BUDGET ADVISORY COMMITTEE
Town of Sunapee, NH
MINUTES OF A MEETING OF THE BUDGET ADVISORY COMMITTEE
Monday December 21, 2009
A meeting of the Budget Advisory Committee (the “BAC”) of the Town of
Sunapee, NH, was held on December 21, 2009 at 3:00pm at the town offices meeting
room.
Members Present:
Spec Bowers, chair
Ken Mayer
Charlie Smith
Rich Duperey
Also Present as guests were:
None
Members Absent:
Shane Hastings
Call to Order
Spec Bowers called the meeting to order 3:15pm and Richard Duperey recorded
the minutes. A quorum of members was present, and the meeting, having been duly
convened, was ready to proceed with business.
Old Business:
Minutes from the December 7th 2009 were reviewed by the committee and
accepted, as presented.
New Business:
Spec Bowers opened discussions of the town budget.
Charlie Smith offered the proposed Water and Sewer Mapping warrant article as
a topic of discussion. After some discussion it was agreed that the BAC maintain its
prior position of not offer a recommendation on this Article.
Charlie Smith also offered the proposed Wastewater Treatment Plant Upgrade
warrant article as a topic of discussion. This was discussed and although the BAC
agreed that the Wastewater Treatment Plant needs upgrades/modernization, we further
agreed the BAC is not in a position to offer an opinion on the warrant article, due to a
lack of data on the subject.
Spec Bowers raised the proposed warrant article related to the replenishment of
the $25,000 “Donor Town” lobbying fund. After discussion, the BAC supports this
warrant article.
Spec Bowers introduced the Blodgett House project for discussion. The
discussion was then tabled as we have yet to receive financial and or other data for the
project.
The BAC then discussed whether the BAC should comment at the February
1st/2nd Deliberative Sessions on any or all of the proposed warrant articles. The BAC
may hold another BAC meeting in the future to explore this question. The BAC will also
research its legal ability/appropriateness to speak at the Deliberative Sessions.
The final piece of business was to schedule the next meeting of the BAC. With
the absence of Blodgett House data, it was decided not to schedule another meeting at
this time.
Adjournment
There being no further business to come before the meeting, the meeting was
adjourned at 4:25pm.
