SUNAPEE BOARD OF SELECTMEN
MEETING
7:00 PM Town Office Meeting Room
Monday, April 5, 2010

Present: Fred Gallup Chairman, William Roach Vice Chairman, Charlotte Brown, Stephen White, Donna Nashawaty, Town Manager

Also Present: Katie Richardson Intertown Record, Matt Harwood, Suzanne Gottling, Peter Urbach, Katrina Hill, Charlie Smith,

Chairman Gallup opened the meeting at 7:02PM.   

Matt Harwood-Tax Abatement
Matt Harwood came to the Board to ask for tax abatement on his tax bill because of a fire that destroyed the house on April 22, 2009. Mr. Harwood missed the deadline of March 1, 2010 for the tax abatement application. After much discussion, the consensus of the Board was not to grant the extension to the abatement deadline date.
Motion to deny a late tax abatement application by Selectman Roach, seconded by Selectman White. All in Favor.

Public Comments
Representative Gottling updated the Board on the various bills coming up for a vote in the House and Senate; money restored to towns and cities from the Rooms and Meals Tax and Coalition Collar Bill.

Selectmen’s Action
•Motion to sign transfer station agreement with the Town of Springfield by Selectman White, seconded by Selectman Roach. All in Favor.
•Motion to approve the use of facilities application from United Methodist Church to perform Easter Sunrise Services at the Gazebo by Selectman White, seconded by Selectman Brown. All in Favor
•Motion to approve the use of facilities application from Lake Sunapee Rowing Club to use Georges Mills Harbor on contingency of approved 3 changes of property usage applications, proof of insurance and the Board of Selectmen can reconsider approval if it receives substantial complaints by Selectman Brown, seconded by Selectman Roach. All in Favor.
• Motion to appoint William Scharff  for a one month term to the Joint Assessors Board so the position can be advertised to the general public by Selectman White, seconded by Selectman Brown. All in Favor.
•The Board of Selectmen received 3 volunteer applications from the community regarding the open elected positions, Trustee of the Trust Fund and Cemetery Trustee. The decision of the Board was to give the volunteer applications to the respective committees to review and make a recommendation to the Board of Selectmen.   


•The Board of Selectmen discussed the parking ordinance; off season boat parking behind the Gazebo, which was asked to be considered by a resident at the March 22nd Board of Selectmen’s meeting. The consensus of the Board was not to change the parking ordinance.

•Selectman White had a resident come to him concerning people “walking the loop” and are not facing traffic. Donna Nashawaty suggested contacting the school for a senior project on walking education.
•Selectman White brought up HB-1579, electioneering by public employees, which will be voted on Tuesday, April 6th.  Motion to ask the Town Manager to draft a letter stating the concerns of the Board of Selectmen regarding HB1579 by Selectman Brown, seconded by Selectman White. All in Favor. Selectman White will send an email to Senator O’Dell.

Chairman’s Report
•Chairman Gallup read the article in the Legislative Bulletin regarding the Healthcare Reform Law and the upcoming changes.

Town Manager Report
•The Scenic Byway Grant has been submitted and the group has an appointment in Concord with the DOT on Friday, April 9th.
•The workgroup on the Coalition Funding, which Donna Nashawaty sits on, helps structure the policy settings that LGC will support next year and what their positions will be. The workgroup will work on available options.  
•Chief David Cahill will be inducted as the President of the NH Chief of Police Association at the annual conference in June.
•Donna Nashawaty attended a meeting last Friday in Concord at Rural Development regarding the application for wastewater financing.

Miscellaneous
The Board went over audit review that was prepared by Melanson & Heath.
