SUNAPEE BOARD OF SELECTMEN
6:30 PM Town Office Meeting Room

Present: Emma Smith Vice Chairman, Shane Hastings, Joshua Trow, Suzanne Gottling and Donna Nashawaty, Town Manager
Absent: Fred Gallup Chairman
Vice Chairman Smith opened the meeting at 6:30PM

REVIEW OF ITEMS FOR SIGNATURE:

Updates
•Donna Nashawaty gave the Board an update on Tony Bergeron. He was hoping to come back to work on a part-time basis, maybe as early as this week.
•The schedule for delivery of the bridge is tomorrow between noon and two o’clock.

Selectmen Action
Donna Nashawaty went over some of the things she worked on for the Board regarding the budget; summary of employee compensation benefits, a spreadsheet that she create for the Board showing what the Northeast CPIU and the colas were from 2008-2013. Donna Nashawaty reminded the Board that the town budget hearing would be held on January 8th and suggested that the Board of Selectmen review the warrant articles at the next scheduled Selectmen’s meeting. Selectman Hastings stated that the Board has not decided what they were doing with the Red Cross, CASA, Community Alliance (transportation program), and Pathways. Spec Bowers updated the Board on the ideas that the Budget Advisory Committee discussed at their November 20th meeting.         
Donna Nashawaty reviewed the changes the Town Attorney had made to the proposed noise ordinance. Selectman Trow had asked the question if the police could enforce the ordinance without a complaint. The question went to the Town Attorney, who added the language to authorize the police to enforce this ordinance. Donna Nashawaty stated it was up to the Board if you want that paragraph in the ordinance. After some discussion, the Board agreed they did not want the police to be able to enforce without a complaint. Motion to adopt the noise ordinance as amended, but strike the last paragraph regarding any Police Officer of the Town of Sunapee shall be a person of average sensibilities by Selectman Trow, seconded by Selectman Gottling. All in Favor.

Town Manager Report
Donna Nashawaty went over the changes to the letter that the Board made at the November 19th meeting. Motion to authorize Chairman Gallup to sign the ambulance contract letter by Selectman Trow, seconded by Selectman Hastings. All in Favor.
Donna Nashawaty asked if the Board had any questions or comments on the monthly budget update that they received.
•Donna Nashawaty reminded the Board that the Employee Christmas party will be held on December 19th at the Safety Services Building.
