Board of Commissioners Meeting
December 18, 2014
Sunapee Slow Sand Filter Plant

PRESENT: Theodore Gallup-Chairman, Anthony Bergeron, Peter Hill, Paul Manson, David Cain, Douglas Gamsby, Kurt Markarian.
Also present: Holly Leonard, David Bailey, Phil Deaugustinis.

The Chairman called the meeting to order at 5:34 p.m.

GAS 90 Abatement Request: David C. made a motion to accept the request for abatement for the David Sargent Property, seconded by Anthony B. Dave B. gave some information on what had happened at the property when the meters were read. Phillip D. stated that he is a caretaker for the property in question and that he had checked for leaks and found nothing other than one the department employees noted that was happening before the meter, which has been subsequently fixed. There was some discussion regarding the pool and what could have happened to cause such a large amount of water use. Theodore G. stated that he would feel more inclined to offer the abatement in a smaller amount such as $1,500. After some discussion regarding meters, water use and the grounds for abatement, the commission voted unanimously to grant the abatement in the amount of $1,500, so declared by the Chairman.

Wastewater Treatment Plant Highlights: Dave B. reported that the 9th load of dewatered sludge has gone to Claremont today and that he thinks we are saving about $10,000 per load on sludge. Dave B. reported that the plant is running really well right now and that he is working on getting the chemicals set up better in the new building. Dave B. stated that Neil C. says that the contractor plans on pouring concrete next summer to fix the chlorine contact tank.
Pay Requisition # 30: Dave B. presented pay requisition #30 in the amount of $112,332.00. David C. made a motion to authorize the Chairman to sign Penta’s pay requisition #30, seconded by Paul M., after some discussion regarding what still needs to be done at the plant, voted unanimously in the affirmative, so declared by the Chairman.
There was some discussion regarding the Collection Intertown agreement and what revisions need to be done to it.
Dave B. stated that there is an issue with the meter reading numbers being used and that there is a need to get readings off the totalizers instead of using the computer generated numbers. There was some discussion regarding the meter readings and what the issue was with the computerized systems.

November 20, 2014 Meeting Minutes:  Kurt M. made a motion to accept the November 20th  minutes as written, seconded by Anthony B., voted unanimously in favor, so declared by the Chairman.
November Sewer Purchase Journal:  Paul M. made a motion to accept the Sewer Purchase Journal as written, seconded by Kurt M., after some discussion regarding A/D Instruments and PSNH, voted unanimously in favor, so declared by the Chairman.
November Perkins Pond Check Register: David C. made a motion to accept the Perkins Pond check register as written, seconded by Kurt M., voted unanimously in favor, so declared by the Chairman.
November Wastewater Treatment Plant Upgrade Check Register: David C. made a motion to accept the register as written, seconded by Paul M., after some discussion, voted unanimously in the affirmative, so declared by the Chairman.
November Water Purchase Journal: David C. made a motion to accept the Water Purchase Journal as presented, seconded by Paul M., voted unanimously in favor, so declared by the Chairman.
SFR 99 Abatement Request: David C. made a motion to accept the request for abatement, seconded by Kurt M., Paul M. and Anthony B. abstained from the discussion, after some discussion, voted 5 in favor, two abstained, passes in the majority, so declared by the Chairman.
PHR 71 Abatement Request: David C. made a motion to accept the request for abatement from Keay, seconded by Paul M., after some discussion regarding the meter reading issue, voted unanimously in the affirmative, so declared by the Chairman.
LAS 45 Abatement Request: David C. made a motion to accept the request for abatement as presented, seconded by Peter H., after some discussion regarding what happened at the property, voted unanimously in the affirmative, so declared by the Chairman.

Water Treatment Highlights:
Dave B. stated that there had been a water main break near the top of Winn Hill that had been repaired this week. There was some discussion regarding the integrity of the main on Winn Hill and that there had been a dig on Lower Main Street to repair a curb that would not shut tight. Dave B. reported that they had used the freezing unit to avoid having to shut off a lot of customer’s water to do the repair. Dave B. stated that there have been some high flows in Georges Mills and that no reason has been found for them yet.
Water Intake Replacement: Dave B. stated that a check had been sent to Atlantic for $156,200, there was some discussion regarding the contract and what hadn’t been paid for and what would be done about filming the new pipe. There was some discussion regarding anchors and finishing those in the spring.  

Old & New Business: Churches: Dave B. reported that he spoke with Mr. Ramspott about the church issue and that he thinks the Commission started charging the Catholic Church in the late nineties and that there seems to be no explanation as to why the Methodist Church was not being charged. After some discussion regarding the issue it was decided that all water and sewer users should be charged the same and that a letter will be written to the Methodist Church giving them a heads up that a bill will be coming next April.

Perkins Pond Project: Dave B. stated that he has a bunch of quotes that he is planning to send to see if RD will accept any of it for using grant money from Perkins Pond on. There was much discussion regarding the different pieces of equipment that the quotes were for.



7:13 p.m. Paul M. made a motion to adjourn, seconded by Kurt M., voted unanimously in the affirmative, so declared by the Chairman.
