Chairman Chizy calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Selectman Fattman motions to approve March 3, 2009 minutes as presented, Selectman Hersom seconds, passes 5-0
Selectman Fattman motions to approve but not release Executive Session Minutes from March 3, 2009, Selectman Geraghty seconds, passes 5-0

* PUBLIC HEARING *
Selectman Hersom reads as posted, the Public Notice as it appeared in the March 2nd, 2009 T&G. Selectman Fattman motions to open the Public Hearing, Selectman Geraghty seconds all in favor 5-0. Chairman Chizy asks anyone present for this hearing to come forward. Present is Verizon representative Paul Snyder and NGrid representative Shelly McCarthy. TA Smith informs BOS that Police Chief Dennis Towle, Fire Chief Paul Maynard and Highway Superintendent Mark Brigham have all forwarded their approval for this pole location. Hearing no further comments or concerns, Selectman Geraghty motions to close the Public Hearing, Selectman Hersom seconds the motion passes 5-0. Selectman Geraghty motions to accept the new pole location as presented, Selectman Fattman seconds the motion all in favor passes 5-0
Wind Turbine Grant/ Energy 6 month Update: TA Smith begins by showing a 14% decrease after 5 months of the Town Hall using energy saving measures such as the removal of 2 vending machines and changing 21 LED exit signs in the Town Hall. Also at this time NGrid is converting Mercury Vapor street lights to Sodium Vapor lights which will save the town $3,500.-$4,000. a year. TA Smith informs the BOS that the town was selected 5th in the State to have a comprehensive energy audit from the Dept. of Energy Resources (DOER). This will help identify deficiencies. Also discussed was the Wind Turbine grant submitted this week to Massachusetts Technology Collaboration. This is a multi step process. The next step will be a full wind analysis. The three locations that will be examined are the School complex, Shaw Farm and the Sewer
Plant. TA Smith thanks Linda Shea and Jen Hager for their work on the grant writing. Selectman Geraghty is very encouraged with the AD Hoc Energy Committee and the dedication they show. Selectman Fattman feels the 14% decrease in a 5 month period is superlative, Selectman Hersom appreciates the initiative, and he thanks Selectman Chizy for promoting the green energy and says to keep raising the bar. Selectman Chizy is also pleased with the Ad Hoc Energy Committee, and says kudos to the BOS for the entire BOS participation.
Town Administrator Update:
- Common Cause Open Government Award: Sutton will receive the award “with distinction” on March 19th at the Statehouse. This award is given for providing on line, board meetings and agendas, records, permits, and any thing that allows residents to view.
- Budget: Fin Com meetings scheduled for April 6th and April 13th.
- Haying Shaw Farm invitation for bids available
- Early Learning Center Roof: 2 finalists on design
- Owners Project Manager MS/HS: 9 proposals submitted. Reviews will begin in the next few weeks.
Announcements:
Selectman Geraghty would like to commend Steve and Paula Murphy and their 5 children of Sutton for their participation in the after party of the St. Patrick’s Day Parade. They danced with the McInerny Step Dancing Studio and did a spectacular job.
Selectman Fattman commends the Sutton Boys Basketball team for a great season
Selectman Chizy asks for continued donations to the Senior Center Food Pantry

Selectman Geraghty moves that the Board enter into Executive Session to discuss Collective Bargaining under M.G.L. Chapter 39, S.23B #3, with the intention of returning back to open session for the purpose of adjournment, Selectman Hersom seconds all in favor passes 5-0
