Chairman Gallup opened the meeting at 6:30PM.

7:00PM Scott Blewitt-Skating Rink
Scott Blewitt wanted to go over a few things with the Board.
•Extend an invitation to Chairman Gallup to drive the roller in this year’s 4th of July parade.
•The Recreation Newsletter will be in the mail next week.
•As of today, roughly $8,000 is the total amount of fireworks donations.
•This is the 10th year that Steve Anglin has been a volunteer umpire, which saves the town about $1,000 each year.
•The ice skating rink will be relocated from the harbor to Veterans Field this year.  
•The contractor who hydro-seeded the field in the fall will be back to re-hydro-seed Veterans Field on Wednesday, if  the contractor does not show up the Highway Dept. will do the work, and take legal action against the contractor.   



7:15PM Scott Hazelton-Truck/Grader Update
Scott Hazelton went over the 2012 /2013, Vehicle & Equipment Capital Reserve Plan, which recommended the following vehicle and/or equipment replacement schedule:

  • The 2003 International Dump Truck (H-5) was scheduled to be replaced in 2010.
  • The 1990 Caterpillar Motor Grader was scheduled to be replaced in 2011.
  • The 2002 Ford F550 Dump Truck was scheduled to be replaced in 2012.
  • The 2005 International Dump Truck (H-3) was scheduled to be replaced in 2013.
  • The 2004 Ford F350 Pickup Truck was scheduled to be replaced in 2014.
With the intent of mitigating the above Vehicle & Equipment Capital Reserve Plan, in 2013/2014 the following vehicle/equipment replacements were requested, and the following vehicles and/or equipment were repaired:

  • 2003 International Dump Truck (H-5):  We replace the dump body and sander on this truck with a used dump body and sander in 2013.  The Highway Department will use this truck for construction projects during the summers and as a backup truck during the winter months.  We intend on keeping this vehicle in service as long as possible provided there are no significant breakdowns (i.e. engine or transmission failure).
 
  • 1990 Caterpillar Motor Grader:  This piece of equipment was placed on the voting ballot in March 2014 as a Warrant Article to lease purchase a new motor grader (the lease purchase was recommended by the Budget Committee).  I am currently considering asking the residents for approval to purchase a new motor grader in March 2015.
  • 2002 Ford F550 Dump Truck: Tony Bergeron replaced this vehicle with a new International TerraStar 6-wheel dump truck after it passed Town vote in March 2013.
  • 2005 International Dump Truck (H-3):  This vehicle was placed on the voting ballot in March 2014 as a Warrant Article to lease purchase a new dump truck (lease purchase recommended by the Budget Committee).  The Highway Department currently intends on using this truck through 2016 if there are no significant breakdowns (i.e. engine or transmission failures).
  • 2004 Ford F350 Pickup Truck:  This truck was placed on the voting ballot as a Warrant Article to purchase a new pickup truck.  We replaced the existing failed truck bed with a new flat bed in 2014 and will need to repair both front fenders.  The Highway Department intends on using this truck through 2016 if there are no significant breakdowns (i.e. engine or transmission failures).
As discussed with the Board of Selectmen on April 24, 2014, the Highway Garage will continue to use the existing motor grader as necessary to maintain the Town’ s gravel roads, and the existing dump truck (H-3) as necessary for roadway and drainage maintenance projects.  We will repair the motor grader if it breaks down.  We will not lease a new motor grader unless there is a catastrophic failure of the existing grader.  We will repair the dump truck if it breaks down, and will repair the existing dump body and sander apparatus prior to the upcoming winter months.  

STATUS UPDATE:  The Highway Department maintained the Town’s gravel roads as necessary throughout the recent mud season, and we completed a light grading of our gravel roads after removing the road postings during the first week of May 2014.  We are currently in the process of completing the first full grading of our gravel roads which includes pulling and cleaning drainage ditches, removing stones from the travelled way, cutting roadway shoulders and grading of travelled ways to re-establish roadway crowns.  The grader has had no significant breakdowns and we continue to complete routine inspections and maintenance before and after each use.  We will continue this approach and as previously discussed, we will repair items as they are discovered.  The Highway Department continues to use the International Dump Truck (H-3) for roadway maintenance and drainage projects.  The truck has had no significant breakdowns.  We will repair the dump body and live bottom sander components prior to the winter months.
Selectman Hastings asked if there was any word on the Water & Sewer truck. Scott Hazelton replied that the Highway Dept. would get the truck when the new Water & Sewer truck comes in. This truck will be the primary truck to plow intersections and some of the short dead-end roads.

PUBLIC COMMENTS     
•John Augustine wanted to remind the Board that there is a Harbor House Livery meeting tomorrow night and there is no public comments section on the agenda; when will the public be able to make comments. Chairman Gallup replied that it was up to the committee what they put on their agenda, but if someone from the public had a question, Chairman Gallup thought the committee would allow.   

SELECTMEN ACTION
•Motion to approve the use of facilities from Lesley Scheele for the 5th grade beach day to be held on Tuesday, June 17th at Dewey Beach by Selectman Trow, seconded by Selectman Hastings. Unanimous
•Motion to approve the use of facilities from Sunapee Middle High School Class of 2015 for the Pavement, Path & Pebbles 6K run to be held on Saturday, July 5th in the forest between the schools by Selectman Hastings, seconded by Selectman Gottling. Unanimous.  
The Board reviewed and made suggested changes to the slides from the March 31st visioning session. Donna Nashawaty will make the changes and the Board will finalize the slides at a special Board of Selectmen meeting on Monday, June 23rd at 6:30PM.  



CHAIRMAN’S REPORT
•Selectman Gottling updated the Board on the county budget, which will be presented to the County Convention on Tuesday, June 24th at 6:00PM in the Lou Thompson Room, Newport.

TOWN MANAGER REPORTS
The New London Board of Selectmen have decided before group meeting on the future of New London’s dispatching service is held, to first investigate the possibility of engaging a consultant to assist in this process. The New London Town Administrator asked if Donna Nashawaty knew of anyone Chief Cahill and Donna Nashawaty came up with Ty Gagne, CEO of Primex, who is also a facilitator.    
•Donna Nashawaty reported that she had 15 members of the public come to tour the town facilities.
•The Board reviewed the Budget Summary thru the end of May
•The Town received final plan approval from DOT for Lower Main Street over Sugar River Bridge. The project has been moved from state fiscal year 2017 to 2015. The Town is authorized to precede advertising for bids. The project cost is paid 80% by State Aid Bridge and 20% Town of Sunapee funds.  
•Mitchell Municipal will conduct a 91-A Training Session later this summer.
•Donna Nashawaty attended an Emergency Management Seminar with Chief Cahill, Scott Hazelton, and Howard Sargent.  
•Chief Cahill would like to place a donated bench in front of Police Dept. in recognition of Chuck Goyette.

9:20PM-A motion was made by Selectman Trow to go into non-public session under RSA 91-A: 3, II (a)-Dismissal, promotion, or setting compensation for public employees Selectman Gottling seconded the motion and roll call vote approved unanimous.
9:40PM-A motion was made to returned from non-public session by Selectman Smith, seconded by Selectman Trow. A motion was made to seal the minutes by Selectman Gottling seconded by Selectman Trow and roll call vote approved unanimous.

Motion to direct Town Manager to cover in payroll the difference between disability insurance and 40 hours for an employee until December 31, 2014, by Selectman Trow, seconded by Selectman Hastings. Unanimous.
