SUNAPEE BOARD OF SELECTMEN
Monday, August 26, 2013

Chairman Gallup opened the meeting for review of items for signature at 6:30PM

Appointments
7:00PM-Wendell Marsh North Property Acquistion Public Hearing
•Chairman Gallup opened the public hearing on the acquisition of the Wendell Marsh North Property acquisition at 7:00pm. This is the second of two required public hearings.
Chairman Webb recapped the steps the Conservation Commission has done to acquire the property. Beth McGinn from Ausbon Sargent stated that there were a couple of minor corrections made to the deed. The closing on the property will be at the September 3rd Board of Selectmen’s meeting. Chairman Gallup wanted to thank Jolyon Johnson for buying the property, which gave the Town, Conservation Commission, and Ausbon Sargent time to get the funding for this great project. Chairman Gallup closed the public hearing at 7:10PM.
7:20PM-Chief Daniel Ruggles, Sunapee Fire Department
Chief Ruggles came to give the Board a “heads up” that during the annual service by Lakes Region on the tanker, it was discovered that it had a broken frame. The frame has been welded several times and the tanker will not pass inspection, so as of March it will be out of service. Chief Ruggles stated that the department would be asking for a new tanker in March, which an estimated price of $150,000-$200,000. The tanker was on the schedule to be replaced, in 2015.    
7:30 PM Chief David Cahill-Sunapee Harbor Boat Ramp
Chief Cahill met with the Chowder Challenge Committee to discuss the upcoming Chowder fest that will be held on Sunday, September 29th from noon to 3:00PM.
Chief Cahill stated that the committee originally wanted to close River Road for some of the festivities, but instead they decided to hold in the harbor. Chief Cahill suggested that the Town shut down the Sunapee Harbor boat ramp for the morning and reopen it at 3:00PM, which would keep all the festivities in the same area. The Police would be direct the public to use the Georges Mills boat ramp. Since the Sunapee Harbor boat ramp would be closed, the Police would not be issuing parking tickets at the Georges Mills boat ramp. Chief Cahill asked the Board if they had any issues with closing the Sunapee Harbor boat ramp during the Chowder fest. Chairman Gallup suggested a few things; advertisements alerting the public that the Sunapee Harbor boat ramp will be closed during the Chowder fest and allowances for parking at the Georges Mills boat ramp, maybe at Sunapee Cove and also at the former doctor’s office across the street. Chief Cahill suggested an ad in the Kearsarge Shopper, the Police department’s electronic sign in the harbor or along Main Street, WNTK, and local newspapers. Selectman Gottling suggested that maybe the lake hosts could pass out flyers two (2) weeks prior to the event. Motion to allow the Police Chief to close the Sunapee Harbor boat ramp for the Chowder fest on Sunday, September 29th from 7:00AM to 3:00PM by Selectmen Hastings, seconded by Selectman Trow. Unanimous

Chairman Report
Selectman Gottling will not be available for the annual budget session scheduled for Friday, November 1st and asked if it the date could be changed. The Board gave Donna Nashawaty the dates that would not work for them. Donna Nashawaty will talk to the Department Heads and Budget Committee regarding alternate dates and put on the next agenda for discussion.  
Town Manager
Donna Nashawaty spoke on behalf of Scott Hazelton, Road Agent regarding the eight (8) cubic yard dump body replacement proposal. The H-5 Dump Truck is a 2004 International DT 530. The rust and deteriorating condition of the dump body is likely the result of 8+ years of winter road maintenance, use of road salt and use as a construction vehicle for summer roadway maintenance. Donna Nashawaty went on to say, there is $5,000 in the Highway Vehicle Repair line, which was earmarked to complete the repairs to the dump body. Scott Hazelton received an estimate from H.P. Fairfield in late May that exceeded the $5,000 budget. In late July, H.P. Fairfield contacted Scott Hazelton stating that the State of Vermont had ordered a 9’ Lanau full dump body, but decided not to use it, it was never installed and is in new condition. The Lanau dump body is the same size as the existing dump body, but does not have a live bottom, which would require the purchase of a “drop-in” tailgate sander. The cost of the used Lanau dump body is $4,999, which Scott Hazelton would like to purchase out of the Highway Vehicle Repair line. To complete the package, Scott Hazelton received a quote from H.P. Fairfield for a used 9’ x 56’ Swenson stainless steel sander for $10,500, installed and $2,626 to install Lanau dump body. Scott Hazelton is seeking your authorization to fund the installation of the dump body and to purchase the used stainless steel drop in sander from the Used Equipment Capital Reserve Fund, the amount is $13,126. After much discussion, the Board had several questions, so Donna Nashawaty will get the answers and report to the Board at the September 3rd Board of Selectmen’s meeting.  

Public Comments
•John Augustine wondered if the MOU (memorandum of understanding) for Harbor House Livery were on an upcoming Board of Selectmen agenda. Donna Nashawaty said it was scheduled for September 16th.
•Peter Urbach asked if there was any update regarding the wooden boat vandalism. Chief Cahill stated on one the drain plug was removed, but the other was something with the boat. It is still an active case.

8:15PM-A motion was made by Selectman Trow to go into non-public session under RSA 91-A: 3, II (a) (employee issue) The motion was seconded by Selectman Hastings and roll call vote approved unanimous.

8:29PM-The Board returned from non-public session.

A motion was made to seal the minutes indefinitely by Selectman Trow, seconded by Selectman Hastings.
