SUNAPEE BOARD OF SELECTMEN
7:00 PM Town Office Meeting Room
Monday, February 14, 2011


Present: Fred Gallup Chairman, William Roach Vice Chairman, Emma Smith, Charlotte Brown, Stephen White, Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 7:00PM  

Van Webb, Conservation Commission-Gore Lot Easements
Van Webb wanted to talk to the Board regarding Town properties located around Ledge Pond, the 74 acre Town Forest lot, a buffer lot that was deeded to the Town when taking water from Ledge Pond, another remote buffer lot that the Town acquired the same way and last is the 1.2 acre Gore lot at the end of Keyes Road. The Conservation Commission has been working with the Ausbon Sargent Land Preservation Trust to write the easements on these properties. Ausbon Sargent Land Preservation Trust would also like to bind the properties together. Van Webb spoke to Donna Nashawaty, who suggested that Van Webb come talk to the Board of Selectman to get their thoughts on binding the properties together. Van Webb went on to say, that the way the easement was written now, the easement would cover the Ledge Pond Forest and the two buffer lots, but the Gore Lot has been left out because the Board of Directors at Ausbon Sargent will not write the easement on the 1.2 acre lot unless it’s bound to the other pieces under one conservation easement. The Town would not be able to sell the Gore Lot separately from the others. Once the easement is written, to include the Gore Lot, it would tie all the pieces together and they would be managed as one parcel. Van Webb wanted the Board’s ideas, opinions on whether the Board would like to include an easement on the Gore Lot and then tie it to the others. Ausbon Sargent is not interested in managing the Gore Lot if left separate, so there would be no conservation easement on the Gore Lot. After much discussion, the consensus of the Board, by a 3-2 vote, was that the Board wanted the Town Forest and 2 buffer lots on the easement and the Gore Lot left out. Chairman Gallup wanted to know if the Board could add the Gore Lot at a later date, Van Webb will find out and get back to the Board. There will have to be 2 public hearings on the easement, plus it must be heard by the Planning Board. The following dates will be scheduled; 1st Public Hearing March 28th, Planning Board April 7th , 2nd and final Public Hearing April 11th .  

Betty Ramspott-Town Clerk Issues
•Betty Ramspott explained Senate bill 354 to the Board which is for out of town landlords that need to file a form with the Town clerk that provides the name, address and telephone number of a person within the state who is authorized to accept service of process for any legal proceeding brought against the owner. Betty Ramspott would like to establish a $15.00 filing fee. Motion to set the file at $15.00 for this service by Selectman White, seconded by Selectman Brown. All in Favor.
•Betty Ramspott explained the proposed legislation, LSR930, which would allow the NH Automobile Dealers Association to act as an agent for the municipality, (Town Clerk) to approve residency and to process and collect the municipal permit portion of a motor vehicle registration. Betty Ramspott would like the Board to write a letter opposing LSR930. Motion for the Board of Selectmen to write a letter opposing LSR930 by Selectman White, seconded by Selectman Smith. All in Favor.
•Betty Ramspott also wanted to talk about HB 457, an act reducing the interest rate on late and delinquent property tax payments. Betty Ramspott would like the Board to send an email to members of the Municipal & County Government Committee urging them to oppose HB 457. The Board asked Donna Nashawaty to send the email on behalf of the Board of Selectmen.

Harbor House Livery-Dover Covered Bridge
Donna Nashawaty received an email about a month ago stating that the covered bridge in Dover was up for sale again. Donna Nashawaty and Tony Bergeron went to Dover to inspect the bridge 2 weeks ago. Donna Nashawaty passed out letters from various organizations, (Harbor House Livery Committee, Project Sunapee, Sunapee Harbor Riverway and the Sunapee Historical Society) and individuals encouraging the Board of Selectmen to pursue the Dover Covered Bridge for the Town of Sunapee. The actual engineering plans for the bridge and a sketch of the bridge connecting the Harbor House Livery to River Road were also passed out to the Board. In order for the City of Dover to consider Sunapee they would like a plan from the Town. Chairman Gallup asked what the price tag for the bridge was. Donna Nashawaty estimated a price of $35,000, based on the cost to transport the bridge to Sunapee. Chairman Gallup said that the $35,000 could not be put in the budget for this year, so the money would have to be raised by private donations. After much discussion, the Board agreed there was interest in the bridge. Donna Nashawaty suggestion was to send a letter of interest to the Town of Dover and to make the various organizations a “working group”, Donna Nashawaty will work with the organizations. Motion for the Town Manager to send a preliminary letter of interest to the Town of Dover and get together with the various organizations who expressed interest in securing the bridge for Sunapee by Selectman White, seconded by Selectman Smith. All in Favor.  

Tony Bergeron-Road Posting
Tony Bergeron requested the Board’s permission to post the roads during the months of March and April. Motion to allow the Highway Department to post the roads by Selectman Brown, seconded by Selectman White. All in Favor.

Public Comments
Selectman White attended a presentation on a volunteer driver program that is run by Community Alliance. Selectman White would like to have Community Alliance do a presentation at a future Board of Selectmen meeting. Donna Nashawaty will schedule the presentation.   



Selectmen Action
•Motion to accept the nomination of Jean Molloy to the Library Trustees Board by Selectman White, seconded by Selectman Smith. All in Favor.
•Motion to accept the reappointment of Shane Hastings to the Budget Advisory Committee by Selectman White, seconded by Selectman Roach. All in Favor.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by the NH Dept. of Safety-Boating Class to use the Safety Services Building on June 18 and July 16 by Selectman Brown, seconded by Selectman Smith. All in Favor.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Elizabeth Abbott for her wedding on June 24th at the Gazebo by Selectman White, seconded by Selectman Smith. All in Favor.
•Motion to accept the Bruce Jennings easement deed and set the appropriate public hearings by Selectmen White, seconded by Selectman Smith. All in Favor. The public hearing dates will be on March 28th and April 11th.

Town Manager Report
•Donna Nashawaty and Chairman Gallup will be out of town on Monday, February 28th, which is the next scheduled Board of Selectmen meeting. There is nothing on the agenda so the consensus of the Board was to cancel the meeting. The next scheduled Board of Selectmen meeting will be on Monday, March 14th.
•Donna Nashawaty distributed a booklet to the Board from NH Municipal Association that talks about State Aid for Municipalities and explains the history and trends in State aid.  
•Donna Nashawaty received the 10 year state transportation improvement plan. Sunapee has an item on the state aid bridge projects; to repair/replace bridge over the Sugar River on Lower Main Street, budgeted $454,000, construction date 2017.
