & Wine license at the Dudley Gendron Post #414 located at 156 Boston Road for Saturday, September 19, 2015 between the hours of 12 noon – 4pm with a detail police officer on site selectman Maynard seconds passes 5-0. Dave Karacius asks who to contact for the required Police Detail, Vice-Chair Hebert says to contact the Police Chief.

Draft: Fall Town Meeting: Present is Planning Director Jen Hager to discuss article #6- Common Drives, Article #7- Retreat Lots, Article #9- rezoning 148 & 150 Boston Road,  Article #10- amending the Self-Storage definition and Article #11- to establish a Historic Village.  After review and brief discussion board moves on. This will be on the next BOS agenda for approval and signatures.  

Town Administrator Evaluation: Clerk of the BOS Paul Maynard reads the questions, individual scores, total score and individual comments. TA Smiths average score totaled 87.6. TA Smith comments that the bottom line is he is only as good as his Dept. Heads and they are outstanding.  TA Smith goes on to say the financial team of Tim Harrison, Lisa Troast, and the Assessors are great, Jim feels blessed to be here, TA Smith thanks the BOS. Vice-Chair Hebert feels the comment section is important. Some take a different approach to evaluating but living in this town and knowing what TA Smith has accomplished along with our AA bond rating, a sound financial team in place, working well with the School Superintendent. Jim thinks out of the box and gives examples of the Solar Panels on town owned buildings, the increase in green energy, LED street lights. The BOS are a Policy making board not day to day operations.  Selectman Maynard says seeing what you do on a day to day basis, sometimes late into the night. His love for the job is unsurpassed. Selectman Limanek says when he was campaigning going door to door he heard a lot of positive comments about TA Smith. Overall TA Smith does a wonderful job. Selectman Kenney reiterates Selectman Limaneks comments about getting to know TA Smith more will help with the next evaluation. Mike says that everyone looks at the meaning of a 2, 3 4 or 5 rating differently.  Chairman Hall has always been a vocal critic of this form, everyone looks at the numbers differently but the comments always reflect a very high performance. You run the town well always taking time to recognize dept. heads and other employees. Thank you and congratulations. (a copy of the evaluation is attached to these minutes).   

TA Update:
  • The Mike Chizy Food pantry-naming of the food pantry in honor of Mike Chizy will be held Friday Oct. 2nd at 11am.
  • Community Compact- Gov. Bakers 1st executive order was to create a partnership with cities & towns within the Commonwealth. TA smith has reviewed with Tim Harrison and there 4 different practices we will apply for. There is a meeting Thurs. Sept 17 @ 3:30 in Uxbridge. TA Smith will attend.
  • Tennis Courts- a kick off meeting was held on Friday, Sept 11th with EH Perkins. Work has begun.
Tree Removal on town common. There will be a hearing on Oct. 5 at 7:10 pm to discuss the removal of dead or diseased trees on the town common. Matt Stencel has laid out 12 spots for parallel parking along Uxbridge road and 4 along Church Circuit.
  • ICMA conference- this year’s conference is in Seattle, Washington. TA Smith will be attending from Friday, Sept. 25th – Wed. Sept. 30th.
  • Energy Fair (Millbury/Sutton) to be held on Sat. Oct 3rd 10-2 at the Millbury High School.
Announcements:   
  • Vice-Chair Hebert announces the 2nd annual Marions Camp Cookout to take place on Sat. Oct 17th 12-4
Selectman Maynard- there was a retirement party held at the Sr. Center Friday for Fritzi Petrie. Great time
Selectman Limanek- attended the Labor Day breakfast-weather was excellent, food superb.
Selectman Kenney- looks forward to the naming of the Food Pantry in honor of Mike Chizy. It is amazing how people at the Sr. Center speak of him.   
Chairman Hall- Fritzies party was packed with well wishes, thank you to Michelle for being a great host and Pat Bardier for singing.
