Members in Attendance:

Chairman Chizy calls the meeting to order at 7:00 followed by the Pledge of Allegiance.

Selectman Geraghty motions to approve the September 30, 2008 minutes, Selectman Hersom seconds, all in favor passes 4-0

Mr. Joseph Deliso (BVCC) presents to Board of Selectmen an update on the Blackstone Valley Economic Development. Mr. Deliso discusses the update on the interstate mapping program as well working along with CMRPC to create a structural map of the 11 towns in Blackstone Valley. Meetings with individual town DPW’s and town planners have already taken place. There is a meeting scheduled to take place on October 29th at Blackstone Vocational Regional High School to view the maps in final form. All Selectmen and the Town Adm. Are invited to this presentation. The next project proposed is a gap analysis. Mr. Deliso speaks of the importance of forming an 11 town Regional Economic Development Organization. This organization would benefit residents, businesses, schools, etc. Funding for this organization would come from local businesses, the commonwealth and the participating towns annually paying one dollar for every resident in their town (Sutton would pay around $9,800.00). There would be one person from each town to make up the 11 member organization. Also represented would be a business owner from each town. The Board feels this is an interesting concept. Sutton plays a key role in this organization as we are centered around the 146 tpk. which runs through the Blackstone Valley.  The Board of Selectmen agree that this is an interesting concept. Mr. Deliso thanks the board for their time and again mentions the October 29th meeting at BVT.

Ron Gillooly and David Beron (National Grid) are here to give a power point presentation on the transmission line project which is partially hosted in Sutton. On October 28th the Sutton High School will hold an open house for the public to view the project. Abutters to the lines have been notified by home visits and any questions have been answered. This project will run along the corridor that currently holds transmission lines. This project will add approximately $100,000.00 to the town’s personal property tax annually. Selectman Hebert asks if any tree clearing will be required, Ron Gillooly responds no tree removal but some clearing. Selectman Hebert also asked if the Fire Dept would have access in the event of fires, they responded “yes”. Selectman Geraghty questioned if there is likely to be any off shoots in the future, Dave Beron responded “no there would not”. Selectman Hersom asked what the response has been with the abutters, Ron Gillooly says for the most part the abutters have been good but a few abutters on Stone School Road have not been too enthused. National Grid has also offered to assist with some landscaping assistance if the abutter feels it is needed.

State Election Warrant is reviewed and signed by the Selectmen.
Disposition of 16 Old Mill Road: Jim Smith informs board that Brian Morin had inquired about purchasing a small strip of town owned property on Old Mill Road to add to change his property line. TA Smith in speaking with Mr. Morin made him aware that there was .9 acres that the town acquired thru tax title taking at 16 Old Mill. Due to this being a foreclosed property, the town can auction this off rather then needing a 2/3’s majority vote at a town meeting. Selectman Geraghty feels it makes sense to auction this off and begin getting taxes paid on the property. The Assessors Office has determined a lot value of $6,800.00. Selectman Hebert feels it makes sense to get rid of the property, Selectman Hersom and Chizy agree with comments already made. Selectman Hersom motions to declare surplus and dispose of Town owned property at 16 Old Mill Road by Auction under MGL Chapter 60 section 77B for the minimum sale price of $6,800.00, Selectman Geraghty seconds the motion all in favor passes 4-0.

Town Administrators Update:
·       Fall Town meeting October 20th ELC
·       Update on State Budget situation
·       Construction in Millbury complete
·       New town website to be unveiled at October 28th meeting

Announcements:

Selectman Hebert:       will attend the CMRPC meeting for Wednesday October 15th
Selectmen Hersom:       would like to know who owns the Community News Board at Sutton Plaza (Unibank looking to replace)

Round Table:
Selectman Geraghty asking if Verizon contract includes those with underground utilities at some point having Verizon
TA Smith replies yes but the contract states they have 5 years to supply
Selectman Chizy: Food Pantry in need of supplies as well as contributions/donations to the Senior Center for oil

Hearing no further discussions, Selectman Hersom motions to adjourn the meeting, Selectman Geraghty seconds the motion all in favor passes 4-0
