Members in Attendance:

Also in Attendance:     James Smith, Town Administrator; Debbie Jacques, Administrative Secretary

Chairman Chizy calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

No comments under Public Forum.

Selectman Fattman motions to approve April 7, 2009 minutes as presented, Selectman Hebert seconds, passes 4-0
Selectman Hersom motions to approve but not release Executive Session Minutes from April 7, 2009 Selectman Fattman seconds, passes 4-0

Selectman Hersom reads the Proclamation for Sutton Youth Baseball & Softball Day to be held on Sunday, May 3rd, 2009.

Budget Update: TA Smith informs BOS that the House Budget was released which resulted in an additional $36,500.00 cut from the Town of Sutton. Chapter 70 lottery aid has been held harmless. Jim plans on sharing this additional cut with the school 50/50. The House Budget included eliminating the Quinn Bill (additional pay to Police for higher education) which would result in a savings to Sutton of $75,000.00 but there are active efforts to get this reinstated at this time. The Senates Budget is not expected to be released until late spring early summer which could result in additional cuts.
Also requested tonight is a vote to increase the capital stabilization fund by 2.5%. Selectmen Hebert motions to increase the capital stabilization fund by 2.5%, Selectman Hersom seconds the motion all in favor passes 4-0.
Selectman Hebert motions to authorize the Assessor’s to increase the capital stabilization fund by an additional 2.5% increase to the FY2009 override figure of $486,875., Selectman Hersom seconds the motion all in favor passes 4-0

Vote and sign the Spring Town Meeting Warrant: after a brief review of the Warrant, Selectman Fattman motions to approve and sign the Spring Town Meeting Warrant, Selectman Hersom seconds the motion, all in favor passes 4-0
Vote and Sign the Election Town Warrant: after brief discussion on the 2 questions (Quint Ladder/engine $875,000. and Early Learning Center Roof $850,000.)  Selectman Hersom motions to accept as presented, Selectman Fattman seconds the motion all in favor passes 4-0.

Disposition & Sale of Town owned property, 6 Morse Road, Manchaug:  The Town acquired this property due to delinquency in property taxes of over $10,000.00.  The BOS must vote to make this surplus property under MGL Chapter 60/77B. Paul Zekos has been hired as the auctioneer to auction off the property. Mr. Zekos will receive a buyer’s premium of 10% of the sale price, paid for by the buyer. TA Smith says the property is in need of a little TLC and currently is awaiting bids for prices to clean up the site. He would like to hold the auction ASAP. Selectman Hebert informs BOS that Paul Zekos is a well known auctioneer who has worked for the Town of Sutton before. John’s opinion is this is a good way to go. Selectman Fattman motions to surplus and make available for sale under MGL Chapter 60/77B 6 Morse Road, Manchaug, Selectman Hersom seconds the motion all in favor passes 4-0.  

Appointment Inspector of Animals, Ed Mansfield: TA Smith informs the BOS that this position oversees farm animals in the Town of Sutton; he will be the keeper of the barn book and would be active in the quarantine of animals. The annual fee for this position is $1,500.00. Selectman Hersom motions to ratify the appointment of Ed Mansfield to Inspector of Animals, Selectman Fattman seconds the motion all in favor passes 4-0.

Town Administrator Update:
  • World War II Memorial: Jim is working along with the school to move the WWII memorial from the entrance of the old High School to a stone to be donated by Whittier Farms. This stone would be placed by the flag pole in the front of the High School facing Putnam Hill Rd.
  • Dispatcher appointment: Bryan Lefebvre has been appointed to full time dispatcher.
  • Gravel Pit: The RFP is available and the site visit will take place on April 23 at 10:00 am at the pit.
  • Energy Audit: The Town Hall received an energy audit on April 16th, if the audit identifies energy saving projects, National Grid will assist with funding the changes.
Announcements:
        Selectman Hersom reads an article in the Telegram & Gazette title “Former Sutton resident receives award” This award
 was presented to Jeffrey Nedoroscik for his work on restructuring management operations at the United States Agency  
 for International Development (USAID) in Sudan. Jeff is the son of Andrew and Pat Nedoroscik.
