Members in Attendance:                           
              Chairman John Hebert, Vice-Chair Kenneth Stuart, Selectmen Michael Chizy & David Hall

             Town Administrator James Smith & Debbie Jacques, secretary   

Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Selectman Stuart motions to accept as presented November 19, 2013 meeting minutes, Selectman Hall seconds passes 4-0

Girls & Boys Varsity Soccer Team Proclamations:
Selectman Hall reads the Girls Varsity Soccer Proclamation and follows with the team roster
Selectman Stuart reads the Boys Varsity Soccer Proclamation and follows with the team roster
Selectman Chizy congratulates the players, the coaches and the parents. Mike goes on to say you must have good coaches as we see you here a lot. Selectman Stuart says this is becoming a tradition we do not want to stop.  To the girl’s team Ken says you fought hard to be the best team in the state to the boys team Ken says this is the 3rd year in a row, you are a dynasty, you could go down as the greatest group of boys players of all times. I give credit to your coaches, your parents and to the hard work of you, the players, congratulations. Selectman Hall says all that has been said was well said. As a parent and a resident it is fun, it is exciting, it is not typical. Enjoy what you have and what you are going through. Six trips to the state championship and to come back with four titles is unheard of. Dave takes this time to read a quote from John Wooden “Ability may get you to the top but it takes character to keep you there”. Soccer is the ultimate team sport, you have to trust your team mates and calculate all the moves. It is a real team. Chairman Hebert says this is special, you as individuals are special. John goes on to mention 30-40 years ago a professor came from England to teach at Clark University, his name is Martin Bowden. He started the Fuller Hamlets in Sutton. We are all very proud to open the Telegram and the Millbury Sutton Chronicle and see Sutton sports. Thanks to both newspapers for doing a good job. It is an honor to have you come before us. Coach of the Boys team, Mike Elster says it is a pleasure working with these kids. Winning State Championships does not get old. Training begins in the summer until the season ends. It was especially special for me having 3 sons on the field when they won the State Championship. Coach of the Girls team, David Payne says there are no words to describe the pride, it is incredible. This town is a soccer town, it is title town. David Payne goes on to say thank you for taking the time to honor them tonight.

Villa’s Phase 1 Bond Expenditure: TA Smith says this is a request from Planning Director Jen Hager. This payment is for a guard rail along the detention pond on Eagle Drive as well as a portion of an asbuilt plan. The total of these 2 bills is $$10,192.00. Hearing no comments or concerns Selectman Chizy motions to approve the expenditure of $10,192.00 from bond funds for phase 1 of the Villa’s in accordance with the memo from Planning Director Jen Hager dated November 25, 2013, Selectman Stuart seconds passes 4-0.

TA Update:
  • Middle school/High school update: Still no word as to who the winning general contractor is. Once I receive word I will share with you.
  • Annual Christmas luncheon to be held December 17 from noon – 1 pm. The BOS are invited to attend.  Waters Farm Christmas luncheon is Wednesday December 11 from 11:30 – 1:30
  • Planning Director will be at the December 17th BOS meeting to give an update on projects in town.
  • Charter Review & Bylaw committee: question regarding removing all fees and fines from the general bylaws and having them fall under the Board of Selectmen. This would eliminate the need for town meeting to approve changes in fees and fines. Selectman Chizy thinks this is a good idea for the BOS to set fees, it would be quicker and easier. Selectman Stuart asks if this means we would state fees and fines that change every year, Ken has some questions and is not ready to vote on this. Selectman Hall asks if this includes sewer fees. TA Smith replies yes, all fees and fines. Dave asks if we would be removing some of the process and possibly be making controversial calls. Chairman Hebert needs to put a lot more thought into it, the BOS are busy with what we do, and we do it well. We do not want to micro manage, we want to stay on the side and support.
 
Announcements:
  • Selectman Stuart reminds all that this Saturday is Chain of Lights 10-4
  • Selectman Hall says Waters Farm is not on the trolley route but they will be opened for the Chain of lights as well as the Waters Farm Christmas luncheon on Dec 11 from 11:30 – 1:30 pm
  • Chairman Hebert says the American Legion and the sons of the American Legion will be having a boot drive this Sunday from 8:30 to noon to support the Food Pantry in town.
 
Round Table:
  • Selectman Chizy says the Sutton Food Pantry fed 150 people for Thanksgiving. Christmas is coming, please donate
