SUNAPEE BOARD OF SELECTMEN
6:30PM Town Meeting Room
Monday, August 25, 2014

Present: Frederick Gallup, Chairman and Suzanne Gottling, Vice-Chairman, Shane Hastings, Joshua Trow, Emma Smith, and Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 6:37PM.

REVIEW OF ITEMS FOR SIGNATURE:
Motion to approve the following CZC’s:

BY Selectman Hastings, seconded by Selectman Trow. Unanimous.
Motion to approve and sign the 2014 MS1 by Selectman Trow, seconded by Selectman Hastings. Unanimous.

Chairman Gallup opened the Transfer/Recycling Station Ordinance Public Hearing at 7:00PM. Donna Nashawaty went over the changes made to Section 9. Enforcement and Penalties of the Transfer/Recycling Station Ordinance. Some of the changes; Sunapee Police Department is authorized to enforce the provisions of this ordinance and to make the penalty phrase more appropriate. Chairman Gallup closed the Transfer/Recycling Station Ordinance Public Hearing at 7:09PM. Motion to adopt as amended effective immediately by Selectman Trow, seconded by Selectman Gottling. Unanimous.

APPOINTMENTS
7:10PM –Becky Rylander, Historical Society came to present a proposal to the Board, at their request, to lease or purchase the Old Abbott Library. A quick review of the Historical Society; to act as volunteer archivists, helping the town preserve items of historical importance beyond the records kept by the Town Clerk. Becky Rylander touched on the yearly budget, assets, liabilities, and the goals of the Historical Society. Some of the reasons why the old Abbott Library building; nearly climate controlled, readily accessible year-round, and would preserve a historical building. The Historical Society is willing to explore the possibility of a partnership with either the town or the library or both. The relationship could be governed by an MOU (Memorandum of Understanding) or MOU spelling out the roles and responsibilities of each party. After some discussion, Chairman Gallup was not sure if there was more the Board could do with this proposal. Chairman Gallup asked the Board if they wanted to let the Historical Society put together an MOU and put some feelers out on what might be available for funding. In the meantime, the Board will work with the Library Trustees on the cy-pres.      

SELECTMEN ACTION
•Motion to authorize the Chairman to sign the Revised Pole Location Pole-Bradford
Road by Selectman Trow, seconded by Selectman Hastings. Unanimous
•Motion to approve the Pole License-Lake Ave. No. 4/106A by Selectman Trow,
seconded by Selectman Gottling. Unanimous.
•Motion to allow the Ucci & Knisley Wedding (Sunflower Seeds) to be planned as
presented by Selectman Gottling, seconded by Selectman Hastings. Unanimous
The Board reviewed the request from Gallup Wedding Party to park a travel trailer/camper in the dirt parking lot behind the Gazebo. Motion to have the Town Manager draws up a temporary parking permit for the day to Gallup Wedding Party by Selectman Trow, seconded by Selectman Gottling. 4 in Favor 1 Abstain
•Motion to approve the use of facilities form for the Lyons & Leonard Wedding on
6/13/15 at the Gazebo by Selectman Hastings, seconded by Selectman Trow.
Unanimous.
•Motion to approve the use of facilities form for the Relay for Life on 6/20/15-6/21/15
at Veterans Field by Selectman Gottling, seconded by Selectman Trow. Unanimous.
• Motion to approve the use of facilities form for the Elkins Fish & Game Lake-A-
Thon on 6/27/15 at Sunapee Harbor by Selectman Hastings, seconded by Selectman
Smith. Unanimous.
•The Board received the updated legislative floor policy proposals. After some discussion,  Donna Nashawaty will make a table so the Board can vote on each proposal and review results at the next Board of Selectmen’s meeting.  
•Donna Nashawaty stated that she is working with a citizen from the community who would like to set up a trust for when she passes away to assist residents of Sunapee with welfare needs not covered by the Town. The trust would only be funded by $100 until her death. Donna Nashawaty said the language of the trust is being worked out and had hoped to present a draft copy to the Board tonight; there will be a conference call on Wednesday, August 27th and she’s hoping to have a firm draft at the next Selectmen’s meeting on Monday, September 8th.

CHAIRMAN’S REPORT
•Today was Chuck Goyette Day, which was proclaimed at the June 30th visioning session by the Board of Selectmen. With the love and support of the Sunapee community, Chuck did his final shift as the School Crossing Guard.   












TOWN MANAGER REPORTS    
Donna Nashawaty stated thru 07/31/14 the Hydro Fund Balance was $482,000 and the income was $182,385.  
•Donna Nashawaty wanted to talk to the Board about setting up a policy regarding retirement level of gift. Donna Nashawaty presented a table representing years of service and level of monetary gift. The Board does not need to decide now, but Donna Nashawaty wondered what the Board wanted to do for Tom Bennett, who will be retiring after 26 years with the Town.
•Tom Bennett’s retirement party is Friday, September 12th at the Lil Red Baron in Newport.
•Donna Nashawaty presented the Library Slide Show to the Board; the Board decided to digest the information and come back with thoughts at the September 8th meeting.
