SUNAPEE BOARD OF SELECTMEN
6:30PM Town Office Meeting Room
Monday, December 9, 2013

Present: Fred Gallup Chairman, Shane Hastings,
Joshua Trow, Suzanne Gottling and Donna Nashawaty, Town Manager
Absent: Emma Smith Vice-Chairman

Chairman Gallup opened the meeting at 6:30PM.

REVIEW OF ITEMS FOR SIGNATURE:
Motion to approve the following CZC’s:
Parcel ID: 0107-0005-0000 47 Otter Hill Road Sharon & Jeff Knapp
By Selectman Gottling seconded by Selectman Hastings Unanimous
Motion to approve the following Land Disturbance Bond:

By Selectman Hastings seconded by Selectman Trow Unanimous
Motion to approve the following Sign Permit:

Motion to approve the following Intent to Cut:

APPOINTMENTS
7:15PM-Scott Hazelton received a reimbursement check from FEMA for $4, 972.46. Scott Hazelton would like to use the funds to purchase 3/8-inch washed chip stone for treating the Towns gravel roads in the winter. Motion to accept the check from FEMA for $4,972.46 and use for the purchase of 3/8-inch washed chip stone by Selectman Gottling, seconded by Selectman Hastings. Unanimous.     
7:30PM-Scott Blewitt received a second check for $200 from the Sunapee Seniors, which he would like to use towards the skating rink liner. Motion to accept the $200 donation from the Sunapee Seniors to spend on the skating rink liner by Selectman Hastings, seconded by Selectman Trow. Unanimous.
Scott Blewitt also received a donation from the Dewey Family for $500, which he would like to use towards signage for the skating rink. Motion to accept the $500 donation from the Dewey Family and allow Scott Blewitt to use it for the purposes he expressed by Selectman Gottling, seconded by Selectman Hastings. Unanimous.
Scott Blewitt also wanted to thank the Police, Fire, and Highway Departments in helping make the Turkey Trot and Looney Lunge successful events.      


SELECTMEN ACTION
•Budget Discussion Recommendations
        •The Board level-funded the service agencies and at this point, there is no     need for the agencies to come in to discuss increases.  
        •The Board decided to put the Highway Lease Purchases for grader and the Dump   Truck (H-3) on the warrant.
        •The Board decided not to support the warrant article regarding engineering     services for the Route 11. Donna Nashawaty will ask Michael Marquise if
        they want to withdraw the article.  
        
•Highway Water Service
Donna Nashawaty said they are now blasting on the Library site. We need to install service beyond what would be the library asphalt area; it would cost the Town no more than $31,000 to extend the water connection. The money would come from the Town Building Maintenance Capital Reserve Fund. Motion to approve the expenditure of up to $31,000 out of the Town Building Maintenance Capital Reserve Fund, for extending the water line 10 feet beyond the pavement, for future expansion to the Highway Garage by Selectman Trow, seconded by Selectman Gottling. Unanimous.
•Committee Resignations-The Board wanted to thank Jean Molloy and Peter Spanos for their service on the Abbott Library Trustees Board.
•Appointments-Xan Gallup and Tom Mickle Abbott Library and Stephen White Harbor House Livery.
Motion to appoint Tom Mickle to become a Library Trustee until the next election in March by Selectman Gottling, seconded by Selectman Hastings. Unanimous
Motion to appoint Xan Gallup to become a Library Trustee until the next election in March by Selectman Trow, seconded by Selectman Hastings. 3 in Favor 1 Abstain
Motion to reappoint Stephen White to the Harbor House Livery Committee by Selectman Hastings, seconded by Selectman Gottling. Unanimous
•Chairman Gallup read the letter from Upper Valley Lake Sunapee Regional Planning Commission asking the town to sign a USDA Grant Support Letter. Motion to authorize Chairman Gallup to sign the UVLSRPC USDA Grant Support Letter by Selectman Trow, seconded by Selectman Gottling.

Chairman Gallup reminded the Board that their next regularly scheduled meeting is on Monday, December 23rd, would you want to cancel the meeting or see if anything comes up that needs to be addressed, there is nothing on the agenda. The Board agreed that they would meet on the 23rd if needed.
Donna Nashawaty also reported that the taxes are 90% collected, December 6th was the due date.
