Sunapee Conservation Commission Meeting Minutes August 5, 2009
Present: Van Webb, Bruce Burdett, Rem Mastin, Robert Hill, Tim Fleury, Lela Emery

Rachel with UVLSRPC reviewed the SCC Natural Recourse chapter for the Towns Master Plan. The discussion covered Town wide priorites, conservation easements, and how to determine importance and a value to land and areas by the resourses they hold. Include all the 8 criteria for the natural resource selection. Future land use is still being worked on by Mike. SCC would like to see the map of Future Land Use less block approach on indicating boundaries of the parcels designated for future use and use the approach of actually following the natural lines and resources in the parcel or area to determine the areas for future use or protection. Rachel and Peter with UVLSRPC will be attending and reviewing the Master Plan Natural Resources Chapter with the Planning Board on August 20, 2009. Tim will be attending as a SCC member. SCC would like input on the Future Land Use Map. SCC members were apart of the first draft done with Jeff Taylor at the Community Vision Session. We reviewed the Development Constraints and Opportunities map. SCC goals – working landscape, preserve and create strategies for a working landscape infrastructure. Concerns – Enforcement is concern and designation of prime wet lands. Rachel will make corrections, and input recommendations by the SCC in the Goals section of the chapter. Van and Rachel will email and forward to all for the 8/20 meeting.

Letter received from Lawrence G. Keane referencing the Scoglund property at 111 Hamel Road, Sunapee addressed to Collis G. Adams CPESC administrator NH DES Wetlands Bureau. No action required. Letter filed.

Perambulate Tow Lines – Sunapee/Goshen line has a discrepancy. Discrepancy in Newport/Sunapee line - Gap in digital map. Rylees Restaurant to the River Access – Rollins, Paradise Road. Professional services should be sought to cover the discrepancies.

Application for Michael & Janet Jesanis, 8 Old Norcross Dr. DES makes ruling on Beach. SCC comments on wetland. Docks look good our concern is the stone wall adjacent to perched beach and how it’s retained and if any work done in water. Standard Dredge and Fill Application form. SCC letter required.  Tim Fleury made the motion for Rem to write a letter. Addressing the dock, concerns with the perched beach and effect on the lake. Structure of the wall not put in reference to the water. Invite owners to a meeting to address questions. All in Favor 6, Opposed 0.
