SUNAPEE BOARD OF SELECTMEN

Selectman Gottling opened the meeting at 6:32PM.

APPOINTMENTS
7:00PM-Becky Rylander, Historical Society
Becky presented to the Board a request to use the original Abbott Library building as a historical library, to preserve and protect Sunapee’s history and make it accessible. Chairman Gallup stated that the Board has not had the chance to discuss uses for the original Abbott Library, but will keep the Historical Society in mind as a tenant.

7:15PM-Scott Blewitt-Looney Lunge
•Scott Blewitt asked permission to hold the Looney Lunge, which is part of Magical Christmas Celebration on Saturday, December 7th. Scott Blewitt is starting the planning early because there is an anonymous donor, who is willing to donate $10 for every person that jumps in the lake, up to $1000. The monies are a donation to the Sunapee High School Class of 2014. Motion to approve the Looney Lunge on December 7th by Selectman Gottling, seconded by Selectman Trow. Unanimous.
Scott Blewitt spoke with Scott Hazelton, Highway Director asking if something could be done “in-house” to make field improvements to Veterans Field. Scott Hazelton said he was getting some new graders delivered on a trial basis and thought it would be a good opportunity for the Highway crew to get some “practice time” on the equipment. Scott Blewitt would like to take funds from the revolving fund buy materials to make the field improvements. The estimated cost of the project is $10,000, but that will not be determined until Scott Hazelton and Scott Blewitt meet on-site. Scott Blewitt has the money in his budget. Donna Nashawaty asked if the Recreation Committee was aware of this project, and wanted to make sure the Recreation committee was kept in the loop. Selectman Gottling asked if this would be an ongoing problem. In Chairman Gallup’s opinion, spending the $10,000 on improvements and getting some “hands-on” experience for the Highway crew on the new equipment will only improve the field.    

7:35PM-Gary Szalucka/Richard Jaffe  
Gary Szalucka, President of the Perkins Pond Protective Association came to the meeting to thank the Board of Selectmen and Donna Nashawaty for all their perseverance throughout the years and continued efforts in getting the sewer line extended to the residents of Perkins Pond. Gary Szalucka went on to say, a letter was sent to the Board of Selectmen from the Perkins Pond Protective Association that stated at their fall meeting there was a lengthy discussion about the alteration over many years of both the grade  and the slope of the roads surrounding the pond. The Association members overwhelming discussed, voted, and approved the following motion made by Mr. Richard Jaffe:
“That, the Perkins Pond Protective Association ask the Town of Sunapee to construct the sewer system (including connections) at a grade sufficient to allow for a road configuration at a later date should the Town conclude that such reconfiguration would be in the best interest of the residents of Perkins Pond and the general community.”    
Chairman Gallup stated that at this point, the Board has to work with the dollar amount on the warrant article, but the Town can have Scott Hazelton, Highway Director work with the sewer contractors and try to improve the situation over the course of the sewer installation. Donna Nashawaty added that David Bailey, Water & Sewer Superintendent and Scott Hazelton, Highway Director have both been out reviewing with the Perkins Pond Project Engineers the process and how things will happen.
Donna Nashawaty went on to say, that the sewer project could not be impacted by the road improvements. Scott Hazelton is looking over some options to widen the road and improve the drainage issues.     
 
SELECTMEN ACTION
Motion to approve the transfer of $18,319.31 from the Special Rec Fund to the General Fund by Selectman Trow, seconded by Selectman Hastings. Unanimous.
•Motion to set the public hearing on October 28th at 7:00PM for the pole license amendment by Selectman Gottling, seconded by Selectman Trow. Unanimous.
•Motion to set the public hearing on October 28th at 7:10PM for the unanticipated funds (FEMA) by Selectman Trow, seconded by Selectman Hastings. Unanimous.
•Motion to accept the resignation letter from Isabel Torno, Thrift Shop and send a thank you letter by Selectman Gottling, seconded by Selectman Hastings.  Unanimous.
•Motion to accept the resignation letter from Craig Heino, Recreation Committee and send a thank you letter by Selectman Hastings, seconded by Selectman Trow.  Unanimous.
Jo Hill, Thrift Shop appointment. The appointment certificate will be signed by the Board at the October 28th meeting.
In reviewing the recreation revolving funds transfers it was discovered the expenditures for the 2012 turkey trot that were accounted for in the December 17th Board of Selectmen’s minutes totaling $7,717.39 had been accounted for, some before the event and some after the event. •Motion to reverse the $7,717.39 from the recreation revolving fund to the general fund Selectman Gottling, seconded by Selectman Trow. Unanimous

PUBLIC COMMENTS    
•John Augustine wanted to know what the process would be in finding an occupant for the old Abbott library. Chairman Gallup stated that the Board has not had a chance to discuss any future uses for the old library.  
•Brian Garland wanted to know when public comments would be taken on the bridge jumping ordinance. Chairman Gallup replied during the Board discussion, if the public wanted to contribute to the discussion that he would concern it.   

SELECTMEN ACTION CONTINUED
Selectman Gottling felt the proposed bridge jumping ordinance was straightforward. Selectman Trow and Selectman Hastings felt it was annoying that the Board had to think about another ordinance to enforce. Chairman Gallup said the problem was the proximity of the dam. Brian Garland, Sunapee resident wanted to encourage the Board not to adopt another regulation or ordinance in the Town. Brian Garland went on to say, it should be up to the parents to make sure their children act in the proper manner. After more discussion, the Board decided to put the bridge jumping ordinance on back burner until next summer.



Chairman’s Report
Selectman Trow wanted to remind the Board of the upcoming Upper Valley Regional Planning Commission meeting this Thursday at 5:30PM in the Town Meeting Room.

TOWN MANAGER REPORTS
Better Future Alliance Update-The tally will start as of contract acceptance and then given on a quarterly basis, they are working on process.
•Library Groundbreaking-Friday, October 18, 2013 at 3:30PM
•Donna Nashawaty reviewed the monthly budget report with the Board.
•John Augustine asked if the tax rate has been set, Donna Nashawaty replied, no it has not. Appointments to set tax rate will not start until after October 23rd.
