Stow Board of Selectmen
March 8, 2016
Town Building
 

Present at the meeting that was held at Town Building were James Salvie, Brian Burke, Donald Hawkes, Charles Kern and Thomas Ryan.

Also present were William Wrigley, Town Administrator and  Maureen Trunfio, Administrative Assistant

Mr. Hawkes called the meeting to order at 7:00 p.m.

Public Input: None

Chairman’s Comments: None

Legislative Update: State Representative Kate Hogan and State Senator Jamie Eldridge were present and updated the Board on recent legislative issues such as budget priorities, a request for an increase in Senior aid, protection of Ch. 70 stipulations and a possible increase in Transportation funds for road repairs, including the Gleasondale Bridge.
Appointment of SpringFest Committee Member
Sara Salomone was present and was appointed to the Stow SpringFest Committee.
Mr. Salvie moved to appoint Sara Salamone to the SpringFest Committee, to complete an unexpired three-year term ending June 30, 2016. Mr. Ryan seconded the motion and it was passed unanimously.
Randall Library Trustees Update
Marianne Sharin, Chair of the Randall Library Trustees, and Melissa Fournier, Library Director, were present to provide the Board with an informative update of the Library’s recent activities. They provided circulation numbers and reported results from a recent web survey they had conducted.
Discussion/vote to re-open and re-close the 2016 Annual Town Meeting warrant
Minuteman High School Committee Representative Alice DeLuca was present along with Kevin Mahoney, Assistant Superintendent of Finance at Minuteman High School. The Warrant for the May 2, 2016 Annual Town Meeting was reopened to allow the inclusion of an article addressing whether to vote to disapprove the proposed Minuteman High School Building Project should appear on the warrant, and to close the warrant on March 21, 2106.
Mr. Salvie moved that the Board of Selectmen vote to reopen the~ May 2, 2016 Annual Town Meeting warrant this evening for the purpose of including an article addressing whether to vote to disapprove the proposed Minuteman High School Building Project, and to close the warrant on March 21, 2106. Mr. Ryan seconded the motion and it was passed unanimously.


Discussion/vote re: article for warrant re: withdrawal from Minuteman Regional School District & borrowing for Minuteman High School Building Project
Kevin Mahoney of Minuteman High School addressed the Board, for discussion purposes only, regarding the updated info on tax rate impact showing the projected assessments to be targeted out to FY2020. He presented data that took into consideration the new 10-member district as opposed to 16-member district. The estimated tax impact based on the median home value in Stow would result in an approximate $62 annual increase per home. Mr. Mahoney mentioned that out-of-district students were taken into consideration when figuring the tax impact on member towns.  

Discussion/vote on Selectmen’s draft annual report for 2015
The Board voted to accept the Selectmen’s 2015 Annual Report drafted by Chairman Don Hawkes for inclusion in the 2015 Town of Stow Annual Report.
Mr. Kern moved to accept the Board of Selectmen’s 2015 annual report as amended, dated March 8, 2016, for inclusion in the 2015 Town of Stow Report. Mr. Ryan seconded the motion and it was passed unanimously.
At 8:54 Mr. Wrigley left the meeting.   
Liaison Reports
Mr. Burke reported that he had attended a Nashoba Regional School budget meeting. He added that he attended the public open house presented by Eversource Energy in Hudson.
Mr. Hawkes mentioned that Eversource would be holding open houses in Hudson on March 15, 2016 and Sudbury on March 16th from 5-7 p.m. He mentioned that he had attended a MAGIC meeting in Concord. Mr. Hawkes reported that the boards at the Lake Boon dam were scheduled to be replaced in the coming week. Mr. Hawkes told the Board that he had attended a Solar Forum in Acton the prior week and referenced an article from Sunday’s Boston Globe addressing the issue.
Mr. Salvie attended a meeting of the Pompo Building Committee and reported on a well issue and also reported that the Randall Building Committee had received six responses to the RFQ for the restoration of the historic section of the Randall Library. Three have been chosen to be interviewed by the Committee and that process will begin the week of March 28, 2016.He mentioned that at a recent Capital Planning meeting he attended, a proposed Cemetery building project was withdrawn. He attended the most recent Stow Municipal Affordable Housing Trust (SMAHT) meeting at which the potential use of property at 323 Great Road was discussed.

The Board mentioned that Chris Rodstrom recently stepped down form the Open Space Committee and they thanked him for his service.
At 9:10 p.m. Mr. Salvie moved to adjourn. Mr. Ryan seconded the motion and it was passed unanimously.
