Stow Board of Selectmen
January 5, 2016
Town Building
Present at the meeting that was held at Town Building were Donald Hawkes, Brian Burke, Charles Kern, Thomas Ryan and James Salvie.
Also present were William Wrigley, Town Administrator and Maureen Trunfio, Administrative Assistant.
Mr. Hawkes called the meeting to order at 7:00 p.m.
Public Input: Town Clerk Linda Hathaway was present and reminded residents that dog licensing was underway and that census forms would be mailed the last week in January. She mentioned that election workers are needed.
Mr. Hawkes referred to letters from resident Kathy King of 39 Farm Road, Wendy Bachman of 47 Kirkland Drive and Lisa Lavina of Gleasondale Road stating their support for remaining in the Minuteman High School District.
Chairman’s Comments: Mr. Hawkes gave a status update on the Gleasondale Bridge and announced that there would not be a meeting on January 12, 2016 because of the need to meet this evening to close the warrant.
Discussion/vote to sign Presidential Primary Warrant – Town Clerk
The Board voted unanimously to sign the Presidential Primary Warrant for the March 1 Election.
Mr. Salvie moved that the Board accept the March 1, 2016 Presidential Primary Election ballot, as presented by the Town Clerk on January 5, 2016. Mr. Burke seconded the motion and it was passed unanimously.
Appointment of SpringFest Organizing Committee Members
The Board voted unanimously to appoint Samantha Altieri, Heather Chagnon and Maureen Trunfio to the SpringFest Committee.
Mr. Salvie moved to make the following appointments to the SpringFest Committee:
Samantha Altieri, to complete an unexpired 2-year term ending June 30, 2017
Heather Chagnon, to complete an unexpired 2-year term ending June 30, 2017
Maureen Trunfio, to complete an unexpired 2-year term ending June 30, 2016
Mr. Ryan seconded the motion and it was passed unanimously.
Discussion/vote to sign certificate for Eagle Scout Michael Travalent
Michael Travalent was not present, but the Board thanked for his service and a citation was read.
Mr. Salvie moved to recognize Boy Scout Michael Travalent for achieving the rank of Eagle Scout, and to sign and authorize Board member Brian Burke to present the letter and proclamation at Michael’s recognition ceremony on January 17, 2016. Mr. Ryan seconded the motion and it was passed unanimously.
Discussion/vote to accept warrant for February 1, 2016 Special Town Meeting
The Board was concerned with the current redlined version of the Minuteman District Agreement they were working with. After substantial discussion regarding the document that had been provided by the District, the Board voted unanimously to accept the February 1, 2016 Special Town Meeting Warrant.
Mr. Salvie moved to accept the warrant for the February 1, 2016 Special Town Meeting, dated January 5, 2016 with Article 1 and Article 2 as written but with the information entitled Proposed Amendments to the Minuteman Regional Vocational School District Agreement offered only for informational purposes. Mr. Ryan seconded he motion and it was passed unanimously.
323 Great Road Plans
Kathy Sferra of the Conservation Commission and Mike Kopcyznski of SMAHT were present to address questions raised regarding their initial presentation to the Selectmen’s meeting to discuss preliminary plans for the property at 323 Great Road. After discussion, the Board voted unanimously to endorse the use of 323 Great Road as a community park.
Mr. Ryan moved that the Board endorse the concept plan for the use of the 323 Great Road site as a community park and request that the proponents move the concept plan forward to the formal design stage and report back to the Board of Selectmen on progress no later than the end of calendar year 2016. Mr. Burke seconded the motion and it was passed unanimously.
Discussion/vote on Community Compact Application
Town Planner Karen Kelleher and Assistant Planner Jesse Steadman were present to discuss the Planning Board’s current Community Compact application with the Board. The Board authorized an earlier version at their August 11, 2015 meeting. The State suggested improvements and the current version is reflective of those suggestions. The Board asked for ample time to review the application before a vote was taken to authorize the Planning Department to submit an application to the State for the Community Compact program. No vote taken.
Complete Streets Policy - Presentation by Planning Dept.
Mrs. Kelleher and Mr. Steadman presented a preliminary plan of the proposed Complete Streets Policy. There will be a public hearing on this item at the Board’s next meeting on January 26, 2016.
Town Administrator’s Report
Mr. Wrigley informed the Board that the Town has recently received notice from the State Department of Energy Resources that it has been designated a Green Community. Concurrent with this designation is the tentative grant award of $144,115. For the Town to receive the targeted money, an application identifying the proposed energy improvements to be undertaken must be submitted to the Department of Energy Resources by January 22, 2016.
He mentioned that MassDOT had notified the Town that they expect to reduce the Gleasondale Bridge to one way traffic on January 9th and that the traffic signal is complete. The bridge will be completely closed on the morning of the 9th allowing for the installation of the jersey barriers but will reopen in the afternoon.
Liaison Reports
Mr. Hawkes reminded he Board the annual Massachusetts Municipal Association meeting would be held in Boston January 22-23, 2016.
Adjournment
Mr. Burke moved to adjourn at 9:40 p.m., Mr. Ryan seconded the motion and the Board voted unanimously to adjourn the meeting.
