Project Sunapee-Covered Bridge
Donna Gazelle and Gene Hall are here tonight to update the Board of Selectmen about the covered bridge project. Donna Gazelle stated that they broke ground today and there was a lot of excitement in the air. Brent Stocker gave the Board an updated on the construction work and stated that the community really came to bat on this project. The following has donated their equipment and time to the project; Brent & Josh Stocker, Mark Usko, Ted Gallup,~Kevin Barton, Peter Hill,~Rick Geddes (& their crews). Also the following have donated materials; United Concrete (Gavin family), Carroll~Concrete, LaValleys, United Construction & Sunapee Graniteworks. Many other offers of construction labor and materials will be utilized as bridge construction proceeds.~Barbara Sullivan from Project Sunapee is here to donate $81,300 for the kit, delivery, assembly of the kit. Chairman Gallup asked if a public hearing has to be held to accept the donation. Donna Nashawaty said one of the reasons she gave the Board the timeline of bridge meeting minutes was to show the following; on April 11, 2011 a public hearing was held to take public input for acquiring a pedestrian bridge over the Sugar River and a motion was made to accept donations of up to $35,000 from Project Sunapee for transportation of the bridge. A motion was made on September 12, 2011 to accept a $6,500 donation from Project Sunapee for engineering. On December 19, 2011, a motion to hold a public hearing to accept the bridge abutment gift, the meeting was held on January 30th and there was a motion to accept bridge abutment gift. Donna Nashawaty went on to say that the Board of Selectmen has signed a building permit and the land disturbance application that had to be approved by the state. So at this point the Board can decide to accept the donation as a public hearing with public input was held. Motion to accept the $81,300 from Project Sunapee for the purchase and construction of the covered bridge by Selectman Hastings, seconded by Selectman Trow. All in Favor

Public Comments
Charlotte Brown feels that skateboards or longboards are a means of transportation for some people going to Dewey Beach and is not in favor of an ordinance that would restrict skateboarding or longboarding on some streets. Nate Emery wanted to thank Donna Nashawaty for all of her help with the skate park. Nate Emery feels that if the Board bans longboarding on Lake Ave. and Garnet Street it will be more dangerous because other streets have old pavement and are cracked, but Lake Ave. is smooth and the best place to go. Another teenager stated that Lake Ave. is also in the harbor where a lot of the kids hang out, but Lake Ave is better than in the harbor because it’s not as busy as the harbor.
John Augustine asked the kids if they thought it was dangerous to longboard on the streets. The kids replied no. John Augustine asked if the kids thought they were reckless or pose a danger to public safety. The kids replied no. Another teenager spoke to an officer, who said he didn’t have a problem with it, that people in town did. John Augustine is very encouraged that this many teenagers came to the meeting tonight. Chairman Gallup responded that the Board welcomed their input. John Augustine was glad to see the skateboard article on the front page of the Intertown Record, which will raise public awareness on the skateboard ordinance discussions. Chairman Gallup gives the credit to the reporter who covered the meeting and stated the Board is very happy to have the reporters whenever they can attend the meetings.
Chairman Gallup went on to say that the town posts the meeting agendas in public places, on the website and in the newspaper when there will be a public hearing. Donna Nashawaty stated that the best way to find out what’s going on in town is to sign up for news and announcements on the website. Cheryl Summerton asked what the next step in the skateboard discussions would be.  Chairman Gallup stated that the Board needs some time to review the information that they received, take into consideration the public comments, have a Board discussion and then if warranted a public hearing. Cheryl Summerton asked if she should read the minutes. Chairman Gallup said the minutes would reflect if the Board discussed the skateboard ordinance or the agenda will say what the Board will be discussing at the meeting. Chairman Gallup went on to say that once the Board has been able to discuss the skateboard ordinance they might decide they don’t want to go any further with a skateboard ordinance. Donna Nashawaty stated that if there was a public hearing on the skateboard ordinance it would be published in the Intertown Record and be under the appointment section of the Board of Selectmen agenda.       

Selectmen Action
•Motion to authorize Chairman Gallup to approve the John Turner Consulting Wastewater Treatment Plant contract by Selectman Smith, seconded by Selectman Gottling.  All in Favor.
•Motion to waive the Wastewater Treatment Plant building permit, sign permit and land disturbance fees by Selectman Hastings, seconded by Selectman Smith. All in Favor.
•Motion to appoint Rhonda Gurney as an alternate to the Recreation Committee by Selectman Smith, seconded by Selectman Hastings. All in Favor

Chairman’s Report
Chairman Gallup wanted to bring up to the Board that he spoke to his nephew about volunteering some time to work with Chairman Gallup on the perambulation town lines. Donna Nashawaty suggested that a Scout troop might be interested in helping out or it might be a good senior project for someone in forestry. Donna Nashawaty will email the Principal of the high school to see if anyone would be interested.   

Town Manager
•Donna Nashawaty presented the Board of the Summer Town Meeting agenda.  
•Donna Nashawaty received a letter from Sullivan County Commissioners, the Commissioners will not be moving forward with the Emergency Operations Center.
•Donna Nashawaty read a letter that was received from the residents of Burkehaven Hill expressing the concerns of the road between Heritage Drive and the bottom of the hill. The residents feel it’s in need of great repair. Donna Nashawaty spoke with Tony Bergeron and there is no money in his budget for this project. Donna Nashawaty will ask Tony Bergeron for an assessment of the road and some estimated figures for repair for the next meeting.



Selectman Trow had a question on the hospital ambulance email he received this afternoon, is the Board letting that sit until something is figured out. Donna Nashawaty has some questions that need to be answered by the hospital before she comes to the Board with recommendations, probably by the August 13th meeting.
