Members in Attendance:
John Hebert, Chairman; Kevin Geraghty Clerk; Members Michael Chizy and Ryan Fattman
Also in Attendance: James Smith, Town Administrator; Debbie Jacques, Administrative Secretary
Chairman Hebert calls the meeting to order at 7:10 followed by the Pledge of Allegiance.
No Comments under Public Forum.
Selectman Fattman motions to approve July 21, 2009 minutes as presented, Selectman Hersom seconds, all in favor passes 5-0
Recognition of Robert Judson: read by Selectman Geraghty, presented by Chairman Hebert. The BOS acknowledge the years of service and dedication Bob has given to the town. All offer thanks.
Proposal for redevelopment of Leland Hill Estates: Atty. Stephan Rodolakis, Mark Anderson of Heritage Design and a representative from Black Brook Realty are present along with Sutton Planner Jen Hager to answer any questions. Engineer Mark Anderson displays plans that consist of a 60 unit detached single family housing subdivision. This would be a Local Initiative Program (LIP) which would provide 25% of the units be under the affordable housing guidelines set under G.L. 40B. Planner Jen Hager feels this is a highly desirable use of this property. Jen feels the design of the homes is on the high end. She goes on to say there are some safety concerns with Fire and Police but that will be addressed but this is an opportunity to revive the site. Selectman Chizy likes the fact that these units would be 3 bedroom modest homes as there are
not too many in town. Selectman Geraghty asks the lot sizes and the square footage of the units. He is told the lot size would be 15,000 to 20,000 square feet and the units would be 1800 to 2100 square feet. Selectman Fattman asks where we are in the process, Atty. Rodolakis replies that they are trying to get a feel from the BOS as to their support of the project, if there is interest a LIP application will be presented. Selectman Hersom questions the revenue v.s. the cost to support the influx of new residents (additional school aged children). Chairman Hebert would like to see issues regarding public safety (increase of traffic on road)
Power Point Presentation & update on Transfer Station FY09 year end. Both Highway Superintendent Mark Brigham and Transfer Station operator Erik Bentley are present. TA Smith begins by offering thanks to both individuals. Over the past year, the Transfer Station has improved its efficiency as well as bettering relations with the residents that use the facility. Residents are being held accountable when improver dumping occurs which has resulted in a higher compliance rate. TA Smith reports that 20 – 23% of Sutton residents use the Transfer Station, the remainder of the town pays for curb side pick up. The average family that uses 1 large trash bag a week including the $30.00 sticker fee pays just $160.00 a year for this service; a family using 2 large bags along with the $30.00 sticker fee pays just $290.00 a year. Either way
is quite a bit cheaper then curb side pick up. TA Smith reports that the 2008 recommendations have been accomplished. Some ideas for FY11 are a decrease in days of operation, increase of fees or a pilot program of allowing residents of Northbridge at an increased sticker fee use the transfer station. This would be a limited number of residents and the increase in traffic and additional personnel would have to be considered. The Board offers thanks to Mark and Erik for their continued support and hard work making the Transfer Station successful.
Reappointment of Gerald Page to the Zoning Board of Appeals: This reappointment came in recently, hearing no comments Selectman Geraghty motions to reappoint Gerald Page to the Zoning Board of Appeals for a 3 year term to expire on June 30, 2012 Selectman Hersom, seconds all in favor passes 5-0
Town Administrator Update:
- 16 Uxbridge Road closing took place on July 29th.
- Manchaug Library & Puckihuddle preschool update & thanks to Building Inspec. John Couture for his hard work.
- Manchaug Pond_ certificate on the ENF enclosed in packet.
- Fire Truck bids available and due back August 26th
- Boiler replacement bid opening August 13th
- Auction on Cold Spring Brook, no buyer’s, bank bought property back.

- Reads letter of support for TA Smith due to upcoming evaluation from Finance member Bob Recore.
Selectman Geraghty moves that the Board enter into Executive Session under M.G.L. Chapter 39, S.23B with the intention of returning back to open session for the purpose of adjournment, Selectman Fattman seconds all in favor passes 5-0
