Present: Fred Gallup Chairman, Shane Hastings, Joshua Trow, Suzanne Gottling and Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 6:30PM

Public Hearing on Noise Ordinance
Chairman Gallup opened the public hearing at 7:00PM
Some suggestions made by the public;
  • Change time from 6:30am to 7:00am.
  • Change to earlier time on Sunday mornings
  • Same hours in Section II and III  
  • Add social gatherings, music, etc.
  • Chief Cahill read into the record a letter received from Brian Garland regarding “jake brakes” on trucks.
The Selectmen will review the suggestions and discuss at the next meeting on November 5th.
Chairman Gallup closed the public hearing at 7:44PM

Scott Blewitt-Special Rec Fund
Scott Blewitt went over the summer expenses paid and the amount due to the general fund. Motion to transfer $2,924.69 from the special recreation fund to the general fund to cover the summer expenses by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
•To hold a silent auction at the Sunapee Harbor Magical Christmas, this will be the first Saturday in December.  Motion to approve and support the silent auction that will be held at the Sunapee Harbor Magical Christmas by Selectman Trow, seconded by Selectman Hastings. All in Favor.
•Scott Blewitt received the first bill for the aprons that were made up for the Sunapee Harbor Magical Christmas event, Scott Blewitt asked that the bill be paid from the special rec fund. Board motion to approve.

Betty Ramspott-E-Reg
Betty Ramspott would like the Board’s blessing and be able to offer residents the opportunity to register their vehicles online.  
Motion to allow the Town Clerk to start E-Reg as of January 1st and allow the Town Clerk to collect the $2 convenience fee by Selectman Gottling, seconded by Selectman Hastings. All in Favor.

Public Comments
Peter Urbach updated the Board that the Abbott Library Trustees have selected a new library director who will be starting the position as of December 1st.  
Charlotte Brown wanted to know the date of the budget hearing session. Chairman Gallup replied that the budget session will be held on Friday, November 2nd.

Selectmen Action
Chairman Gallup read the warrant regarding the date, time and place to vote on November 6th. The signed warrant will be posted at the Town Hall and the polling place.
New Committee Appointments from the Budget Advisory Committee and Recreation Committee were introduced to the Board. Spec Bowers asked if the Town Manager could take the new Budget Advisory Committee members on the tour of the town properties, which was very helpful. Donna Nashawaty will arrange a date and time that will fit in Veronica Hastings and John Augustine’s schedule.    
•Motion to appoint John Augustine to the Budget Advisory Committee by Selectman Gottling, seconded by Selectman Trow. All in Favor.
Chairman Gallup read the resignation letter from Richard Quinlan, Trustee of the Trust Fund.
Chairman Gallup read a note from Crystal Vigneault regarding painting white lines at the intersection of Riverside and Sleeper Road. The note will be given to the Highway Safety Committee for their review.
•Motion to sign the Wastewater Treatment Plant Intertown Agreement by Selectman Trow, seconded by Selectman Hastings. All in Favor.

Town Manager Report
Need Selectmen quorum for election night
•Motion to accept the $2500 grant from PSNH for the covered bridge by Selectman Trow, seconded by Selectman Gottling. All in Favor.
•Corrected MS-1 with settlements on three (3) cases has been submitted
•Donna Nashawaty went over the coalition questions with the Board regarding education funding.
•Donna Nashawaty told the Board that Dwayne Abbott, foreman at the Highway garage and Tom Bennett, foreman at the Transfer Station will run the daily operations in Tony Bergeron’s absence.
•Donna Nashawaty reviewed the details of the New London Hospital Ambulance contract.

8:48PM A motion was made by Selectman Gottling to go into non-public session under RSA 91-A: 3 II (c) Matters which, if discussed in public, would likely affect adversely the reputation of any person unless such person requests an open meeting. the motion was seconded by Selectman Trow and roll call vote approved unanimous.  

9:57PM A motion to returned from non-public session by Selectman Gottling, seconded by Selectman Hastings and roll call vote approved unanimous.

A motion to seal the minutes by Selectman Hastings, seconded by Selectman Trow

Donna Nashawaty gave the Board a copy of the Community Alliance contract and discussed her desire to make that position into a public employee.

10:04PM A motion was made by Selectman Gottling to go into non-public session under RSA 91-A: 3 II (b) consideration of the hiring of a public employee. The motion was seconded by Selectman Hastings and roll call vote approved unanimous.

10:22PM   A motion to returned from non-public session by Selectman Gottling, seconded by Selectman Trow and roll call vote approved unanimous.

A motion to seal the minutes by Selectman Hastings, seconded by Selectman Trow.

Motion to authorize the Town Manager to create a welfare position and draft a letter to Community Alliance by Selectman Trow, seconded by  Selectman Gottling.
