Stow Board of Selectmen
June 23, 2015
Town Building
Present at the meeting that was held at Town Building were Brian Burke, Donald Hawkes, Charles Kern and Thomas Ryan. Absent: James Salvie.
Also present were William Wrigley, Town Administrator and Maureen Trunfio, Administrative Assistant.
Mr. Hawkes called the meeting to order at 7 p.m.
Public Input: None
Chairman’s Comments: Mr. Hawkes announced that The Baker-Polito administration awarded more than $10.4 million in Workforce Training Fund grants that will enable 186 companies in Massachusetts to provide customized training to existing employees. Stow’s CSI Radant was a recipient of a portion of these funds.
Meeting minutes
Mr. Ryan moved to accept the meeting minutes of June 9, 2015 as drafted. Mr. Burke seconded the motion and it was passed unanimously.
Appointment of Nashoba Regional School District Audit Advisory Committee Representative
Peter McManus and Rich Eckel of the Finance Committee were present and recommended that the Board re-appoint Henry Hagopian as the respresentative.
In a joint appointment with the Finance Committee, Mr. Ryan move to reappoint Henry Hagopian to the Nashoba Regional School District Audit Advisory Committee, to serve a one-year term ending June 30, 2016. Mr. Burke seconded the motion and it was passed unanimously. Aye: Mr. Ryan, Mr. Burke, Mr. Kern, Mr. Hawkes, Mr. McManus and Mr. Eckel.
Minuteman High School Building Project Update
Minuteman High School Committee representative Alice DeLuca was present. She informed the Board that on May 15, 2015 the Committee voted to recommend the building of a new school at the site of the current Minuteman High School. She explained the repair needs to the school and emphasized the fact that there is Massachusetts School Building Authority (MSBA) money available for the construction, but that there must be a vote in favor of the project by all 16 member towns. She explained that there is $57M available from the state, but that money will only be available until June 2016. If the member towns do not vote to support the
project, they will be responsible for all repairs to the school at their own expense. It was suggested that Ms. DeLuca recommend that the Committee scale down the size of the project and, thus, the number of students at the school, and present those numbers to the member towns that are not in favor of the large project and there may be movement toward agreement.
Council on Aging Appointment
Alyson Toole, Director of the Council on Aging, was present and recommended Susan Pauley, who was also present, for a position on the Board of the Council on Aging that had been vacated by Beth Tobey.
On the recommendation of the Council on Aging, Mr. Kern moved to appoint Susan Pauley as a member of the Board of the Council on Aging, to serve an indefinite term. Mr. Ryan seconded the motion and it was passed unanimously.
Historical Commission Appointment
Dorothy Spaulding, Chair of the Historical Commission, was present and recommended Rosemary Bawn, who was also present, for a position on the Historical Commission.
On the recommendation of the Historical Commission, Mr. Ryan moved to appoint Rosemary Bawn as a member of the Historical Commission, to complete an unexpired three-year term ending June 30, 2017. Mr. Burke seconded the motion and it was passed unanimously.
Montachusett Area Regional Transit (MART) Annual Appointment
Alyson Toole has served as the Town’s representative to MART and has agreed to continue to do so.
Mr. Ryan moved to reappoint Alyson Toole to represent Stow on the Montachusett Regional Transit Authority (MART) Advisory Board for the year beginning July 1, 2015 through June 30, 2016. Mr. Burke seconded the motion and it was passed unanimously.

Town Administrator’s Report
Mr. Wrigley reported that he had executed the Pezzuco Construction contract for the Pompositticut School Fire Station/Community Center building project. The notice to proceed will be issued this week and work is expected to begin on July 20, 2015. The contract establishes that Pezzuco has 365 days to achieve substantial completion of the work.
He updated the Board on two project-related non-construction contract items. He stated that the on-site well work has been drilled and the pump tests, together with other Department of Environmental Protection (DEP) permit-related work, is underway. He added that the Nashoba Regional School District (NRSD) is positioned with a contractor to move the modular classroom off-site early in July.
On a separate topic, Mr. Wrigley told the Board that the Center School settlement with Western Surety has been closed out with the payment of $225,000 and return to Western Surety of the Performance Bond. The Town is now in a position to submit our final payment request to the Massachusetts School Building Authority (MSBA) and complete the project close-out paperwork.
He added that with respect to the corrective work on the deficient sidewalks, Symmes, Maini, & McKee Associates (SMMA) has agreed to prepare the plans and specifications for this work and is optimistic that the work can be completed later this year.
Mr. Wrigley explained that two Zoning Board of Appeals (ZBA) appeals were filed with the Town Clerk by the Collings Foundation on June 9, 2015. The first requests that the ZBA overturn the Building Commissioner’s denial of favorable consideration of the cease and desist order dated March 26, 2015. Collings had requested such reconsideration on May 27, 2015 and received a written denial from Craig Martin on June 3, 2015.
The second appeal related to Mr. Collings’ request to the Building Commissioner for an enforcement stay on the Commissioner’s cease and desist order to enable him to continue to operate his aircraft enabling off-site inspections/servicing and use during public events.
He added that the Collings Foundation’s “American Elegance” event occurred on the weekend of June 20th without incident, with flights into and out of Minute Man Air Field.
The ZBA has scheduled hearings for July 6, 2015 to reconsider both of these appeals as well as an appeal from Rob Albright who is seeking ZBA relief from a cease and desist from the Building Commissioner on his Crow Island operation.
At 8:20 p.m. the Town Administrator left the meeting.
Liaison Reports
Mr. Kern had nothing to report.
Mr. Ryan updated the Board on Public Safety’s new method of notification and preparedness during forecasts of severe weather. He stated that Police, Fire and Highway all worked well together in preparation for a recent forecast of a high-wind storm.
Mr. Burke reported on the Community Preservation Committee’s recent public forum regarding an update to the Community Preservation Plan for Stow. He said there was very little public input. He added that Cortni Frecha is now the Chair of the CPC and Bill Byron is the Vice-Chair.
Mr. Hawkes announced that he had represented the Selectmen at a ceremony of new Eagle Scouts. Tommy Taft and Matt Glauner both achieved Eagle Scout status and have completed community service projects that benefit the Town.
At 8:25 p.m. Mr. Ryan made a motion to adjourn. Mr. Burke seconded the motion and it was passed unanimously.
