SUNAPEE BOARD OF SELECTMEN
7:00 PM Town Office Meeting Room
Monday, March 14, 2011


Present: Fred Gallup Chairman, William Roach Vice Chairman, Emma Smith, Charlotte Brown, Sue Gottling, Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 7:00PM  

Chairman Gallup welcomed Sue Gottling to the Board and wanted to publicly thank Steve White for his valuable input and years of service to the Town of Sunapee and to instruct the Town Manager to send a letter stating that on behalf of the Board of Selectmen.

Chief David Cahill -Police Cruisers
Chief Cahill gave a brief summary of the leasing police cruiser program. There will be 2 cars that will be replaced with the program and Chief Cahill would like to hear what the Board would like him to do with the cars. Tony Bergeron has expressed interest in one of the cars. Motion to pull 2 of the front line cruisers off and the better of the 2 will be moved to the Highway Department to replace its “town” vehicle, that old “town” vehicle and the other old front line cruiser will be brought to the state surplus auction by Selectman Roach, seconded by Selectman Smith. All in Favor.

Selectman Smith nominated Selectman Gallup for Chairman, seconded by Selectman Brown. Selectman Smith nominated Selectman Roach for Vice-Chairman, seconded by Selectman Brown. All in Favor.

•Motion to sign petition and pole license on Trow Hill Road by Selectman Brown, seconded by Selectman Roach. All in Favor
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Peter Coffin for 50th wedding anniversary on 7/30/11 at the Gazebo by Selectman Brown, seconded by Selectman Gottling. All in Favor.
•Motion to accept the reappointment of Michael Dashner as the Health Officer by Selectman Roach, seconded by Selectman Smith. All in Favor.
• Motion to accept the nomination Adam Vigneault to the Alternate Waste Committee by Selectman Roach, seconded by Selectman Brown. All in Favor.
• Motion to accept the nomination of Stephen White to the Alternate Waste Committee by Selectman Smith, seconded by Selectman Roach. All in Favor.
•Motion to approve the 2011 Pay Table by Selectman Roach, seconded by Selectman Gottling, All in Favor.

Chairman’s Report
•Chairman Gallup shared the invitation that the Board received from the Sunapee Fire Department to attend their Annual Firemen’s Supper on Saturday, April 9th  at 6:00PM.
Selectman Roach wanted to “tip his hat” to the Highway and Police Departments for their dedication and hard work in maintaining the Town of Sunapee roads this winter. Chairman Gallup commented that the town roads were maintained much better than the state roads.

Town Manager’s Report
•Donna Nashawaty read the resignation letter received from Charles Smith of the Budget Advisory Committee. Chairman Gallup thanked Mr. Smith for his service on the committee. Donna Nashawaty will draw up a letter of thanks on behalf of the Board.
Donna Nashawaty wanted to mention that there are 2-Chapter 11 cases in process; the first for Richard Schatz and the other for Bruce Jennings are now out with orders of reorganization. The Bankruptcy Court has a statutory interest rate that they can use to reduce someone taxes back to. One order asked for a lower rate, which the Judge granted, back to December 15, 2010, and the rate is for 5 years at 6%. The other did not ask for the statutory rate during the case so it was not granted, but payments are to be made over next 4 years. According to Donna Nashawaty delinquent taxes can not be forgiven, what happens are the taxes are due and charged 12% interest after 30 days, which goes until lien and then the interest rate is increased to 18%. Selectman Roach asked if the Town had incurred any expenses in filing with the Registry of Deeds, Donna Nashawaty responded yes, but the amount was rolled into the amount of the lien, which also earns interest.       
Tony Bergeron gave an overview of the streetlight program that the committee has been working on for 3 years and asked the Board to proceed with the conversion. Motion to go forward with the PSNH light conversion by Selectman Brown, seconded by Selectman Smith. All in Favor with Selectman Roach abstaining so there is no conflict of interest since he is a retired PSNH employee.
•Donna Nashawaty would like permission to trade the canine equipment (bite suit) with another Police Department for something that might to of use to the Town, the Board granted permission.
•Donna Nashawaty informed the Board that the first “bridge” meeting was held on Thursday, March 10th with all the interested parties and a letter was sent to the Town of Dover. Donna Nashawaty wanted to share the numbers with the Board; to disassemble and transport roughly $35,000, permitting and putting the Harbor House Livery section in $75,000 and the Hames Park section roughly $15,000.
•Donna Nashawaty distributed the monthly budget report.
•Donna Nashawaty received 2 energy related emails and wanted to know if the Board knew anyone that might be interested in forming an energy committee.
Old Business
•The Gore Lot Easement will be addressed at the March 28th public hearing.
•Chairman Gallup suggested leaving Senators Shaheen and Ayotte visit on Old Business section of agenda and have the Board think of some topics they would like to discuss with the Senators. Selectman Roach would like to ask the Senators how you can get federal funding for “shovel ready” projects, such as the Wastewater Treatment Plant.
•Donna Nashawaty received a letter from Southwest Community Services regarding a new volunteer driver program. It was already bought up at an earlier Selectmen’s meeting that the Board would like a presentation on the new Cats Volunteer Driver program run by Community Alliance, which Donna Nashawaty will be scheduling for a future meeting.
