Chairman Gallup opened the meeting at 6:30PM

Appointments
Chairman Gallup read the locations of the eleven (11) Perkins Pond Easements;
33 Piney Point Road, 37 Piney Point Road, 43 Piney Point Road, 55 Piney Point Road,
65 Piney Point Road, 71 Piney Point Road, 73 & 75 Piney Point Road, 10 Northwest Lane, 20 Northwest Lane, 62 Kate Lane and 66 Kate Lane. Donna Nashawaty stated that there would probably be 14 more locations to approve.  •Motion to authorize Chairman Gallup to sign the Perkins Pond Easements as read by Selectman Gottling, seconded by Selectman Hastings. All in Favor

Scott Blewitt-Updates on Turkey Trot and Christmas in the Harbor.
Scott Blewit gave a recap on the sixth annual turkey trot, which was very successful with over nine hundred (900) participants. The expenditures for the 2012 turkey trot were $7,717.39. Recreation Revolving Fund bills need to have Selectmen approval to be paid. Motion to move $7,717.39 from the recreation revolving fund to the general fund by Selectman Smith, seconded by Selectman Gottling. All in Favor.


Scott Blewitt reported that the Harbor Magic was a wonderful event and the weather was perfect. The Looney Lunge was a bit light, with only four (4) people jumping in the lake. Scott Blewitt went on to say that Rhonda Gurney, who was the Chairman, did a wonderful job. At the event, a $500 donation from the Dewey Family was received. Scott Blewitt would like to use the $500 donation, along with the $300 donation that was received from the Sunapee Seniors and accepted at the last meeting, to buy a new paddleboard. The cost of the paddleboard is $899, so the remaining amount of $99 would come out of the recreation department budget.   
•Motion to accept the $500 donation from the Dewy Family by Selectman Smith and Selectman Trow. All in Favor.
•Motion to allow the Recreation Department to purchase a paddleboard with the donations by Selectman Gottling, seconded by Selectman Hastings All in Favor.
•Scott Blewitt informed the Board that Judy Dunn, who is a Sunapee resident is actively trying to get a non-motorized bike/walking path along Route 103B from the mountain to the harbor. Judy Dunn has emailed Ray Burton’s office, the Department of Transportation and Upper Valley Regional Planning Board. Scott Blewitt stated that it would be a very long process, but feels it is a much-needed walkway.  

Public Comments
•Terri White, Chairman of the Abbott Library Trustees introduced Mary Danko, the new Library Director.
•Michael Durfor, Chairman Harbor House Livery Committee updated the Board on the events that occurred this fall at the Harbor House. The committee voted unanimously to request funds from the Harbor House Livery Capital Reserve fund to repair the Harbor House Livery clock, restore the power to the clock, and install up to six (6) outlets, emergency lights and an emergency exit sign. Motion to approve the three (3) expenses totaling $2,550 to be paid from Harbor House Livery Capital Reserve by Selectman Smith, seconded by Selectman Trow. All in Favor.
The committee also requested a warrant article for $15,000 to be added to the Harbor House Livery Capital Reserve Fund to continue the restoration and renovation of the building. This is the exact same wording as last year’s warrant article. Chairman Gallup stated that the Board will be reviewing warrant articles later in the meeting and will consider this request.   
John Augustine would like a County Budget section added to the agenda for monthly updates from Representative Gottling.  

Selectmen Action
Donna Nashawaty reviewed the proposed 2013 Warrant Articles with the Board. Donna Nashawaty recommended that two (2) articles be removed;
  • $100,000 withdrawal from Hydro due to the low income and so the reserves balance at a level that can be maintained.
  • the sum of $17,000 to replace the gazebo roof, approve from Town Building Maintenance Capital Reserve Fund.
After discussion, the Board will keep the sum of $200,000 to use for the paving program, but will change the amount to be added to the operating budget for future years to $100,000. The Board included the article as requested and will vote to recommend articles that require an approval after public hearing.

•Motion to sign the Boat Agent Authorization Form that will allow Betty Ramspott, Town Clerk, and Melissa Heino, Deputy Town Clerk to process boat registrations by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
•Motion to appoint Michael Durfor as a full member of the Harbor House Livery Committee by Selectman Gottling, seconded by Selectman Trow. All in Favor.
•Motion to appoint Eileen Stiles as an alternate member of the Harbor House Livery Committee by Selectman Trow, seconded by Selectman Smith. All in Favor.
•Motion to sign the municipal assessment data certificate by Selectman Trow, seconded by Selectman Hastings. All in Favor.
Donna Nashawaty sent an email to the Board relative to the construction manager contract. The original contract was sent to the Town Attorney for review and suggestions. Peter Urbach and Donna Nashawaty met last week to discuss Town Attorney suggestions and make changes and have final copy if the Board wishes to authorize the Chairman to sign tonight. Motion to authorize Chairman Gallup to sign the Construction Manager Contract for the new library by Selectman Gottling, seconded by Selectman Trow. All in Favor.
•Donna Nashawaty stated that she has not received a response from New London Hospital on the letter that was sent regarding the ambulance contract. Donna Nashawaty talked with Newport regarding their ambulance coverage, who asked that the town put $15,000 in the budget instead of $13,500 for 2013.   

Town Manager Report
•The covered bridge has been delivered
•Norm Bernaiche is back with the Tri-Town Assessors.
•The next scheduled BOS meeting is December 31st, which is New Year’s Eve. Donna Nashawaty suggested that the Board hold Monday, January 7th open in case they need to meet, but could sign building permits at the January 8th  budget hearing. Selectman Gottling suggested the Board meet at 6:30pm on January 8th to sign building permits, the Board agreed.
