Members in Attendance:                           
             Chairman Michael Chizy, Vice-Chair John Hebert, Selectmen Richard Hersom, Ken Stuart and David Hall

        Town Administrator James Smith & Debbie Jacques, secretary   

Chairman Chizy calls the meeting to order at 7:00 pm followed by the Pledge of Allegiance.

Selectman Hebert motions to approve minutes from December 18, 2012 meeting, Selectman Stuart 2nds passes 4-0-1 (Selectman Hersom abstains/ absent from 12/18 meeting)

New Library Director: TA Smith introduces Betsy Rajotte from 304 Boston Road as the new Library Director. Betsy has a Masters in Library science from the University of Rhode Island. TA Smith goes on to say she was hired by the Library trustees. Selectman Hebert welcomes Betsy and feels she will be a good fit. Selectman Hersom echoes John’s comments. Selectman Stuart and Selectman Hall both welcome her. Betsy replies she is happy to be here, Chairman Chizy says to enjoy your job, the town will enjoy you.  

Planning Board Director Jen Hager is present to update the BOS on Economic Development projects: The Commercial update includes South Town Crossing (previously Cold Spring Brook, public hearing 1/28 to begin process) which includes a supermarket, a bank, a restaurant and a home improvement store; Sutton Plaza Expansion (the site of the proposed Stop and Shop) and Wicked Good restaurant (previously Honey Dew). The Industrial update included South Sutton Commerce Park (Life Song Church now in the Swan Food building, very impressive facility) & National Grid Maintenance Depot. Residential update includes Leland Hill Estates (formerly condominiums, now 52 single family units, New Village at Stevens Pond (12 single family units and 30 condos), Bridle Path (37 single family units). Villas at Pleasant Valley (111 high end condo units) and Forest Edge at Sutton (currently dealing with some bonding  issues). Special projects include Valley Crossroads, Aggregate Industries (gravel pit nearly at closeout use, interested buyer interested in changing Zoning from Industrial to Office Light Industrial), Route 146/Boston Road fly over (6 million dollar shovel ready project to help with the traffic backup during rush hour), Shaw Farm, Marion’s Camp, Manchaug Village and the Green Communities Grant.  Selectman Stuart says this is all exciting news, the wheels are moving forward. Very important to attend the January 28th public hearing for South Town Crossing, Selectman Hall asks about the rail transportation close to the Aggregate site, is it still active? Jen Hager replies it is used twice a day by J&G Foods and Polyvinyl Films and is a maintained railway. Jen goes on to say it is a freight railway, in her discussions she found to make it a commuter railway the upgrades would be substantial.  Chairman Chizy asked if Jen was confident that the 146/Boston Road project will keep moving forward, Jen replied Governor Patrick and our legislators are keeping a close eye on this project and she has been in touch with MA Highway Barry Lorian. Jen replies she is fairly optimistically cautious.  
Town Administrators Update:
  • Library Director: welcome Betsy Rajotte (present at tonights meeting)
  • OPEB Liability: OPEB commission has asked for some changes which include change in minimul retirement age from 55 to 60 for group 1 retirees and years of service from 10 years to 20 years. There will be a more in depth presentation at the January 22nd BOS meeting given by Jim and Town Accountant Tim Harrison.
  • Sen. Richard Moore and State Rep. Ryan Fattman will be present at the January 22nd meeting to discuss FY13 & FY14 budgets.
     Attorneys for Mrs. Beaton will be present at the next meeting to discuss intentions on the sale of that property.

Announcements:
        Selectman Hebert refers to an article in the Telegram on January 4th in regards to the #414 American Legion (Dudley Gendron) and the generosity of its members to the Sutton Food Pantry, St Johns Food pantry and helping a few families in    need at Christmas time. This was done with proceeds from the December 9th toll booth.   
        
        Chairman Chizy thanks Mary Krumscik and the members of the American Legion including the Sons of the American Legion
        for doing their part to help out.
