Sunapee Conservation Commission Meeting Minutes February 6, 2013
Present: Van Webb, Tim Fleury, Rem Mastin, Robert Hill, Lela Emery

Dave Montambeault of 112 Sargent Road Sunapee was present to receive comment from the Conservation Commission regarding a Land swap. A review of the logistics regarding house locations, set backs and right of ways. A proposed land swap will resolve the encroachment and avoid a huge expense of moving the house. The conservation commission had reviewed the proposed plan when it was first presented in 2012 and approved the swap. Rem Mastin made the motion to approve the plan drawn up and proposed with no changes to the original layout and accepted as it is written. Robert Hill seconded the motion. All in favor 5, Opposed 0.

Charlie Hirschberg present plans for the walk way between the 2 ball fields at the Sunapee Middle High School. He will be submitting a Wetland application for the plans to accommodate the river that runs under the walkway and between the two fields. The present culver is crushed and the flooding has been an annual event as the water has been washing out the pathway. A plan is proposed to provide and over flow pipe 60 feet down stream. This will be more cost effective and will require a Standard Dredge & fill application. This will pass the required 100 year flood plan. The application will be coming to the Conservation Commission for review or a signature upon approval from the school board. Rem Mastin has been authorized by the SCC to sign the application on behalf of the SCC when it is submitted.  

Rem Mastin made the motion to accept the December 2012 meeting minutes as written. Robert Hill seconded the motion. All in Favor 5, Opposed 0.

Tim Fleury made the motion to have Lela Emery be a member of the Sunapee Conservation Commission. Rem Mastin seconded the motion. All in  favor 4, Opposed 0.

Wendell Marsh North Walk – 1/26/13. A good crowd. Jolyn Johnson spoke. Positive feedback received on the project.
ASPLT send out a money plea brochure/letter for the Wendell Marsh Project.
NHDES Wetlands Bureau to Sunapee Lower Main St Bridge packet. Preliminary Design drawings submitted additions and information. 94/100
Environmental Assessment was done on the Johnson Property. No asbestos dump site, no tires. The cost of the site check is $2,000 services performed by Abenaki Environmental out of Plymouth.
Tim Fleury made the motion to pay ASLPT $2,000 for the Environmental Assessment performed by Abenaki Environmental on the Johnson Property. Funds should be withdrawn from the Conservation Commission Fund. ASLPT needs to be reimbursed on all services regarding the Johnson Project.
Tim is filling out a questionnaire sent to the SCC by a student surveying Forest Properties and action Forest Management plans.
SRK – the Wiggins property is no longer part of the trail. The trail crosses the Goyette property. The trail is open and legal. Update by Rem.
