SUNAPEE BOARD OF SELECTMEN
6:30 PM Town Office Meeting Room

Chairman Gallup opened the meeting at 6:30PM

Public Comments
Chairman Gallup made a personal comment regarding the political signs in from of the Information Booth. Chairman Gallup looks at it as the Town’s front lawn and wishes the candidates would not put their signs there.   

Selectmen Action
Chairman Gallup stated that the current noise ordinance was adopted in 1981 at the Town meeting; it’s fairly vague and broad. Chairman Gallup went on to say that Chief Cahill presented the Board with a “draft” noise ordinance that the Board will be discussing at tonight’s meeting. The following are some of the comments or suggestions that were made; missing amplifiers or audio equipment, allow early morning construction travel departures and deliveries, especially during the spring when roads are posted, unamplified human voice (unreasonable noises), add paragraph for weddings or social events with a time limit of 11:00PM. Chief Cahill will make the changes to the “draft” noise ordinance and present an updated ordinance to the Board at the September 24th meeting.



Chief Cahill said that a press release (attached) was issued regarding the burglaries that have been occurring in Sunapee. Sunapee Police have arrested and changed Christopher Ferraro with one count of burglary and property taken from Ferraro has been identified by victims in five (5) burglaries in Sunapee and two (2) burglaries in Goshen.  
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Sunapee PTO to use the Harbor for Chowder Challenge on September 30th by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Elizabeth Buck/Travis White to use the Gazebo for a wedding on October 6th by Selectman Smith, seconded by Selectman Trow. All in Favor.

Chairman’s Report
•The Highway Safety Committee received a letter from the Grandliden Association regarding their concerns about the intersection of Route 11 and Old Grandliden Road. The committee decided to contact the State Traffic Division to ask to change the traffic pattern to a single lane before Grandliden Road.    
•Selectman Gottling updated the Board on the meeting she attended regarding the County Capital Reserve Fund, which was approved.

Town Manager
•Donna Nashawaty presented the Board with the audit report and manager’s letter. The audit firm can make a meeting on October 1st at 7:00PM for presentation. Donna Nashawaty explained that she will be at a conference on October 8th, so this change works for all.  
•MS-1 is up about 2 million and will be filed tomorrow morning.
•Donna Nashawaty met with Fire Engineers regarding draft hospital ambulance contact.
•Applied to PSNH for a Community Development Grant for Bridge
•HEB Engineering has filed on the town’s behalf the Dredge & Fill Application for Lower Main Street Bridge.
•Employee Picnic will be held on September 26th at noon.
•Voting need three (3) selectmen at polls to sign-off the ballot.
