Sunapee Conservation Commission Meeting Minutes for September 1, 2010
Present: Van Webb, Tim Fleury, Bruce Burdett, Lela Emery
Absent: Robert Hill, Roger Whitaker, Rem Mastin
Bruce Burdett made the motion to accept the August 2010 minutes. Motion was seconded by Tim Fleury. All in favor 4, opposed 0.
Budget review with the town is scheduled for 11/5/10 at 9 am. SCC will be assigned a time to attend for budget review. Van will attend on behalf of the SCC.
Warrant articles drafts also need to be submitted by 11/5/10 as well for the March 2011 ballot.
SCC reviewed line items for the present 2010 budget. Current $3,150.00 as of 7/31/10 we have spent $1,581.00. Bills presented by Anita Blakeman for $350 and Clayton Platt, Penny Royal Hill for $800. $2250 budgeted for professional services spent $856. Membership budgeted $725. that has been spent to 0. $100 General line item still $100 balance. Line item with a balance of $75 still remains as well.
Bruce Burdett made the motion to accept the 2011 Sunapee Conservation Commission budget amount of $3,150. Motion was seconded by Tim Fleury. All in favor 4, opposed 0.
Clayton Platt of Penny Royal Hill came to report on the status and to review a map of the proposed/request of the Dashner property swap at Ledge Pond. SCC members reviewed the proposal and created two other scenarios for Clayton to review with Mr. Dashner. When an agreement as been reached SCC will go to Donna to determine how to proceed with project.
Tim Fleury made the motion that SCC will ask to renew the Capital Reserve fund warrant article for level funding of $15,000 for the 2011 ballot. Bruce Burdett seconded the motion. All in favor 4, opposed 0.
Lela will check with Lynn for balances on the Conservation Commission accounts.
Bruce Burdett made the motion authorizing payment for an invoice submitted by Penny Royal Hill for expenses and work performed at Ledge Pond/Dashner lines totaling $800.00. Tim Fleury seconded the motion. All in favor 4, opposed 0
Field Stone Hills – Lot has been permanently protected with a 35 foot right away and access acreage which connects the Webb Flint lot. There is an additional lot that the SCC is researching for purchase. It is held with Claremont Savings Bank and the asking price is $85,000. SCC members will seek an appraisers input on the value of the parcel and will review the findings at the next meeting.
SCC members will put a Warrant Article on the 2011 Ballot asking voters if they are in favor of enrolling a selected few parcels in to Town Forest.
A local resident has been in touch with ASLPT regarding a conservation easement on a parcel in Sunapee. More details to come when all the information has been presented.
