Chairman Gallup opened the meeting at 6:30PM.

APPOINTMENTS
7:00PM Jerry Little State Senate Candidate
Jerry Little, Republican candidate for the State Senate came to introduce himself to the Board of Selectmen.

7:15PM Chief Dan Ruggles-New Fire Truck Purchase
Chief Ruggles went over the details of the fire truck proposal with the Board from E-One Emergency Products for the 3000-gallon wetside tanker International 7400 2 DR 6x4 chassis. The price quoted was $267,107, with an optional 100% vehicle prepayment discount of $2,680. Motion to approve the purchase of the fire truck as presented with the reduced price based receipt of an acceptable performance bond by Selectman Gottling, seconded by Selectman Hastings. Unanimous.
PUBLIC COMMENTS
Jan Bettencourt stated that she went to the transfer station to dump brush from her yard only to find the facility that takes our brush is temporary closed. Is there any way the Town could find another company to take the brush or store the brush until the facility reopens? Chairman Gallup stated that the facility that takes our brush does not charge the Town. Don Bettencourt asked if the Board has looked at other alternatives. Chairman Gallup replied that any other alternatives would require money. Mr. Bettencourt asked if there was a budget to manage this. Chairman Gallup replied that it is absorbed into the Transfer Station budget.     
•John Augustine updated the Board on the last Harbor House Livery Meeting. There was a large turnout from the public, but no questions or comments were solicited despite the large turnout. Mr. Augustine stated it was greatly appreciated that the Board of Selectmen asks for public comments. The fact that the Harbor House Livery Committee never ask for public comments sticks out like a sore thumb. The meetings for July and August were cancelled, and if any new business came up that, they would handle it via emails, which Mr. Augustine did not think was acceptable and would like the Board to look into that. Some of the topics on the table discussed were painting the building and fixing the clock. Mr., Augustine’s question is do they have the authority to fix to do these projects or do they have to come to the Board for approval. Donna Nashawaty believes that the Board authorized both projects.
SELECTMEN ACTION
•The Board received a refund request for $25 for a lost transfer station decal from Nancy Fleming. Mrs. Fleming came in because she thought her guests had lost the pass, only to come back 20 minutes later saying she found the pass and asking if she could get her money back. Mrs. Fleming was told she would have to write a letter to the Board of Selectmen requesting a refund. Motion to authorize the decal refund request, on the condition, the second guest pass issued will be returned, by Selectman Trow, seconded by Selectman Hastings. Unanimous.    
•Use of facilities from the Jehovah Witnesses organization for a mobile cart in Sunapee Harbor, not necessary as described on permit.  
•Motion to approve the use of facilities from Vickery wedding for the gazebo on July 19th by Selectman Hastings, seconded by Selectman Gottling. Unanimous.
•Motion to approve the use of facilities from Council on Aging for Outdoor Recreation Day at Dewey Beach on September 2nd by Selectman Gottling, seconded by Selectman Hastings Unanimous.
•Motion to approve the NH Electric Co-op Pole License #3564 on Bradford Road, subject to Scott Hazelton’s agreement that the changes were made by Selectman Gottling, seconded by Selectman Trow. Unanimous
•Motion to adopt the job description for the Youth Sailing Instructor by Selectman Trow, seconded by Selectman Gottling. Unanimous.
•Motion to place on the pay table as a 1007 by Selectman Gottling, seconded by Selectman Trow. Unanimous



The Board discussed the results of the second visioning session. After much discussion, the Board directed the Town Manager to continue the two (2) c-pres reviews and meet with a broker based on the two (2) scenarios. Chairman Gallup asked if the Board wanted to put the item on the next agenda, the Board replied yes. In addition, Selectman Gottling suggested the Historical Society be approached to ask them what their financial capability would be if the Town kept the building. Would they be able to pay the overhead and a minimal charge? Selectman Gottling thought it would be interesting to have a committee, representing different entities, to consider the issues that the Board has been wrestling with to see if they can come up with a consensus. Donna Nashawaty stated that to form a committee you would have to give them a task. Selectman Gottling replied that the task would be to make a recommendation on the fate of the Old Abbott Library. Chairman Gallup asked the Town Manager to speak with the Historical Society and report to the Board at the next meeting.             

TOWN MANAGER REPORTS
Reminder-Jae Whitelaw, Mitchell Municipal will be conducting a training session to review the procedures regarding RSA-91-A on Monday, August 18th at 7:00PM in the Town Meeting Room.
•Donna Nashawaty reviewed the transfer station permit sticker procedures with the Board.
•Sullivan County Nutrition Services sent a letter in September requesting $2,456 for funding for the Meals-on-Wheels program for our July 2013-June 2014 fiscal year. This request was made based on the number of citizens who receive direct meal benefits. Because of an oversight, the letter was not received and only $2,100 was approved in the budget. Motion to provide the amount requested by Sullivan County Nutrition Services as noted in their letter Selectman Gottling, seconded by Selectman Hastings.
•Donna Nashawaty wanted to inform the Board regarding an article that appeared in the Messenger that Sunapee is hoping to increase New London’s share of the cost for sewer from 65% to 75%. The allocation of operating costs, which is based on a percentage of the wastewater flows for a given year, is supposed to be established yearly in July by staff from the two (2) towns, average flow for New London is 75%. Chairman Gallup suggested that a letter be sent to the Messenger from the Water & Sewer Commission explaining the process.
•The Board was presented the monthly budget through June 30th.
