Minutes Accepted and filed with the Town Clerk on 2/15/2010 by a vote 3-0-1
                                                        (Rick Hersom abstains as he was not present at the 2/8/11 meeting)                      
                                                 7:00 p.m. – February 8, 2011
                                        Sutton Town Hall, Selectmen’s Meeting Room

Members in Attendance:                           
               Acting Chairman Kevin Geraghty, Clerk Michael Chizy, and Members John Hebert & Ryan Fattman
                                        Chairman Hersom and TA Jim Smith absent
 
Also in Attendance:             Debbie Jacques, Administrative Secretary

Acting Chair Geraghty calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Public Forum: No comments
 
BOS minutes from 1/4/2011:  Selectman Hebert motions to approve as presented, Selectman Chizy seconds passes 3-0-1: Selectman Fattman abstains as he was absent from 1/4/11 meeting.

Resolution for continuing National Park Service in the Blackstone River Valley Corridor: Clerk Mike Chizy read the Certificate of Resolution as presented: Selectman Fattman motions to authorize the BOS signatures on the resolution, Selectman Hebert seconds passes 4-0

Presentation of Debt Management Policy: Town Accountant Tim Harrison is present. Tim tells the Board that the information in this policy is pretty standard but feels this information will help going forward. Some of the items included in this policy are procedures, terms, timing (when to borrow) as well as Terms of Borrowing (based on the useful life of the asset) interest rates information, cash flow, Level Payment and Level Principle. This policy will be added to the previous Financial Policies so there are guidelines for future employees as well as future Boards of Selectmen. This will be placed on a future agenda for a Board vote. Selectman Chizy responds “good job to Timmy and Jim” Mike goes on to say this is a good blue print to go ahead with, again he commends Tim and Jim for putting this forward. Selectman Fattman echoes Mike’s comments, Selectman Hebert feels this will only help with our good bond rating, he goes on to say this shows good management, Selectman Geraghty questioned if this policy is binding or a guideline. Tim responded it is a guideline. Tim went on to say things will change over time (MGL, free cash, stabilization fund); this policy can be updated as needed. Kevin feels this type of policy shows we are always moving forward and yet thinking conservatively. Tim says that the BOS also deserve credit with the financial policies we now have in place. Tim goes on to say the Board of Selectmen have been good to serve under and is thankful they share the same mindset on these policies. Tim says this is the 1st go around and Tim and TA Smith welcome any feedback. Selectman Geraghty says this is a solid start, and will be placed on a future agenda for the BOS to vote on.


The Town Administrators update will be postponed to the next meeting.

Announcements:
        Selectman Fattman announces the play “Taming of the Shrew” to be performed by the Sutton High School will be held       this weekend at the Early Learning Center. Ryan also mentions the 1st Master Plan Committee meeting is scheduled to be  held Wednesday, February 9th at the Town Hall.

Selectmen’s Round Table:
  • Selectman Hebert presents a letter from the new sheriff offering to continue the community service their office has provided to Sutton in the past. John also would like to commend the Highway Dept. on dealing with the numerous back to back storms. They have done a great job with the sidewalks, the school parking lots and the roads.
Selectmen Hebert goes on to wish Mike Chizy a happy 80th Birthday, John goes on to give his praises to Mike and his commitment to the Town of Sutton and the Board of Selectmen. Mike has had 100% attendance rate for the meetings.
  • Selectman Geraghty echoes Johns sentiments going on to say Mike has served a tremendous life of public service.  He is a constant reminder of how to live your life.  His way of approaching issues in town as well as individuals has been a lesson well received by Kevin and the rest of the Board. Happy Birthday Mike!


Executive Session scheduled for this evening will be deferred to a later date.
