Chairman Stuart calls the meeting to order at 7:00pm followed by the Pledge of Allegiance

**Public Hearing* Chapter 61A release: Selectman Chizy reads as posted in the Millbury Sutton Chronicle Nov. 13th & Nov. 20th. Present is Attorney Alicia Doherty, Marty & Joy Linder (owners of 33 Century Farm Road). Atty. Doherty states this meeting is to take the property out of 61A as the Linder’s have a P&S with Miriam Sanderson. TA Smith informs the BOS that Conservation and Planning as well as the town have no interest in this property. Chairman Stuart begins by saying he is sure this was a difficult decision for them as this property, Marty Linder states it was in his family for 290 years. Marty goes on to say they could not have found a better person to purchase the house then Miriam Sanderson. Hearing no further questions or comments, Selectman Chizy motions to close
the public hearing, Selectman Maynard seconds passes 5-0. Selectman Maynard motions to Not exercise the town’s option under MGL Chapter 61A for property located on 33 Town Farm Road, Map 29 Parcel 22, Selectman Chizy seconds passes 5-0
Update on Charter & Bylaw Review Committee: present is David Suprenant, Chairman of this committee. David begins by saying he is present tonight with a formal request to dissolve this committee. David states the committee met over a 27 month period and held 28 meetings. They made recommendations for changes and hopefully the approved Bylaw changes will be received in January. David thanks the members, Lou Ciaviarra, Henry Ross Whittier, Glen Coulter and a special thanks to Town Clerk Laura Rodgers. TA Smith says David and the entire committee did a terrific job; they were open to feedback and listened to all boards and committees. Selectman Chizy feels this was more difficult than the previous review when David and Mike were on the committee together. Mike goes on to say they did one heck of a job. Selectman
Hebert thanks David for being the Chairman of the board; John goes on to say these are all volunteers with a lot of expertise, saying thank you is just a small token. Selectman Hall says it is hard to add anything that has not been said but thank you for the effort put in to this. Selectman Maynard says they did a wonderful job, he watched every meeting. Chairman Stuart says the committee met with some trying times to get this accomplished we appreciate your effort. Liquor License Change of Manager: Present is Attorney Merrill J. Atkins. TA Smith says this is a request by the Dudley Gendron Post #414 to list Atty. Atkins as the new bar manager. Selectmen Chizy & Maynard abstains as they are members of the legion. Selectman Hebert is glad to see Merrill as the new manager, this is a place where a lot of the town goes and events are held, his expertise with the law will help with this position. Selectman Hall says he has heard nothing but good things of Mr. Atkins. Chairman Stuart offers congratulations. Selectman Hebert motions to approve the Change in Manager for the Liquor License at the Dudley Gendron American Post #414 from Mary Krumsiek to Merrill J. Atkins, Selectman Hall seconds passes 3-0-2 (Chizy & Maynard abstain)
2015 License Renewals: TA Smith informs the board that all businesses have submitted their renewals on time and the businesses that require inspections have passed. Selectman Chizy reads the list of renewals (list attached to minutes).
Town Administrator update:
- Goddard Lodge RFP: The town received 4 responses; the Designer Selection Committee will meet Dec. 22 @ 4pm to rank the respondents. The contract will not exceed $30,000.00
- Selectman Hebert is glad to see Goddard Lodge will be rehabbed. The committee is well rounded and they will receive good direction form TA Smith. Once complete, it may be able to hold the Singletary Lake Association fall meeting.
- Selectman Hall says there is not a better champion then John Hebert for Goddard Lodge.
- Chairman Stuart says John Heberts passion for Marions Camp is unparalleled.
- Payroll Clerk: please to welcome Sue Cobane of 73 Griggs Road, Sutton. Lisa Troast and Donna Wood took part in the interview process along with TA Smith. Her start date is Dec. 8th.
- Selectman Hall is glad to see this position was filled with a Sutton resident even though that is not a requirement.
- Green Community event @ the State House Dec. 3rd @ 9am. TA Smith, Mike Chizy and Jen Hager will attend. This is due to the Town of Sutton meeting or exceeding a 20% reduction in energy consumption.
- Chairman Stuart says Mike Chizy is the champion behind the green community award.
- Jingle Jaunt: 2nd annual to be held on Dec. 13th with a rain date of Dec. 20th. Begins at the common.
Announcements/Correspondence:
- Selectman Hall reminds all this Saturday is Chain of Lights.
- Selectman Maynard was present at Davagians Tree Farm last Friday; the Commissioner of Agriculture & Resources cut the tree down. It was donated to be placed on Sutton Common.
- Selectman Maynard offered congratulations to Robert Barrus for retiring from the Sutton Fire Dept.
- Selectman Maynard reminded all that Friday, Dec. 5th at 6pm Santa will be on the common in Manchaug
Correspondence:
- Selectman Chizy reminds all the need for donations to the Food Pantry. The cupboards are low with the Thanksgiving holiday last week.
- Chairman Stuart offers congratulations to Mr. Barrus for his time on the Sutton Fire Dept.
