Members in Attendance:

Chairman Hersom calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

BOS minutes from 6/01/2010: Selectman Geraghty motions to approve as written Selectman Hebert seconds passes 4-0

Appointment of David Gravison to the Sewer Commission: TA Smith informs the Board that there is a vacancy left by the early resignation of Neil Crites, who was a terrific member. TA Smith goes on to say that David Gravisons history in town speaks for itself. He has stepped up to help the town in crisis situations. Selectman Chizy says he has known Dave, his mother and brother for quite a few years and is very glad to see the nomination, Selectman Hebert says he is very professional and it is a pleasure to nominate him. Hearing no further discussion, Selectman Chizy motions to appoint David Gravison to the Sutton Sewer Commission for a 3 year term, Selectman Geraghty seconds passes 4-0

Vacancy on the Planning Board: TA Smith informs BOS that there was a resignation on the Planning Board. This vacancy per Town Charter must be posted for 7 days and then the Planning Board & the BOS may appoint a member to fill the position. This is due to the fact that it is an elected seat. This vacancy will go before the town elections in May of 2011.

Year End Transfers: These are housekeeping transfers to cover shortages with line items that have not spent down the allocated funds. Hearing no discussion, Selectman Chizy motions to make interdepartmental transfers in the amount of $61,275.00 from accounts as presented to cover various shortfalls as presented Selectman Geraghty seconds passes 4-0
At this time, the BOS vote to add the following item to the agenda for the convenience of the Town: Selectman Chizy motions to request to increase the capital stabilization fund by 2.5% as reflected in the FY2011 budget, Selectman Geraghty seconds passes 4-0
Selectman Chizy applauds Kevin Geraghty for his insight in developing this a few years ago. Selectman Chizy motions to authorize the Assessors to increase the capital stabilization fund by an additional 2.5% increase to the FY2010 override figure of $499,047.00 Selectman Geraghty seconds passes 4-0

Request from Manchaug Water District regarding waiving of fees for the filtration plant: Manchaug Water District board members are present (Andy Nedoroscik, Denis Laforce & Harry Wiegle). TA Smith reviews the request before the BOS; this is similar to the request from Wilks water last year. Andy Nedoroscik briefs the board that this project will cost $1,480,000.00 (45% of the funds will be through a grant and 55% will be through a low interest loan which will be paid out of user fees over a 40 year period.  Selectman Chizy says he has received many complaints regarding the quality of water in Manchaug, this is much needed. Selectman Chizy motions to waive all fees under the direction of the Board of Selectmen (building dept fees) for the Manchaug Water District filtration plant, Selectman Hebert seconds passes 4-0

MGL Ch 268A disclosure re: Board of Health member: TA Smith reviews the disclosure with the board. Jim informs the board that there is another septic installer on the board of health but he is an employee for a company and they do not do business in the town of Sutton. Selectman Chizy motions that pertaining to our discussion concerning the MGL 268 (A) Disclosure before the Board tonight, that it be required that any Board of Health employee must recues themselves from any discussions, votes, site visits, or any other activities on any matter before the BOH in which they have either a current financial interest, or the intention of attempting to bid or otherwise secure a financial interest with the applicant pertaining to the issue before the BOH Selectman Geraghty seconds passes 4-0

Fuel Efficient Vehicles Policy: TA Smith says this is 1 of the 5 criteria for a town to be considered a “green community”. Once the 5 criteria have been met, doors open for additional funding through grants. TA Smith goes on to say that in the capital plan for FY11 there is a new admin car to be purchased, it was originally going to be a Ford Taurus but it did not meet the energy efficiency so therefore the vehicle to be purchased is a Ford Fusion Hybrid.  Not only is the town looking to be greener, we also are looking for a greener fleet. Selectman Chizy motions to adopt the Fuel Efficient Vehicles Policy for the Town of Sutton, Selectman Geraghty seconds passes 4-0.  

Town Administrator Update:
  • Gov. Patrick was in town on Wednesday, June 9th to announce a 6 million dollar project to improve the intersection at Boston Rd & Rte146. This will help the development of Cold Spring Brook site as well as the Stop and Shop site.
  • Solar Project at the ELC: all necessary paperwork in, Notice to Proceed issued, preconstruction meeting on 6/16
  • Summer Capital Schedule: schedule in the planning stages for projects approved at town Meeting
  • MSBA Check presentation: Town presented with check for States share of the school building project.
  • MORE Project on Rte 146: Project moving along nicely, thanks to Jen Hager for her efforts
  • Quint Fire Truck: Truck is due to town in July
  • CMRPC meeting on June 16th, hosted by John Hebert
Announcements
        Selectman Chizy reads a list of items needed for the Food Pantry, this list will be placed on cable as well.


Round Table:
Selectman Geraghty states that he is glad to hear of the intersection improvements, he goes on to say we cannot wait 10 years for the flyover bridge and this is a reasonable step towards helping the flow of traffic in that area while we wait for the flyover.
