Van Webb-Johnson Conservation Easement
•Van Webb gave the Board details of the Wendell March Conservation Project. The Conservation Commission is hoping to work with the Water & Sewer Commission to conserve the Wendell Marsh area. The Conservation Commission knows there are drinking water resources on the land and would like to place a conservation easement on the properties while reserving the right to use the drinking water resource only for municipal drinking water purposes. The Conservation Commission’s ultimate goal is to purchase the properties now owned by Jolyon Johnson and MRT Investment, enroll all parcels as Town Forest and adjust the existing town forest boundaries to allow expansion and development of the treatment plant. Van Webb reviewed the Sunapee Springs permit timeline, details, current property ownership, infrastructure and right of way over Treatment Plant Road.
  
•Brief update on the Conservation Commission Fund availability and restrictions.
•Ausbon Sargent and Conservation Commission are preparing a grant application to LCHIP and the moose plate programs to partially fund the purchase of the 144 acre Wendell Marsh North property from Jolyon Johnson.
Motion to approve Ausbon Sargent and Conservation Commission’s application to LCHIP for $43,000 by Selectman Gottling, seconded by Selectman Hastings.
All in Favor.
Chairman Gallup made a motion “the Board is in favor of the Johnson and twelve acre parcel in the concept as presented” seconded by Selectman Gottling. All in Favor.     
•Van Webb gave details of the Gore lot, which are two tracts of land granted to the town totaling approximately 1.25 acres located on Ledge Pond. The Conservation Commission would like to explore the possibility of selling the Gore lot for at least fair market value based on a qualified appraisal, if the funds from the sale are designated for a future conservation project, such as conservation of the Wendell Marsh area.  

Selectmen Action
•Motion to approve the MS-5 by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
Donna Nashawaty went over the legislative policy recommendations with the Board, which only had questions on two (2) recommendations:
1) Public Notification Responsibility under RSA 482:13: II (Dam Owners)-not adding to town responsibility.
2) Highway Fund-allow if only funds to stop syphoning other things.  
Motion to authorize the Town Manager to vote the Board of Selectmen position on the recommendations and authorize Chairman Gallup to sign Town Manager’s permission to vote by Selectman Trow, seconded by Selectman Gottling
•Motion to enter into the Hydro Management Group Agreement and authorize Chairman Gallup to sign agreement by Selectman Trow, seconded by Selectman Hastings. All in Favor.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by the Harbor House Livery Committee to use the Harbor House Livery for an open house on September 2th by Selectman Gottling, seconded by Selectman Hastings. All in Favor.
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Sullivan County Public Health to use the safety Services Building on September 5th by Selectman Trow, seconded by Selectman Hastings. All in Favor.

Town Manager
•Chairman Gallup read into the record a memo from Chief Cahill updating the Board on the recent burglaries. Donna Nashawaty also read into the record an email received this afternoon from Chief Cahill updating the Board on recent arrests connected with the burglaries.  
•Donna Nashawaty read into the record a letter received from the NH DOT regarding the Lake Sunapee Scenic and Cultural Byways project that includes Sunapee, New London and Newbury. Donna Nashawaty stated that all three (3) towns were disappointed and disgusted and the project is now dead.

•Donna Nashawaty will schedule a presentation by the Auditors to the Board.
•The all-day budget session with the Board and department heads will be held on the first Friday in November.
•The Sullivan County Delegation will hold a meeting on Thursday, September 6th at 6:00PM at the Sugar River Bank Community Room to accept public comments regarding the establishment and initial funding of a Sullivan County Capital Reserve Fund.
Donna Nashawaty received a letter from the Attorney General’s office regarding the Inter-municipal agreement between the Town of Sunapee and the Town of new London. The agreement could not be approved as currently drafted because it did not contain the required provisions. Suggested additions to the language have been provided to Sunapee’s legal counsel. Upon receipt of the amended agreement, the Attorney General’s office will conduct an expedited review.
