Chairman Geraghty calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Selectman Hebert motions to approve as presented the Board of Selectmen’s Minutes from November 15, 2011, Selectman Chizy seconds passes 3-0-2 (Selectmen Hersom & Stuart abstain as they were absent from 11/15/11 meeting)
Selectman Hebert motions to approve as presented but not to be released until issue discussed is complete, Selectman Chizy seconds passes 3-0-2 (Hersom & Stuart abstain)
Proclamation for Sutton High Boys Soccer Team State Championship: Selectman Stuart addresses the audience which includes the captains of the Boys soccer team as well as the coach congratulating them on the team’s achievement. The proclamation is read by Selectman Stuart and the entire BOS offer their congratulations on a fantastic season.
Villas Phase 1 Bond Fund: Planning Director Jen Hager is present to request a payment of $1,000.00 for work done to repair one of the drainage basins. Hearing no comments Selectman Hersom motions to allow payment of $1,000.00 from bond funds for the Villas at Pleasant Valley Phase I to Speroni Excavation for work to repair the drainage basin behind 36 & 38 Tournament Way, Selectman Stuart seconds passes 5-0
Order taking of Gale Road: Planning Director Jen Hager presents to the BOS an order of taking for their execution. Hearing no comments Selectman Hebert motions that the Board adopt the order of taking prepared by Town Counsel for the purpose of acquiring by eminent domain Gale Road, as laid out and accepted by the Town as a public way, and associated drainage and rounding easements, and to award no damages for the taking, Selectman Chizy seconds passes 5-0
Public Hearing: Pole Hearing 9AD2VT read as posted in the Millbury Sutton Chronicle by Clerk of Selectmen John Hebert. Public Hearing opened. Representing Verizon is Scott Burns who informs the board this hearing is to remove guy wire currently on a tree as the tree must be removed. TA Smith informs BOS that Police, Fire and Highway have no concerns. Hearing no comments or concerns Selectman Chizy motions to close the Public Hearing, Selectman Hersom seconds passes 5-0. Selectman Stuart motions to approve the request from Verizon New England & MASS Electric Company to
place a push brace number 43PB against the utility pole # 43 on the northerly side of Boston Road located near Sibley Road file #9AD2VT, Selectman Hersom seconds passes 5-0
Public Hearing Continuance for 61A land at 169 Eight lots Road: TA Smith explains that the owner of the property has requested another continuance, Selectman Hersom motions to continue the Public Hearing until the next Board of Selectmen’s meeting scheduled for December 20th, 2011 per written request of Mr. William Cronin, Selectman Stuart seconds passes 5-0
Public Hearing Sutton Wines & Liquors: read as posted in the Millbury Sutton Chronicle by Clerk John Hebert. Public Hearing opened. TA Smith explains this is an old issue that was never filed. The state is requiring the BOS act on this change before the current changes can take place. Hearing no comments or concerns Selectman Chizy motions to close the Public Hearing, Selectman Hersom seconds passes 5-0 Selectman Hersom motions to approve the request by Sutton Wines & Liquors for changes regarding new officers & Directors and Transfer of Stock that took place in 2002 Selectman Stuart seconds passes 5-0
2012 License Renewals: Motion to approve the 2012 license renewals as read by Clerk of Selectman John Hebert Selectman Stuart seconds passes 5-0 (list attached)
Appointments to the Charter Review Committee: Chairman Geraghty discusses that it is a 5 member committee; Town Moderator Carl Licopoli appoints 2, he has chosen Glenn Coulter and David Surprenant. The BOS appoint 3, 2 may be members of the BOS but they can appoint 1 and then 2 from other boards or residents that are interested in being on the Committee. There have been 2 requests to be on the Committee by Mr. James Dwyer and Mr. Ross Whittier. Selectman Chizy feels Ross Whittier would be a very good candidate; he is currently on the COA and spends a lot of time at the Senior Center. Selectman Chizy motions to appoint Ross Whittier to the Charter Review Committee. Selectman Hersom would like a little more time to think about the appointments although he supports Mr. Whittier’s appointment he would like to table
until the Dec 20th meeting. Selectman Herbert has no issues with Mr. Whittier, he is a fine candidate. Selectman Stuart has no problem with any of the candidates mentioned but would like some time to look at the group as a whole before acting on a vote. Chairman Geraghty reiterates comments made by the BOS that they would like more time to think about the choices and table the discussion until the Dec 20th meeting. Kevin recognizes Mr. Dwyer (in the audience) as also an interested candidate. Selectman Chizy withdraws the motion on the table Selectman Hebert 2nds passes 5-0 Selectman Chizy voices that it would be good to have a female on the Committee to get their perspective as well.
TA Updates:
- Weekend storm of Oct 29 & 30 expenses total $78,118. FEMA may be reimbursing some of that
- Marions Camp Boat house, old structure demolished ($2,500) by Ron Anger, new structure in place ($6200.)
-Selectman Hebert thanks all involved with the new shed at Marions Camp, it is a quality shed well constructed
- Green Communities Grant received on Friday, Dec. 2nd by Rick Sullivan at the ELC
-Selectman Chizy responds that the grant was for $143,050. And will help to convert parking lot lights at the school, fund a heat exchange project at the Town Hall as well as fund other energy saving projects for the town.
- Chain of Lights took place on Sat. Dec 3rd; Manchaug parade took place on Dec 2nd.
- Annual Christmas Party will take place at the Town Hall on Dec. 20th, the BOS are invited
- Waters Farm Luncheon will be held on Wed. Dec 14th at the Darling Barn.

Round Table:
- Selectman Chizy offers his sincere thanks to the school, the scouts and residents of Sutton for the very generous contributions to the Sutton Food Pantry. Fifty Four families were fed for Thanksgiving. Mike goes on to say he is very proud to live in Sutton.
- Selectman Hebert echoes Mikes sentiments and mentions the new food pantry which was made possible by generous donations. John thanks Selectman Hersom for his generous donation of turkeys for the Thanksgiving food baskets.
