Chairman Stuart calls the meeting to order at 7:00pm followed by the Pledge of Allegiance

Public Forum: Richard Stewart of 4 Church Circuit is here to discuss the conditions of the town common, lack of parking creating hazardous issues when parking on both sides of the street. The road conditions along Church Circuit are in need of repair and it has caused a property value issue. Mr. Stewart goes on to say there was an accident a few weeks ago involving a car and a police cruiser and feels parking on both sides of the street is creating a public safety issue. Mr. Stewart says this is the historic district and the common has been neglected. Mr. Stewart has 3 possible alternatives, provide more parking spaces, grade & oil 16 Uxbridge Road (town owned property) for parking and use the parking lot at the church and offer in-kind service such as plowing and maintaining paving. Chairman Stuart thanks him for his comments and feels they are legitimate concerns and agrees that when parking is on both sides of the street it goes down to 1 lane for traffic. TA Smith offers to meet with Mr. Stewart on the common to discuss some of this discussion.

PILOT Agreement for Nexamp: TA Smith says this is the agreement for solar on Oakhurst Road that was approved at the Fall Town Meeting. The agreement must be signed by the BOS. Nexamp will owe the town $25,021.47 per year for 20 years in personal property. The agreement before the BOS was drafted by our Town Counsel and Mike Daley from FAA Associates. The BOS all agree this is a good use of land, Selectman Hebert motions to sign the PILOT Agreement with Sutton Solar LLC a.k.a. Nexamp on Oakhurst Road as approved at the 2014 Fall Town Meeting, Vice-Chair Hall second’s passes 5-0

Villa’s @ Pleasant Valley- Bond Expenditure: A letter from Planning Director Jen Hager outlines the request. She is requesting payment of $1,320.00 for a missing street light which will be installed once the ground thaws leaving a balance of $14,591.80 for future expenditures. Hearing no questions, Selectman Maynard motions to approve payment out of the Bond Expenditure Fund for the Villa’s at Pleasant Valley in the amount of $1320.00 to replace a missing street light, Selectman Hebert seconds passes 5-0

Draft: May Town Meeting Warrant: TA Smith says this is the 2nd draft before the BOS, at the next meeting the final warrant will be presented for the BOS approval. Article #14 is the new Conservation Bylaw, Dan Moroney will attend the Finance Committee meeting to review and answer any questions. Article #15 is regarding the TIF at 9 Harback Road. This came before the BOS last meeting but in a memo from the Planning Director, they are asking for the BOS to approve an increase in the % discussed at that time to 100% the 1st 5 years and 50% for years 6-10. The business has applied for a substantial Brownfields loan for site cleanup and they are not eligible for the State manufacturing investment tax credit. TA Smith says this property is in tax title, if this company does not purchase and clean up, the town will have to take ownership and pay for cleanup. Chairman Stuart feels this is a great idea, Selectman Hebert says this property has had issues for many years, it is time to get it cleaned up. Vice-Chair Hall agrees with the thinking behind this as outlined in Jen Hager’s memo, the town is lucky to have a company willing to do this. TA Smith reminds the BOS the final Warrant will be before them at the April 21st meeting.
                                                                               
TA Update:
  • Final FY16 Budget presentation will be Tuesday, April 21st. There are still some moving parts which include plan design changes and union negotiations.  
  • Tour with Mass Highway: Tuesday March 24th, John Hebert, Jim Smith and representatives from MA DOT drove the M route to see the condition. TA Smith and Selectman Hebert requested this road be a top priority.
  • Selectman Hebert said they were very concerned and took a positive attitude to the work that needs to be done.
  • MIT Beanpot Cycling Race: held on Saturday March 28th. There were some issues such a missing IPAD from the school, riding bikes in the halls of the new school, TA Smith will gather all the reports and present to the BOS.
  • Vice-Chair Hall is disappointed to hear of the actions of the participants of the Bike race, we ask the residents along the route to be inconvenienced and then we hear of these issues, it doesn’t sit well.
  • Chairman Stuart said he has been a big supporter of these races, this is ignorance, they showed no respect to the residents or the town. We would like to see the report and have the organizer of the race back here in a few weeks.
  • Metacomet Land Trust meeting to be held Thursday, April 9th @ 6pm in meeting room 1A.
Announcements:
  • Chairman Stuart says that 7pm on Friday evening there will be a rededication of the Stephen Romaso Gym organized by Howard Bottomley.  
Roundtable:
  • Chairman Stuart reads a notification from Mass DOT reimbursing the town 66,437. For road way repairs after the harsh winter.
TA Smith says we can bypass the scheduled Executive Session as he is awaiting news back from the unions.
