7:00 p.m. – May 19, 2015
                                       Sutton Town Hall, Selectmen’s Meeting Room
Members in Attendance:                           
       Chairman Kenneth Stuart, Vice Chair David Hall, Selectmen Mike Chizy and Paul Maynard (Selectman Hebert absent)
      Town Administrator James Smith & Debbie Jacques, secretary   

Chairman Stuart calls the meeting to order at 7:00pm followed by the Pledge of Allegiance
Public Forum: No comments

Vice-Chair Hall motions to accept as presented minutes from the 5/05/2015 BOS meeting; Selectman Maynard 2nds passes 4-0

At this time, Chairman Stuart asks if agenda items can be taken out of order, hearing no issues, they move on to agenda # 3

NGrid Transmission line request: TA Smith says this is the same request the Board granted a few months ago. Short traffic stops along route 146 is necessary to complete the project. NGrid is looking for approval to work through June on Saturdays & Sundays from 5Am to 12 noon. Vice-Chair Hall asks if the dates and times can be put on the website for residents to see. Hearing no other issues, Selectman Maynard motions to authorize National Grid beginning on June 6th, 2015 to install new transmission wires over route 146 to be done on Saturdays & Sundays throughout the month of June between the hours of 5AM to 12pm, Vice-Chair Hall 2nds passes 4-0

Authorize BOS Chair to sign Electricity Supply renewal with Constellation New Energy: TA Smith says our current contract is due to expire June 2015. TA Smith is looking for the BOS to allow the Chairman to sign the renewal. Vice-Chair Hall asks if this is a flat rate the length of the contract, TA Smith responds yes, it may be 10 cents per KWH, it will either be for 18 or 24 months. Selectman Maynard has no questions Chairman Stuart says this is a security blanket, perfect time to lock in. Vice-Chair Hall motions to authorize the Chairman or Vice-Chairman to sign the contract with Constellation New Energy; Selectman Maynard 2nds passes 4-0

Proclamation for Michael Chizy read at this time by Vice-Chair Hall (Dave states he feels very lucky to be reading this).  
Director of Constituent Services Horace Mello is present to read citations from State Rep. Joe McKenna and State Senator Ryan Fattman.  After reading the citations, Mr. Mello reads a personal message from Ryan Fattman. Selectman Chizy thanks him and asks for him to thank both State Rep McKenna and Senator Fattman  
Michelle Edelstein, Director of the Council on Aging speaks of her friendship with Mike over the past 10 years at the Sr. Center. Michelle says Mike has always guided her with a strong arm and strong voice. Without his voice, the Sr. Center and Food Pantry would not be as successful. Michelle goes on to tell Mike he is her mentor, we love, admire and respect you. Selectman Chizy thanks Michelle for her kind words but says she is the reason the food pantry is what it is. Chairman Stuart says we are losing one of our greatest leaders. Vice-Chair Hall offers his thanks to Mike, Dave states when he first became involved it was on opposite issues, Mike asked direct questions listened and appreciated and kept an open mind, Dave sees Mike as a role model, it will be hard to live up to but it is worth trying.  Selectman Maynard says he is sitting here now because of Mike, thank you for your military service and your service to the town, we salute you.  Chairman Stuart says Mike has shaped the town with policies and procedures. Many of them are around today because of Mike. He is the reason you all live in a unique community.  The Energy savings, Green Community designation and the Food Pantry, he preaches the importance of taking care of our own. There is no middle of the road for Mike, that’s what makes Mike the man he is. Thank you Mike for your years of service. At this time Chairman Stuart presents Mike Chizy and his family with a plaque.

Dedication of the Sutton Food Pantry: TA Smith states he and Michelle Edelstein would like to recommend the BOS name the Sutton Food Pantry after Mike Chizy. Mike has been the champion of the food pantry and has done what he could do to make sure there was always plenty of food therefor those in need.  Vice Chair Hall states he couldn’t think of anything more appropriate.  Selectman Maynard motions to name the Food Pantry in honor of Michael Chizy, Vice-Chair Hall seconds passes 3-0-1 (Mike abstains) Mike says he appreciates this but he one little spoke in a wheel. He says people think it is the seniors using the Food pantry, 2% of the users are seniors, and the others are residents that may have lost a job and have a mortgage and kids to feed. We are very fortunate with the schools and the scouts that hold food drives, this helps keep the shelves full. The people in Sutton are very generous, thank you. Mike states over the years he has worked with a lot of good dept. heads, the dept. heads today are the best group he has worked with and these are the best group of people he has served with.  
                                                                                 
TA Update:
  • DOR TAP program - this is a taxpayer assistance program. Our goal is to have the tax rate approved by the end of Oct. Tim Harrison will be our liaison.
  • Annual Town employee cookout: Friday June 5 @ 11:15 – 12:30pm The Town Hall will close at 11AM
  • Vice-Chair Hall is happy that Jim has this cook out to show appreciation.
  • Chairman Stuart thinks this is great.
  • Memorial Day Parade: Monday May 25th @ 11am from the Town Common down to the new High school
  • Selectman Chizy welcomes everyone to come up and honor the veterans.
  • Vice-Chair Hall encourages all to attend the parade and reminds the residents Tuesday is Election Day.
  • Chairman Stuart encourages residents to follow the American Legion to each cemetery; he said it is very moving.
  • The Town thanks Mike Chizy and Ken Stuart for their service to the community.
  • Vice Chair Hall says it was right to celebrate Mike tonight. Ken is also leaving the board; Dave appreciates the personal mentoring he has received from Ken.
  • Selectman Maynard thanks Mrs. Chizy, he states behind every good man is a good woman.  Paul congratulates Ken for moving on to fill the Town Moderator seat.
  • Chairman Stuart thanks the BOS, TA Smith and the community for allowing him to be in the position he was in.
