Chairman Geraghty calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

BOS minutes from 9/21/2010:  Selectman Chizy motions to approve as presented, Selectman Hebert seconds passes 3-0

Appointment of Full Time Police Officer: TA Smith presents to the BOS Adam Rollins of Uxbridge for ratification of his appointment to full time police officer. Rollins, currently a Woonsocket RI officer, is filling the long time vacant patrolman position; TA Smith says there is still a sergeant position vacant. TA Smith sat in on the interviews and says that Rollins stood out in the interview process. Selectman Chizy comments to Rollins that he has joined a department of good police officers. Selectman Hebert welcomes Adam and says that with the economic times and recent break ins, the department was in need of another police officer. Selectman Geraghty welcomes Adam to town and thanks Chief Towle for the fantastic job he does with his department. Selectman Hebert motions to ratify the Town Administrators appointment of Mr. Adam Rollins as a full-time police officer for the Town of Sutton, Selectman Chizy seconds passes 3-0

Approve & Sign the Fall Town Warrant: TA Smith informs BOS the Fall Town Meeting is scheduled for October 18th @ 7:30 in the Early Learning Center. Planning Director Jen Hager is present to answer any questions in regards to Planning Board articles. Selectman Chizy asks what the Planning Boards opinion is on Article 6 (re-zoning 2.09 acres from R-1 to V): Jen responds that the Planning Board has voted 0 in favor, 6 opposed to recommend this article with the reasoning that rezoning to village district may set precedence. Selectman Geraghty would like a definition in regards to Question 8, illumination of signs (translucent or semi-translucent). Jen explains the reasoning as some signs at night create a glare which may interfere with driving. Geraghty would also like the Planning Boards reasoning on Article 16, (Violations, to Scenic Roadways) Jen explains that all this is doing is stating MGL so you can see that a fine will be imposed if there are changes made to scenic roadways as well as the procedures that will take place. Jen goes on to say that if a violation has been confirmed, a written notice goes out, if the resident disputes the violation, there are mechanisms in place for further review. Hearing no further questions; Selectman Chizy motions to approve and sign the Warrant for Fall Town Meeting on Monday October 18th, Selectman Hebert seconds passes 3-0

Sign State Election Warrant: Clerk Chizy reads the greeting on the State Election Warrant.  Hearing no discussion, Selectman Hebert motions to sign the State Election Warrant, Selectman Chizy seconds passes 3-0   

Consent to Kopelman & Paige for dual representation for proposed IMA: TA Smith informs the Board that our town Counsel, Kopelman & Paige is requesting the BOS to consent to their dual representation of the Town of Sutton along with the Towns of Brookfield & No. Brookfield as it pertains to the IMA for Nursing Services. TA Smith goes on to say that our interests are amicable and non adversarial. A few of the services being discussed are Flu Clinics and Medical billing reimbursement. Jim says this will also generate revenue for the Town of Sutton. There is an Article on the Fall Town Meeting in regards to setting up a revolving account for the revenue from these IMA’s and the Board of Health. The Town Nurse will be paid out of this account and the extra will be revenue for the town. TA Smith says this regionalization is a win win situation for all involved. Selectman Hebert says this is a good measure for the towns involved, hearing no further comments; Selectman Chizy motions to authorize Kopelman and Paige to serve as dual representation for the Town of Sutton and the Town’s of Brookfield and N. Brookfield as it pertains to possible health department intermunicipal agreements, Selectman Hebert seconds passes 3-0

Town Administrator Update:
  • Auction of 134 Dodge Hill Road (sold for $130,000.) & 86 Duval Road (sold for $55,000.) on 9/28/10
  • Green Communities-Received a technical assistance grant from MA DOER
  • Revised Cell Tower RFP available, a few packets already out
  • Sutton Housing Authority- 2 candidates will be presented to the BOS next meeting to fill 2 positions
  • Shaw Farm Plan- Gates Leighton will be on next agenda to update on planning
  • Appointment of fill-in building inspector-Glenn Hand to fill the position recently left vacant by Larry Hope
  • Tree City USA- 10 year award received
  • Cheryl Ouillette recently earned the designation of Certified Massachusetts Municipal Treasurer from the MA Collectors and Treasurers Association.
  • Tricentennial Park Dedication-rescheduled to Thursday, October 7 @ 4 pm due to forecast of rain on Wed. the 6th.
  • Review of Surplus Material to be auctioned off
  • Resignation of Leann O’Neil from the School Building Committee, thank you for service, vacancy will be posted.
  • Annual Fund Raiser for Food Pantry on Friday Oct. 8th. The Town Hall will be closed.

Selectman Chizy offers his congratulations to Cheryl Ouillette for her recent certification, Selectman Hebert agrees and says Cheryl does a marvelous job and is always pleasant to the residents, Selectman Geraghty also offers congratulations and goes on to say that our Dept Heads offer higher levels of services to the Town (Cheryl’s certification, Laura’s organization of  the golf tournament, John Couture replacing windows).

Announcements:
  • Selectman Chizy visited the ELC roof last week with TA Smith to view the Solar Panels. He was very pleased with the work. The goal is to have it producing electricity by Thanksgiving.
  • Thanked the town for generous donations made to the Food Pantry within the last few weeks. Stresses to please check the expiration date on anything being donated. They cannot give out expired food but again offers his thanks to the generous donations.
