Charter Review Committee Issues Final Recommendations on Charter Changes
The Sturbridge Charter Review Committee has concluded their work and has issued their Final Recommendations to the Board of Selectmen.  They will be heard at the Special Town Meeting scheduled for December 12, 2016 at 7:00 p.m.

A summary of their recommendations is as follows:


Article I               Definitions
Addition of “Appropriation” and definition.

Article 3       Section 8       Availability of Town Officials at Town Meetings
Recommended addition of language giving Town Administrator the authority to determine which Town officials will be required to attend Special Town Meetings.

Article 4       Section 7       Town Clerk
Recommended addition of language permitting Town Clerk to receive compensation as may annually be provided by appropriation.  This language exists in all sections in Article IV with respect to Elected Officials.

Article 5       Section 1       Town Administrator
Recommendation permits Selectmen to appoint a Temporary Town Administrator for 6 months with the ability to authorize an additional renewal not to exceed 3 months.

Article 5       Section 2       Town Administrator – Appointive Procedure
Recommendation will permit Search Committee to present no fewer than 2 candidates nor more than 4 candidates for consideration of the Selectmen.

Article 5       Section 5       Acting Town Administrator
Changes section to specifically deal with the position of Town Administrator and ability to Selectmen to appoint and revoke the appointment of an individual to serve in role of Acting Town Administrator.

Article 6       Section 2       Appointments
Removes a lengthy list of appointments made by Town Administrator, which is usually not current, and clearly denotes that the Town Administrator makes all appointments to office, boards, commissions, and committees, including town employees, subject to approval of the Selectmen.

Article 7       Administrative Organization     
Deletes Article 7 and re-numbers current Articles 8 and 9.  Content in current Article 7 is covered in other locations in the Charter.
