Stow Board of Selectmen
August 8, 2016

Present at the meeting that was held at the Hale School Library were Brian Burke, Donald Hawkes, Ingeborg Hegemann, Thomas Ryan and James Salvie.

Also present were William Wrigley, Town Administrator, Barbara Huggins, Town Counsel and Maureen Trunfio, Administrative Assistant.

Mr. Salvie called the meeting to order at 6:12 p.m.

Discussion/vote on August 8 Special Town Meeting Articles
The Board discussed Article 3, “Boxboro Road Land Acquisition: Assessor’s Map R-19 Parcel 10-3 and Portion of Assessor's Map R-18 Parcel 25, 241 Boxboro Road.”  Mike Kopczynski, Chair of the Stow Municipal Affordable Housing Trust (SMAHT), was present and spoke to the Board explaining that SMAHT would like the ability to purchase the 4.13-acre lot with their own funds and have control over the parcel without limitations that would be attached if Community Preservation Act funds were used to purchase the parcel. This would give SMAHT the ability to sell the parcel if it is found to be unbuildable. Mr. Salvie explained that if SMAHT purchases the lot, it becomes the property of the Town. Any money from the sale would be returned to the SMAHT fund to purchase more land or housing for SMAHT. Krista Bracci, Administrative Assistant to the Community Preservation Committee, was present and explained that at its July 29, 2016 meeting the Committee voted to not provide funds to SMAHT to purchase the land so that SMAHT would have the ability to sell the land, if it became necessary.

The Board voted 4-1 in favor of supporting Article 3. Mr. Ryan voted against the article.

Mr. Hawkes moved that the Board of Selectmen vote to support Article 3 in the August 8, 2016 Special Town Meeting Warrant entitled,Boxboro Road Land Acquisition: Assessor’s Map R-19 Parcel 10-3 and Portion of Assessor's Map R-18 Parcel 25, 241 Boxboro Road..” Mr. Burke seconded the motion and it was passed.

Mr. Hawkes made a motion to adjourn the meeting at 6:58 p.m. Mr. Burke seconded the motion and it was passed unanimously.
