Chairman Stuart calls the meeting to order at 7:00pm followed by the Pledge of Allegiance

**Public Hearing** Liquor License request Price Chopper Corporation: Selectman Chizy reads the hearing as posted in the Millbury Sutton Chronicle on Dec. 31, 2014.  Present Atty. Howard Wayne, Price Chopper manager Robert Hewitt. Atty Wayne states Price Chopper currently has 5 licenses in MA, January 1, 2016 the limit will go from 5 to 7. Price Chopper is asking for approval to sell beginning January 2016. The 54,000 sq. ft.building is being erected now so they need to know if the license will be approved. The wing designated for Beer & Wine will be gated off with no alcohol on site until the license is in hand. Mr. Hewitt says Price Chopper has procedures in place regarding the sale of alcohol. There will be 180 employees and it is also mentioned the parent company Golub is very charitable to local charities. Chairman Stuart asks if anyone from the public would like to comment, no comments. Selectman Chizy asks if it is legal to approve now for 2016, TA Smith replies if they would like, they could take a license from another store for this location. Selectman Chizy is glad we are getting a store in town and is all for the approval. Selectman Hall asks if TA Smith can confirm there are 2 Beer & Wine license available in town, TA Smith replies yes there are. Vice-Chair Hall asks if the name on the license is correct as Price Chopper or should it be Market 32? Price Choppers corporate council Nancy Santaner replies that Price Chopper is the business name. Vice-Chair Hall goes on to say it is not under the BOS boundaries to address competition in the market, this fits with the theme of the town and citizens in town would like to see this store in town. Selectman Maynard asks who will be TIP certified, Mr. Hewitt replies store management and front end leadership. Chairman Stuart says we welcome you to town, the 1st market in town. We are very excited to have you here. Select. Chizy motions to close the public hearing; Vice-Chair Hall seconds passes 4-0. Selectman Hall motions  to approve the request by Price Chopper Operating CO. of Massachusetts dba Price Chopper for a Wine & Malt Beverage Package Store license for premises located at 171 Worcester-Providence Turnpike (route 146), Sutton MA as of January 2016,  Selectman Maynard seconds passes 4-0.

George Woodbury present with a powerpoint re: purchasing street lights/LED conversion. This falls under MGL 164 § 34A. The town has 217 street lights spread over the town that we currently pay for ($27,000./ year). If purchased ($34,064.) we will see a 5 year payback. This would involve notifying NGrid (could take 60 days or longer with response) as well as a town meeting vote. We actually purchase the light not the pole. We would also have to have a maintenance plan in place which would be a qualified line worker. LED lights would show an energy savings of 50-60% and depending on the model lights we go with we could set them to a dimmer to see an even greater savings. The end result would be visible to everyone in the community. Selectman Chizy would like to get the process started, he would also like to put some sample lights around the common for residents to see. Mike states this is a win win situation, it is great for the town and a piece of the puzzle for the Green Community. Vice Chair Hall says the numbers speak for themselves, this is an obvious thing to do. There are a lot of decisions to be made, Dave is in support of this and would like to move forward. Selectman Maynard says this is a no brainer, he then asks how it would affect the lights being paid by residents, Mr. Woodbury replies it would not change anything with them, they would continue to deal with NGrid directly, this is only for the poles currently being paid for by the Town of Sutton. Chairman Stuart commends Mr. Woodbury on a detailed report and a fantastic presentation. Ken says accolades to Mike Chizy for always pushing the Green Community.

Letter of Support for Freight Rail Planning: TA Smith says this is a letter allowing the Town of Sutton to join in on a study being conducted by CMRPC regarding freight rail use. The BOS all agree this is something that could benefit the town. Selectman Hall motions to authorize Chairman Ken Stuart to sign a letter by the Board of Selectmen expressing interest in a Freight Rail Study Assessment to be conducted by CMRPC, Selectman Maynard seconds passes 4-0

Town Administrator update:
  • Gov. Baker released an additional $221,426. In CH 90 funds which was an increase from $442,910 to $664,336.
  • National Register Listing for Manchaug Villiage: An informational meeting will be held on Wed. Jan 28th @ 6:30 at Manchaug Mills
  • Selectman Maynard asks about the new Quabbin Path sign at the corner of Hough & Whitins Road. TA Smith responds that Dot Gravison had approached him regarding this; Jim had Dave Lavallee research to confirm. TA Smith thanks Dot for her persistence in this.
  • Chairman Stuart says Manchuag should be recognized as the foundation of the entire town.
  • Modular Units at Middle/High School- currently out to bid; there will be a walk thru Thurs. Jan 22 at 4pm 2 firms have pulled packets. The revenue will go in to the general fund; it will become free cash at year end and then reduces the tax obligation for that particular project.
  • Purchase of Net Metering Credits: IFB scheduled out today, the bid opening will be Thurs. Feb 26 @ 10am. This would require Town Meeting approval as it is for a term of 20 years.
  • Spectrum Health Systems has signed a lease at 140 Worc. Prov Tpk. This will be used as a medication dispensing site along with counseling. Methadone is the medication to be dispensed.
Announcements:
Chairman Stuart reads a prepared statement stating he will not be running for re-election. In his statement he says that he had 3 agenda items when he became selectman: development of 146, completion of Middle/High school complex and the agricultural & rural nature that drove us to live or stay in Sutton. With Market 32 coming in to town, the near completion of the school project and the protection of key areas in town we have succeeded. This has nothing to do with dissatisfaction with this board or our Town Admin. Jim Smith. We undeniably have the best team assembled here led by the finest Town Manager in the state.

 At this time, Chairman Stuart motions to enter into Executive Session under M.G.L., c30A, Sec. 21 #3 and enter back into regular session for the sole purpose of adjournment, Selectman Chizy  seconds, passes  4-0     8:20pm  Roll Call Taken
