Stow Board of Selectmen
March 24, 2015
Present at the meeting that was held at Town Building were Brian Burke, Donald Hawkes, Charles Kern, Thomas Ryan and James Salvie.
Also present were William Wrigley, Town Administrator and Maureen Trunfio, Administrative Assistant, State Senator Jamie Eldridge and State Representative Kate Hogan.
Mr. Kern called the meeting to order at 7:00 p.m.

Liaison Reports
Mr. Ryan announced that he will attend the Board of Health’s hearing on updating private well regulations on March 26 at 7 PM.
Mr. Hawkes reported that both Planning Board and the Conservation Commission are hearing revised plan by Mr. Collings regarding the construction of a tank museum. He also reported that the Recreation Dept. bids were open for the project at Pine Bluff. He reported that the NRSD budget had not yet passed, due to a lack of votes from each represented town to carry.
Mr. Salvie reported that the EDIC will hold a public forum on March 31 at Town Hall. He also reported that RFP’s for the Pompo Project are out.
Mr. Burke reported that the CPC discussed the two articles that will be presented at Town Meeting. One is an article relating to invasive species control and the other is the acquisition of the Brewer property near Tuttle Lane. He mentioned a program presented by the COA relating to elderly drivers, and said the program will air on Stow TV.
Brandymeade Circle Street Acceptance
At 7:10 PM Mr. Kern read the legal notice which announced the consideration of the entire length of Brandymeade Circle (aka Orchard View) to be accepted by the Town as a public way. The abutters list was read and abutters present were Mr. & Mrs. Olsen of 112 West Acton Road and Mr. & Mrs. Young of 16 Brandymeade Circle. Mr. Kern cited recommendations in favor of street acceptance from the Superintendent of Streets and the Planning Board. Mr. Kern explained the purpose of the hearing and it was determined that the Board of Selectmen would issue a Report of Laying Out of Brandymeade Circle for acceptance as a public way by Annual Town Meeting on May 4, 2015. The hearing was closed at 7:18 PM, and a vote was taken.
Mr. Ryan moved to approve the laying out of Brandymeade Circle, and issue a Report and Laying Out of Way, dated march 24, 2015. Mr. Hawkes seconded the motion and it was passed unanimously.
Stow Town Clean-Up Day
Resident Sandy Taft was present and asked for permission for he and a group of volunteers to use the Lower Common on the morning of Saturday, May 2 to organize Annual Stow Clean-Up Day. He told the Selectmen that he would like to set up at 7:30 AM and would be done by 12:30 PM.
Mr. Hawkes moved to permit Sandy Taft and his group of volunteers to use the Lower Common as a staging area for the Annual Stow Clean-Up Day on Saturday, May 2, 2015 from 7:30 AM to 12:30 PM. Mr. Salvie seconded the motion and it was passed unanimously.
Central Middlesex Emergency Response Association (CMERA) Fee Rate Increase
Fire Chief Joe Landry was present to explain the 10% increase in rates for Advanced Life Support services offered through CMERA. He explained that revenues have increased for the Town since joining the CMERA network, while offering a broader range of services to residents.
Chief Landry was strongly in support of CMERA and the Selectmen agreed that the value added to EMT services and with consideration of the increased revenues for the Town, they would support the increase to fees.
Mr. Hawkes made a motion approve the 10% increase in rates for Advanced Life Support and Basic Life Support transport for the Central Middlesex Emergency Response Association (CMERA), as presented by Fire Chief Joe Landry. Mr. Salvie seconded the motion and it was passed unanimously.
Annual Update from State Senator and State Representative
Senator Eldridge was present and reported on his priorities which included Local aid, working to improve public transportation, Chapter 70 (school funding) and other items. Representative Hogan was present and reported on the 495/Suburban Edge Community, advocating for elder affairs and Chapter 70 including funding for school transportation and senior aid among other issues.
The Selectmen discussed their belief that the original agreement with the state was that district school systems would receive 100% of transportation funding from the State. They thanked them for their help during the past year relating to water issues in Stow.
Minute Man Air Field Update
Don McPherson and Bob Glorioso were present to their annual state of the airport report. They reported on their Massachusetts Department of Transportation Safety Repair Project, the Rotary Wings and Wheels program, Emergency Services Appreciation Day, the Young Eagles program and the Light Hawk program. Mr. McPherson mentioned an upcoming 46th Anniversary Party in July which will include a ribbon-cutting ceremony to celebrate the final phase of the runway repaving project.
Perambulation
Perambulation of the Town’s borders is required by law to occur every five years. Resident Greg Troxel has again volunteered his services in assisting the Selectmen, along with assistant Laura Reiner, in this task. The Selectmen agreed that Greg Troxel and Laura Reiner should be designated as perambulators in lieu of Selectmen, in the event they are unable to be present at each perambulation outing.
Mr. Hawkes moved that, pursuant to MGL Chapter 42, section 2, the Board of Selectmen designate Greg Troxel and Laura Reiner to assist the Selectmen, to locate and mark the Town of Stow boundary markers for 2015. Mr. Ryan seconded the motion and it was passed unanimously.
Veteran’s Service Officer
Joseph Jacobs has expressed interest in, again, serving as the Town’s Veteran’s Service Officer. The Selectmen expressed their gratitude for Jacobs’ fine work.
Mr. Hawkes moved that the Board of Selectmen appoint Joseph Jacobs as the Town’s Veterans Service Officer, to fill a one-year term expiring on March 31, 2016. Mr. Ryan seconded the motion and it was passed unanimously.
Town Administrator’s FY 2016 Budget Recommendation
The Selectmen heard Town Administrator Bill Wrigley’s recommended budget and were satisfied with th budget as presented, with the exception of the current NRSD assessment which has not yet been voted up by the School Committee.
Mr. Hawkes moved to accept the Town Administrator’s fiscal year 2016 budget, dated March 24, 2015, with the exception of the Nashoba Regional School District number which has not yet been assigned. Mr. Ryan seconded the motion and it was passed unanimously.
Mr. Wrigley left the meeting at 9:06 PM.
Mr. Hawkes made a motion to adjourn the meeting at 9:12 PM. Mr. Ryan seconded the motion and it was passed unanimously.
