Chairman Gallup opened the meeting at 6:30PM.

7:15PM Van Webb Conservation –Wendell Marsh
Van Webb gave details to the Board on the Wendell Marsh South property. The property consists of 149 undeveloped acres in two (2) tax parcels owned by MRT Investment and Development, LLC. The land is in current use with a total tax assessment of $300,400.The Conservation Commission proposes that the Town and Commission purchase the MRT properties for public benefit and place a conservation easement on them with the Ausbon Sargent Land Preservation Trust. Appraisal of the 149 acres is underway and a fair market value will be available in July. The Conservation Commission and Ausbon Sargent will be working together to write grants, conduct community fundraising campaign and consider other conservation avenues for raising the necessary funds to support the project. Ausbon Sargent is preparing two (2) grant applications, the Land and Community Investment Program and the Moose Plate Grant. The LCHIP application requires the signature of a duly authorized representative and the Conservation Commission would like the Board to authorize the Town Manager to sign the application. Motion to authorize Donna Nashawaty as the authorized representative of the Municipal Governing Body to sign on the LCHIP application by Selectman Hastings, seconded by Selectman Trow. Unanimous    



7:30PM State of NH DOT-Discussion of Lines on Route 11
Bill Lambert, State Traffic Engineer stated that his crews will be painting the lines on the new asphalt on Route 11, but before the lines are painted Mr. Lambert wanted to address a couple of  concerns that have been brought up with this stretch of road. Alan Hanscom, District 2 Engineer was also present. Mr. Lambert went on to say, a couple of the options were discussed internally, he would like to present tonight for public input. Mr. Lambert will then take the input back to his administration and make the determination of what the outcome will be. The options are:   
  • Do not change anything.
  • Leave the truck-climbing lane, but add left turning lanes.
  • Shortening the passing lane.
  • Utilizing old Route 11 to route Seven Hearths Lane through Old Granliden Road.
Mr. Lambert offered fatality and injury accident statistics and shared the vehicle counts from the state’s traffic survey. Chief David Cahill stated that his statistics were higher that what Mr. Lambert reported, and said there had been six accidents involving fatalities on that stretch of road since 2006, at least some were intersection related. Chief Cahill went on to say, that in 2013 there were five accidents in that area involving injuries. Chief Cahill would like to see the passing lane end at the entrance to Dewey Field, which is a dangerous location to exit from. In addition, Chief Cahill would like to see the 50 mile an hour speed limit moved to the top of the hill after Seven Hearths Lane. Mr. Lambert stated that more traffic studies would need to be done to lower the speed limit. Some of the other concerns were entering and exiting the intersection at Grandliden Road and the traffic turning in and out of Mount Royal Academy. There was also a concern about the square head on the guardrail at the intersection of Grandliden Road, which if a driver is in a sedan you cannot see pass that square head. The consensus was to add the turn lanes at each intersection and from both directions to the roads in question.  

PUBLIC COMMENTS     
•John Augustine stated it was his understanding, if the Wendell Marsh project were to happen that would take $300,000 off the tax rolls. Chairman Gallup replied that the property was appraised for $300,000, but is in current use status.

Motion to approve the Abbott Library Foundation Raffle permit by Selectman Gottling, seconded by Selectman Trow, Unanimous
Motion to approve the Sunapee Lions Club Raffle permit by Selectman Trow, seconded by Selectman Gottling. 3 in Favor 1 Abstain  
•Motion to allow the use of facilities from Lions for the Rubber Duck Race by Selectman Trow, seconded by Selectman Gottling. 3 in Favor 1 Abstain.
Motion to allow the use of facilities from Project Sunapee for Riverfest to be held on Sunday, July 20th on River Rd between Maple & High St. and the parking lot by Pete’s shed, upon approval from Chief Cahill by Selectman Gottling, seconded by Selectman Hastings. Unanimous Motion to wave the $5 permit fee for musical entertainment by Selectman Trow, seconded by Selectman Hastings. Unanimous
Motion to reappointment of Billie Barry as the Assistant Treasurer for the Town of Sunapee by Selectman Hastings, seconded by Selectman Trow. Unanimous

CHAIRMAN’S REPORT
•Selectman Gottling reported that Wednesday was the last day at the legislature. The biggest deal was the settlement Medicaid Enhancement Tax (MET).

TOWN MANAGER REPORTS
Donna Nashawaty has had discussion with two (2) appraisal firms regarding the old Abbott Library building. One suggestion was to talk to two (2) brokers, which would give the Town two (2) different perspectives on the commercial property.  
•Donna Nashawaty updated the Board on the Perkins Pond Project.  
•Library Building Project is running about two (2) weeks behind schedule, and the sheetrock is going on the walls. An open house was held on Saturday, May 31st.
•Donna Nashawaty asked the Board if they wanted to reschedule the Board of Selectmen meeting scheduled for Monday, June 30th, which is the second library visioning session. Chairman Gallup suggested that the Board wait to make a decision until the June 16th meeting to see if there is anything on the agenda; otherwise, the Board can sign building permits before the start of the visioning session.
•Donna Nashawaty took the draft copy of the Time Bank Policy and edited it with the changes recommended by the Board at their last meeting. Motion to approve the Time Bank Policy as presented, effective immediately by Selectman Gottling, seconded by Selectman Hastings. Unanimous
•NRRA (Northeast Resource Recovery Association) will present the volunteer of the year award to Rhonda Gurney for her commitment to the Sunapee Green-up Day.  
•The Facilities Tour is tomorrow morning at 8:00am, starting at the Highway Garage.
•The Town received a couple of complaints regarding the paving being done in Sunapee, which Donna Nashawaty will address.
•Selectman Trow asked was there any follow-up to the PSNH/Asplundh tree-trimming press release. Donna Nashawaty asked John Augustine, who had wood left behind if anyone had contacted him. John Augustine stated that he called the PSNH contact given in the press release, which had someone out there a day or two later to clean up. The PSNH contact then followed up two days later to make sure it was cleaned up.  
•Chief Cahill reported on the communication problem with the DOT regarding the Saturday, May 17th bike race. The DOT started the preliminary paving prep work on Route 11 even after Scott Hazelton reminded them about the bike race. Chief Cahill and Chris Naime, one of the race organizers, spent Friday night changing the course so the race could still be held.    
•Chairman Gallup asked about the bids regarding the used equipment from the Transfer Station. Scott Hazelton replied the results were posted last week on the town website. There were two (2) bidders, Jeffrey Remillard Excavation, who bid on all five (5) pieces and Gallup Trucking & Excavation, who bid on the single stage snow blower. The highest bidder, Jeffrey Remillard Excavation awarded all five (5) pieces, was a (scrap person).
•Selectman Trow asked if the Water & Sewer Commission had met and did they make a decision regarding the F550 Truck. Scott Hazelton met with the Water & Sewer Commission last Thursday and the Commission voted unanimously to approve the purchase of the F550 Truck for $6,000.
•Donna Nashawaty stated that the James St. Jean Auction occurred and the total sale of the police cruiser and expedition was $6,800.
