Chairman Chizy calls the meeting to order at 7:00 pm followed by the Pledge of Allegiance.

Selectman Stuart motions to approve as presented meeting minutes from October 16th, 2012; Selectman Hall seconds passes 4-0  

Appointment to the School Building Committee: Chairman Chizy states this will be postponed until after the next School Building Committee meeting to get their feedback.

Villa’s Phase I Bond release: TA Smith reviews with the BOS the history of the bonds being called by the Planning Board for Phase 1 & II of the Villas at Pleasant Valley. Travelers Insurance Company issued full payment in the amount of $50,628.  So far $12,016.00 has been deducted out of this account.  The Planning Board is requesting approval of 3 bills to be paid out of the bond funds, they are: $6640.20 for crack sealing, $1652.00 for catch basin header repairs and $450.00 for land scaping. Hearing no comments or concerns, Selectman Hebert motions to approve payments totaling $8,742.20 for crack sealing, catch basin header repairs & rototilling & reseeding at a detention pond from the bond funds for the Villas at Pleasant Valley Phase I work Selectman Stuart seconds passes 4-0  
 
Acquire Easement/Issue order of taking per Town Meeting vote: TA Smith informs BOS this went before the Town at the Fall Town Meeting at which time the Town authorized the BOS to execute.  Selectman Hall reads the motions as follows:
  • motion to move pursuant to the authority vested in the Board by the vote of the October 15, 2012 Annual Town Meeting on Article 8, that the Board accept a Grant of Easement allowing the Town to place snow plowed from Dean Farm Road on private property owned by David Mason, and execute a deed acceptance drafted by Town Counsel for that purpose. Selectman Hebert seconds passes 4-0
  •  motion to move~pursuant to the authority vested in the Board by the vote of the October 15, 2012 Annual Town Meeting on Articles 5 & 7, that the Board adopt the order of taking prepared by Town Counsel for the purpose of acquiring by eminent domain the fee within the layouts of Benoni Drive, Blueberry Meadow Drive, Cedar Hill Road, Strawberry Knoll Drive, Trillium Run, Wildflower Drive, and Skye Line Drive, as laid out and accepted by the Town as public ways, together with appurtenant drainage, snow and utility easements, and to award no damages for the taking Selectman Stuart 2nds passes 4-0
  • motion to move pursuant to the authority vested in the Board by the vote of the October 15, 2012 Annual Town Meeting on Article 6, that the Board adopt the order of taking prepared by Town Counsel for the purpose of acquiring by eminent domain the fee in Lots 107 and 108 as shown on the definitive subdivision plan recorded with the Worcester District Registry of Deeds in Plan Book 652, Plan 114, and to award no damages for the taking Selectman Stuart 2nds passes 4-0
BOS Meeting schedule for 2013: TA Smith says the meetings are scheduled the 1st & 3rd Tuesday of each month, if there should be any special elections, adjustments may be made to this schedule. No comments or concerns noted.

Town Administrators Update:
  • Leadership by Example Award: presented to the Town of Sutton 10/25/12. TA Smith, Mike Chizy and Jen Hager were present at the State House to accept the award. TA Smith offers his congratulations to the BOS along with Jen Hager for all the work put in to earn this award. (Clerk Stuart reads the citation presented at the ceremony)
  • Town Hall schedule for the holidays reviewed
  • Christmas luncheons: December 18th at the town hall/December 12th Waters Farm luncheon
Solarize Mass. Program has concluded, Sutton and Millbury have signed contracts for 23 systems. TA Smith thanks both the Millbury and Sutton energy committee with a special thank you to Colin McCullough and Pat Arp, the solar coaches for each town.
  • Saturday, December 8th @ 9:30am there will be a tour of the Middle School/High School complex. The Board of Selectmen are invited to attend.
Selectman Hebert was impressed with the Solar Program; he hopes that if the program is extended that more residents take advantage of it.
Selectman Stuart states that the Leading by Example award came about thanks to Mike Chizy pushing to make the town more energy efficient. Ken goes on to say TA Smith did a great job making this all happen.
Chairman Chizy thanks TA Smith for pushing for the town to receive this award; he goes on to say if all of the BOS did not get on board it would not be possible. Thanks to TA Smith, he deserves credit for this award. One other town in Massachusetts received this award.
Announcements:  
Selectman Hebert:    November 8th the Sr. Center had a luncheon to honor Veterans; November 11th the Dudley Gendron hosted a roast beef luncheon free to seniors. Senator Moore was there to present citations to the WWII Veterans.
Selectman Stuart:     reads a letter from Bruce Davis in regards to the workers at Precinct 3 for the Presidential Election. Ken goes on to congratulate the School Sports Teams: golf, volley ball and field hockey for their outstanding season.
Selectman Hall:       offers congratulations to the boy’s high school soccer team for winning the state championship as well as the girl’s high school soccer team for making it to the state finals. Dave goes on to congratulate Jesse Cardin in her amazing season in        cross country finishing 6th in state as well as a T&G all star for 5 consecutive years. Congratulations to all.

Chairman Chizy:      thanks to all involved with the sr. center luncheon and the Dudley Gendron luncheon. Special recognition to two WWII vets that attended the luncheon Mr.Wellman, and Mr. O’Rourke and recently deceased Mr. Wallace                        for their service to our country.
