SUNAPEE BOARD OF SELECTMEN

Chairman Gallup opened the meeting at 6:30PM

Ludwig Gift Public Hearing opened at 7:00PM
Chairman Gallup stated that this is the second of (2) public hearings pursuant to
RSA 41:14-a Acquisition or sale of land, to accept the gift of the 2.23 acre parcel owned from the Ludwig Family. The property is located on the westerly side of Jobs Creek Road, and abuts the land of the Sunapee Town Forest known as “Dewey Woods”. A notice was published in the Intertown Record as required. The Board will vote to accept the gift on Friday, February 24th at 1:00PM.

Tony Bergeron
•Tony Bergeron reviewed the project financing summary/repayment option for the street light replacement, under the Smart Start Program with PSNH.
Tony Bergeron reviewed the FEMA funds the Town received from Hurricane Irene. The total cost that was applied for was $21,557.05, which (75%) seventy-five percent or $16,167.79 was paid.

Public Comments
Peter Urbach wondered now that the street light program was finished, when would the signs on the poles be removed that state the pole could possibly be removed? Tony Bergeron stated they would be removed.   

Selectmen Action
•Motion to allow Chairman Gallup to sign the use of facilities application submitted by Lake Sunapee Cruising Fleet to use the Safety Services Building for a meeting on May 12th by Selectman Brown, seconded by Selectman Gottling. Unanimous.
•Motion to grant Tony Bergeron, Road Agent permission to post the roads during the months of March and April by Selectman Gottling, seconded by Selectman Brown. Unanimous.

Chairman’s Report
•Chairman Gallup commented on the (2) house bills, pole tax and property tax relief bills.
Donna Nashawaty stated that on Wednesday, February 15th the Senate votes on CACR12 ed funding amendment, that would give the Legislature full power and authority and the responsibility to define reasonable standards for elementary and secondary public education, to establish reasonable standards of accountability and to mitigate local disparities in educational opportunity and fiscal capacity. On Thursday, February 16th at 11:00AM. The Coalition is looking for members to show support at a news conference in the lobby of the Legislative Office Building in Concord to urge the House to follow the Senate’s expected passage of CACR12. The Board members stated that they would not be able to attend. Donna Nashawaty asked if the Board would like her to ask Richard Leone who attended the last session. Chairman Gallup suggested that Stephen White might also be interested in attending. Donna Nashawaty will email invitations to both of them.
Donna Nashawaty informed the Board that she will be speaking on behalf of risk management on SB212, which is drafted to make changes to the statute governing public sector risk pools, RSA 5-B.
•Donna Nashawaty reminded the Board that a majority of the Board (3) was needed to sign off on the ballot boxes Tuesday, March 13th.

Town Manager Report
•Donna Nashawaty presented the fund balance policy. Motion to adopt the fund balance policy as presented with correction of the word reducred to reduced by Selectman Brown, seconded by Selectman Gottling. Unanimous.
