Members in Attendance:

Also in Attendance:     James Smith, Town Administrator; Debbie Jacques, Administrative Secretary

Chairman Hebert calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Public Forum:
Bob Deboer of 654 Central Tpke. President of the Historical Society is here to discuss a fund raiser to replace the roof at the Blacksmith Shop on Singletary Ave. Mr. Deboer requests that pictures and information be placed on the town website; the roof is estimated to cost approximately $15,000.00. The Historical Society is currently checking in to the possibility of selling the old church in Manchaug and use the proceeds to replace the roof. Bob also sits on the Board of Directors for the Massachusetts Vietnam Vets. He took a minute to thank all involved with the Memorial Day Parade with a special thanks to the Whittier Family and John Hebert for his special poem read at the parades.
Cutter Wyman   a member of the Sutton Tea Party, takes this time to publically thank Ryan Fattman, Kevin Geraghty and Ron Roy for attending a meeting showing support and their optimistic views. Mr. Wyman went on to say that he is pleased that past and present town leaders are participating.

Proclamation: June is Myasthenia Gravis month.  Read by Clerk Kevin Geraghty. Bob Deboer takes this time to thank the Sutton Board of Selectmen and states that Sutton was one of the grass root towns to begin the awareness of MG. Bob was invited to the State House next week to bring awareness to Myasthenia Gravis.

Selectman Hebert takes this time to thank the BOS, TA Smith and the town for the past year. John goes on to say there have been many accomplishments but with the BOS and Jim it was a cake walk. John found the last year to be very rewarding with still a lot to accomplish ahead of us. Chairman Hersom thanks John for all his work behind the scenes and says he is very proud to consider him a colleague. The BOS take their newly nominated seats at this time.  
Millbury Town Manager Bob Spain is present to publicly thank TA Smith and the Town of Sutton for their generosity when Millbury had an issue with a gas tank leak. TA Smith allowed the Town of Millbury to fuel their vehicles at the Sutton fueling station saving Millbury the cost of having to fill their vehicles at a retail gas station. Mr. Spain goes on to say there are strong ties between Millbury and Sutton as we are fellow communities and Millbury will be glad to reciprocate if ever needed. He also says that TA Smith s a great leader and a friend. TA Smith says Bob Spain thought outside the box and came up with the solution to his gas issue. TA Smith was glad to assist and agrees that the relationship between Millbury and Sutton is unique.

Dudley Gendron request for a 1 day alcohol permit: Mgr. Mary Krumsiek is present to request an annual 1 day outside beer & wine license for June 26, 2010 between 12-5pm. There is an understanding that a detail police officer will be on duty during this time period. Selectman Chizy lives close by and states there is never an issue with this. Selectman Chizy motions to approve the request for a 1 day Beer & Wine license for June 26th 2010 between 12 and 5 pm, Selectman Fattman seconds passes 5-0

Mumford River Trail Land Acceptance: TA Smith informs the BOS that it was discovered during the review of the Mumford River Trail project that 2 parcels of land are not owned by the Town of Sutton. One parcel is owned by Kevin and Lesa Bickford (9763 square feet) and the second is owned by the Bousquet family (2365 square feet). Dave Lavallee researched to verify ownership. Mr. and Mrs. Bickford have donated their parcel to the Town, one last signature from the Bousquets is needed and they also will be donating their property to the Town. Hearing no discussion, Selectman Fattman motions to accept a gift of land of approximately 9,763 sq. ft abutting the Mumford River, from Kevin and Lesa Bickford as described in the quitclaim deed executed on March 23, 2010, Selectman Chizy seconds passes 5-0

Town Administrator Update:
  • Marion’s Camp- bids came in overestimated, the bids will most likely be rejected, we will scale back on the landscaping and put out to bid again with a bid opening in July. Work will begin in the fall once the beach closes. TA Smith thanks DCR and Rep Callahan for their continued support.  
  • Cell Tower at Town Farm Road- Working with consultant and Town Counsel to complete an RFP. Intend to put out to bid withi30-45 days.
  • Open Meeting Law- significant revisions on Open Meeting Law to go into effect July 1st 2010.
  • Diane Miller MGL 268A Disclosure- Diane sits on the Board of Health. Her husband is a septic installer whose license and work falls under the BOH. Due to the potential conflict TA Smith requested a disclosure filed.  The BOS asks for this to be an agenda item next meeting to be discussed further.  
Announcements
Selectman Hebert asks if Mark Brigham (Highway Dept) will be sprucing up Marions Camp prior to its opening for the season. TA Smith replies yes, Mark will do as he has in the past.
Round Table:
Selectman Chizy: The Sutton Food Pantry is in need of food and toiletries
Mike goes on to say he thought both Memorial Day parades in Sutton were great. He thanks all involved in making it a success.   
Selectman Geraghty: thanks all involved with the parade as well and goes on to say it shows care and commitment. Kevin would like to take this time to thank John Hebert for his dedication as Chairman for the past year; he is a stellar example of leadership. Kevin welcomes Rick into the Chairman position at this time.  
Selectman Fattman: Offers thanks to the School Building Committee for their work and dedication. He also thanks the town for choosing to build a new school
Chairman Hersom: says thanks to Sutton for voting to build the new school. He feels there is a bright future ahead.
 
Selectman Geraghty motions to enter into Executive Session under MGL Chapter 39,  § 23B, #3 To discuss strategy with respect to collective bargaining or litigation with the sole purpose of re entering the public meeting for sole purpose of adjourning, Selectman Chizy seconds passes 5-0
